Many countries in sub‐Saharan Africa have adopted similar approaches to tackle the challenges of rural water supply, including community‐based management, community participation and the demand‐responsive approach. These are often combined with nationwide programmes of capacity‐building and decentralization. This paper first shows how Uganda has adopted these approaches in its rural water supply programme. Based on Government documents, we construct an organizational framework that illustrates the overall programme and outlines the roles and responsibilities which actors are expected to fulfil. Second, based on interviews with sector staff and a review of Government documents, the paper examines challenges to successfully “walk the talk”; that is, it provides insight into challenges affecting programme implementation. Among numerous difficulties, two key issues are highlighted: local political interference and the weak capacity of local governments. Concerning local political interference, local planning processes need to be reformed so that local politicians commit more strongly to improving water supply. Regarding local government capacity, the Government department responsible for the programme has established eight regional units that provide support to local governments. This promising strategy, combined with more appropriate engagement and the commitment of local politicians, should help to improve the implementation of the rural water supply programme in Uganda. 相似文献
Public involvement in management decision making has received increased attention from researchers in recent years. These
studies, however, have rarely considered differences in behavior resulting from gains and losses, despite ample evidence that
individuals’ behavior is not the same across situations. Individuals are often more sensitive to losses than gains, which
research suggests is related to ownership (real or perceived) of the item lost. We present evidence from a within-subjects
quasi-experimental design to test whether mountain bikers’ reported intentions differ between gain based and loss based conditions.
These data were analyzed using a multi-step repeated measures analysis of variance and repeated measures analysis of covariance.
The results suggest that losses are more powerful than gains in motivating public engagement in management decision making.
Further, the type of action was also shown to influence behavioral intentions. Additional analyses provide support to the
claim that, centrality, used as a proximate measure of ownership, moderates the contextual effects on behavioral intentions.
Thus, loss aversion, moderated by ownership, is a plausible explanation of stakeholder involvement. 相似文献
Within the field of natural-resources management, the application of adaptive management is appropriate for complex problems high in uncertainty. Adaptive management is becoming an increasingly popular management-decision tool within the scientific community and has developed into two primary schools of thought: the Resilience-Experimentalist School (with high emphasis on stakeholder involvement, resilience, and highly complex models) and the Decision-Theoretic School (which results in relatively simple models through emphasizing stakeholder involvement for identifying management objectives). Because of these differences, adaptive management plans implemented under each of these schools may yield varying levels of success. We evaluated peer-reviewed literature focused on incorporation of adaptive management to identify components of successful adaptive management plans. Our evaluation included adaptive management elements such as stakeholder involvement, definitions of management objectives and actions, use and complexity of predictive models, and the sequence in which these elements were applied. We also defined a scale of degrees of success to make comparisons between the two adaptive management schools of thought. Our results include the relationship between the adaptive management process documented in the reviewed literature and our defined continuum of successful outcomes. Our data suggest an increase in the number of published articles with substantive discussion of adaptive management from 2000 to 2009 at a mean rate of annual change of 0.92 (r2 = 0.56). Additionally, our examination of data for temporal patterns related to each school resulted in an increase in acknowledgement of the Decision-Theoretic School of thought at a mean annual rate of change of 0.02 (r2 = 0.6679) and a stable acknowledgement for the Resilience-Experimentalist School of thought (r2 = 0.0042; slope = 0.0013). Identifying the elements of successful adaptive management will be advantageous to natural-resources managers considering adaptive management as a decision tool. 相似文献
Plant traits are influenced by herbivore diet selection, but little is known about how traits are affected by different types of herbivores. We related eight traits of 27 subalpine shrub species in South Island, New Zealand, to damage of these shrubs by introduced red deer (Cervus elaphus) and native invertebrate herbivores using phylogenetically explicit modeling. Deer preferentially consumed species that grew quickly, were low in foliar tannins, or had high leaf area per unit mass. However, these traits did not trade off against each other; rather, they could be related to different multivariate defense strategies. Although the proportion of leaves damaged by leaf-chewing invertebrates also increased with stem growth, invertebrates did not damage the same fast growing species as those preferred by deer. Other traits may also be important in determining herbivore preferences, as suggested by the high proportion of variation in herbivory explained by phylogeny. Last, we found that the composition of invertebrate herbivore communities was more similar among closely related shrubs, and consequently, the range of invertebrate-plant associations may change if introduced deer shift plant composition toward slow-growing species. Overall, our results demonstrate the importance of herbivore type and coevolved interactions for the adaptive significance of plant traits. 相似文献
