Coastal areas are vital economic hubs in terms of settlement, industry, agriculture, trade and tourism to mention some key sectors. There are already many coastal problems including erosion, flood risk and long-term habitat deterioration. As economies continue to develop the asset base at risk will grow, while accelerating climate change will increase the likelihood of damaging extreme events, as well as accelerate habitat decline. Existing coastal management and defence approaches are not well tuned to these challenges as they assume a static situation.THESEUS project is developing a systematic approach to delivering both a low-risk coast for human use and healthy habitats for evolving coastal zones subject to multiple change factors. The project examines innovative mitigation and adaptation technologies and integrate the best of these technical measures in a strategic policy context through overarching guidelines. THESEUS activities are carried out within a multidisciplinary framework using 8 study sites across Europe, with specific attention to the most vulnerable coastal environments such as deltas, estuaries and wetlands, where many large cities and industrial areas are located. This paper describes THESEUS approach, and specifically: the Source-Pathway-Receptor-Consquence model for coastal risk assessment; the engineering, social, economic and ecological mitigation measures under analysis; the participatory approach with end users and coastal authorities for the selection and identification of the appropriate defence strategy to be planned in sudy sites. 相似文献

The FloodProBE project started as a FP7 research project in November 2009.Floods, together with wind related storms, are considered the major natural hazard in the EU in terms of risk to people and assets. In order to adapt urban areas (in river and coastal zones) to prevent flooding or to be better prepared for floods, decision makers need to determine how to upgrade flood defences and increasing flood resilience of protected buildings and critical infrastructure (power supplies, communications, water, transport, etc.) and assess the expected risk reduction from these measures. The aim of the FloodProBE-project is to improve knowledge on flood resilience and flood protection performance for balancing investments in flood risk management in urban areas. To this end, technologies, methods and tools for assessment purposes and for the adaptation of new and existing buildings and critical infrastructure are developed, tested and disseminated.Three priority areas are addressed by FloodProBE. These are: (i) vulnerability of critical infrastructure and high-density value assets including direct and indirect damage, (ii) the assessment and reliability of urban flood defences including the use of geophysical methods and remote sensing techniques and (iii) concepts and technologies for upgrading weak links in flood defences as well as construction technologies for flood proofing buildings and infrastructure networks to increase the flood resilience of the urban system. The primary impact of FloodProBE in advancing knowledge in these areas is an increase in the cost-effectiveness (i.e. performance) of new and existing flood protection structures and flood resilience measures. 相似文献

In the context of urban flood management, resilience is equal to resisting, recovering, reflecting and responding. The variety of causes of flooding and their consequences underpin the need for increased and internationally coordinated efforts to enhance technologies and policies for dealing with floods. This paper addresses this issue and presents some novel research ideas related to resilience to flooding in urban areas, which are under development within the EU FP7 project ‘Collaborative research on flood resilience in urban areas’ (CORFU). The approach adopted in this project aims to quantify the cost-effectiveness of resilience measures and integrative and adaptable flood management plans for different scenarios of relevant drivers: urban development, socio-economic trends and climate changes. It is believed that the way in which the different models are being put together, combined with the variability of conditions in case study areas in Asia and in Europe, will ultimately enable more scientifically sound policies for the management of the consequences of urban flooding. 相似文献

Projection matrix models are intensely used in ecology to model the dynamics of structured populations. When dealing with size-structured populations, there is no satisfactory algorithm to partition size into discrete classes. We show that the Vandermeer-Moloney algorithm for choosing classes is inconsistent with the Usher model, and systematically selects the finest classes. Considering that the matrix model is a discrete approximation of a continuous model, we define an approximation error as the sum of a distribution error (the difference between the discrete distribution and its continuous counterpart), and a sample error. The optimal partition of size into classes is the one that minimizes the approximation error. This method for choosing classes also shows that the choice of the class width cannot be disconnected from the choice of the time step. When applied to 520 trees of Dicorynia guianensis in French Guiana, this algorithm identified 8 classes of 11.4 cm in width, which is in agreement with the empirical choice of foresters. 相似文献

Introduction
This paper analyzes factors contributing to bus operations safety incidents at TriMet, the transit provider for the Portland Oregon metropolitan region.Method
The analysis focuses on 4,631 collision and non-collision incidents that occurred between 2006 and 2009. Empirical analysis of these incidents draws on a wide array of operator-level data recovered by transit ITS technologies in combination with information from TriMet's human resources, scheduling, and customer relations databases. Incident frequencies are estimated in relation to operators' demographic characteristics, employment status, assigned work characteristics, service delivery and performance indicators, temporal factors, and customer information. Results
Apart from identifying factors that are empirically related to the frequency of safety incidents, the findings offer insights into operations policies and practices that hold promise for improving safety.Impact on Industry
Potential for safety improvement based on analysis of archived operations and human resource data. 相似文献86.

Introduction
Research and practice have demonstrated that decisions made prior to work at construction sites can influence construction worker safety. However, it has also been argued that most architects and design engineers possess neither the knowledge of construction safety nor the knowledge of construction processes necessary to effectively perform Construction Hazards Prevention through Design (CHPtD).Method
This paper introduces a quantitative methodology that supports designers by providing a way to evaluate the safety-related performance of residential construction designs using a risk analysis-based approach. The methodology compares the overall safety risk level of various construction designs and ranks the significance of the various safety risks of each of these designs. The methodology also compares the absolute importance of a particular safety risk in various construction designs. Results
Because the methodology identifies the relevance of each safety risk at a particular site prior to the construction stage, significant risks are highlighted in advance. Thus, a range of measures for mitigating safety risks can then be implemented during on-site construction.Impact on industry
The methodology is specially worthwhile for designers, who can compare construction techniques and systems during the design phase and determine the corresponding level of safety risk without their creative talents being restricted. By using this methodology, construction companies can improve their on-site safety performance. 相似文献87.

The NIOSH Construction Program worked with industry stakeholders to develop a National Occupational Safety and Health Construction Agenda to target future research and activities. The Program and its partners are also cognizant that new developments can emerge over time and that research can play an important role in helping to understand and address these emerging issues. Examples of emerging issues relevant to construction safety and health are described. These include: (a) climate change and energy considerations; (b) green construction developments and opportunities; (c) new materials; (d) changes in industry structure and practice; (e) workforce developments and disparities; (f) injury underreporting and cost and risk shifting; and (g) increased interest in addressing root causes. Responding to emerging issues while maintaining a focus on fundamental longstanding issues represents an ongoing challenge for researchers and industry organizations. Additional research to understand the diffusion and adoption of research by the industry is also needed. Research accomplished to date provides a strong foundation for addressing future industry needs and trends. 相似文献

Objective
OSHA's enforcement program is one of the major public efforts to protect American workers. We examine both the scope of injury prevention that inspections can contribute and the types of standards that contribute the most. Methods
We linked Pennsylvania Department of Labor and Industry files for lost-time injuries and employment to calculate injury rates for 1998-2005 for all single-establishment manufacturing firms. We linked these to OSHA inspection records. Results
Inspections with penalties did affect injury types unrelated to standards as well as those related. We also found again that citations for violations of the standard requiring personal protective equipment had the largest impact on preventing injuries.Impact on Industry
Programs requiring protective equipment use deserve added attention from consultants and inspectors. In addition, some inspections spur managers to undertake safety measures that go beyond compliance with standards. 相似文献89.
Problem
Falls from heights in residential construction are common, especially among inexperienced workers. Methods
We conducted a comprehensive needs assessment to determine gaps in the school-based apprentice carpenters' fall prevention training. A team of carpenter instructors and researchers revised the fall prevention training to fill these gaps. Apprentice evaluation and feedback guided ongoing curricular improvements. Results
Most apprentice carpenters performed work tasks at heights prior to training and fall protection techniques were not commonly used at residential construction sites. Priorities of the revised school-based training included safe ladder habits, truss setting, scaffold use, guarding floor openings, and using personal fall arrest systems. New apprentices were targeted to ensure training prior to exposure at the workplace. We used adult learning principles to emphasize hands-on experiences. A framed portion of a residential construction site was fabricated to practice fall protection behaviors in a realistic setting. The revised curriculum has been delivered consistently and apprentice feedback has been very favorable. Conclusions
Integration of needs assessment results was invaluable in revising the school-based carpenters apprentice fall prevention curriculum. Working closely with the instructors to tailor learning experiences has provided preliminary positive results.Impact on Industry
The fall safety of the residential construction industry continues to lag behind commercial construction and industrial settings. The National Occupational Research Agenda includes a Strategic Goal to strengthen and extend the reach of quality training and education in the construction industry via mechanisms such as construction safety and health training needs assessments. This study demonstrates how a structured process can be used to identify and remedy gaps and improve training effectiveness. We encourage others to take steps to assess and increase the impact of training efforts directed at all residential construction professionals; including both union and non-union workers. The implications are even greater in the non-union sector where most U.S. residential work is done. 相似文献90.