Hypotheses about habitat selection developed in the evolutionary ecology framework assume that individuals, under some conditions, select breeding habitat based on expected fitness in different habitat. The relationship between habitat quality and fitness may be reflected by breeding success of individuals, which may in turn be used to assess habitat quality. Habitat quality may also be assessed via local density: if high-quality sites are preferentially used, high density may reflect high-quality habitat. Here we assessed whether site occupancy dynamics vary with site surrogates for habitat quality. We modeled nest site use probability in a seabird subcolony (the Black-legged Kittiwake, Rissa tridactyla) over a 20-year period. We estimated site persistence (an occupied site remains occupied from time t to t+1) and colonization through two subprocesses: first colonization (site creation at the timescale of the study) and recolonization (a site is colonized again after being deserted). Our model explicitly incorporated site-specific and neighboring breeding success and conspecific density in the neighborhood. Our results provided evidence that reproductively "successful" sites have a higher persistence probability than "unsuccessful" ones. Analyses of site fidelity in marked birds and of survival probability showed that high site persistence predominantly reflects site fidelity, not immediate colonization by new owners after emigration or death of previous owners. There is a negative quadratic relationship between local density and persistence probability. First colonization probability decreases with density, whereas recolonization probability is constant. This highlights the importance of distinguishing initial colonization and recolonization to understand site occupancy. All dynamics varied positively with neighboring breeding success. We found evidence of a positive interaction between site-specific and neighboring breeding success. We addressed local population dynamics using a site occupancy approach integrating hypotheses developed in behavioral ecology to account for individual decisions. This allows development of models of population and metapopulation dynamics that explicitly incorporate ecological and evolutionary processes. 相似文献
Most hypotheses explaining the general gradient of higher diversity toward the equator are implicit or explicit about greater species packing in the tropics. However, global patterns of diversity within guilds, including trophic guilds (i.e., groups of organisms that use similar food resources), are poorly known. We explored global diversity patterns of a key trophic guild in stream ecosystems, the detritivore shredders. This was motivated by the fundamental ecological role of shredders as decomposers of leaf litter and by some records pointing to low shredder diversity and abundance in the tropics, which contrasts with diversity patterns of most major taxa for which broad-scale latitudinal patterns haven been examined. Given this evidence, we hypothesized that shredders are more abundant and diverse in temperate than in tropical streams, and that this pattern is related to the higher temperatures and lower availability of high-quality leaf litter in the tropics. Our comprehensive global survey (129 stream sites from 14 regions on six continents) corroborated the expected latitudinal pattern and showed that shredder distribution (abundance, diversity and assemblage composition) was explained by a combination of factors, including water temperature (some taxa were restricted to cool waters) and biogeography (some taxa were more diverse in particular biogeographic realms). In contrast to our hypothesis, shredder diversity was unrelated to leaf toughness, but it was inversely related to litter diversity. Our findings markedly contrast with global trends of diversity for most taxa, and with the general rule of higher consumer diversity at higher levels of resource diversity. Rice-based cropping systems are the most energy-intensive production systems in South Asia. Sustainability of the rice-based cropping systems is nowadays questioned with declining natural resource base, soil degradation, environmental pollution, and declining factor productivity. As a consequence, the search for energy and resource conservation agro-techniques is increasing for sustainable and cleaner production. Conservation agriculture (CA) practices have been recommended for resource conservation, soil health restoration and sustaining crop productivity. The present study aimed to assess the different CA modules in rice-based cropping systems for energy conservation, energy productivity, and to define energy-economic relations. A field experiment consisted of four different tillage-based crop establishment practices (puddled-transplanted rice followed by (fb) conventional-till maize/wheat (CTTPR-CT), non-puddled transplanted rice fb zero-till maize/wheat (NPTPR-ZT), zero-till transplanted rice fb zero-till maize/wheat (ZTTPR-ZT), zero-till direct-seeded rice fb zero-till maize/wheat (ZTDSR-ZT)), with two residue management treatments (residue removal, residue retention) in rice–wheat and rice–maize rotations were evaluated for energy budgeting and energy-economic relations. Conservation-tillage treatments (NPTPR-ZT, ZTTPR-ZT, and ZTDSR-ZT) reduced the energy requirements over conventional tillage treatments, with the greater reduction in ZTTPR-ZT and ZTDSR-ZT treatments. Savings of energy in conservation-tillage treatments were attributed to reduced energy use in land preparation (69–100%) and irrigation (23–27%), which consumed a large amount of fuel energy. Conservation-tillage treatments increased grain and straw/stover yields of crops, eventually increased the output energy (6–16%), net energy (14–26%), energy ratio (25–33%), and energy productivity (23–34%) as compared with CTTPR-CT. For these energy parameters, the treatment order was ZTDSR-ZT ≥ ZTTPR-ZT > NPTPR-ZT > CTTPR-CT (p < 0.05). Crop residue retention reduced net energy, energy ratio, and energy productivity when compared with residue removal. Our results of energy-economic relations favored the “conservative hypothesis,” which envisages that energy and monetary investments are not essentially the determinants of crop productivity. Thus, zero tillage-based crop establishments (ZTTPR-ZT, ZTDSR-ZT) in rice-based production systems could be the sustainable alternative to conventional tillage-based agriculture (CTTPR-CT) as they conserved non-renewable energy sources, reduced water requirement, and increased crop productivity.

Black-odorous waters are an increasingly common phenomenon characterized by excessive levels of nutrients, the formation of metal sufide precipitates, volatile sulfurous compounds, low dissolved oxygen and high chemical oxygen demand. Black-odorous waters frequently occur in lake and river systems where inputs have restricted circulation. The key remediation issue is the removal of nitrogen and phosphorus. Here, we present a novel aeration-adsorption system using fiber balls and we study treatment parameters and removal mechanism. Kinetics and changes of the solid phase were followed using Fourier transform infrared spectroscopy, X-ray photoelectron spectroscopy, and X-ray diffraction. Results show complete removal of ammonia N, initially at 31 mg/L, and 92.8% removal of total nitrogen, initially at 29 mg/L, after a 24 h reaction time at pH 9.67. At pH 5.67 and 9.67, total phosphorus and phosphate could be significantly reduced by 90–92% at 3.2–5.2 mg/L after 24 h. Treatment met China’s integrated wastewater discharge standards, demonstrating an effective and robust treatment capability. First-order and second-order kinetic models provided a good fit to the treatment data, indicating physical and chemical adsorption were involved in the treatment reactions. The reaction mechanism involved hydrogen substitution and binding to oxygen. These results present a cost effective and robust approach for the removal of N and P from black, odorous water, providing opportunity to abate environmental contamination.
