In the last decades the European Union exerted influence on precautionary environmental planning by the establishment of several Directives. The most relevant were the Habitat-Directive, the EIA-Directive, the SEA-Directive and the Water Framework Directive. Comparing these EU policies in the area of environmental precaution it becomes obvious that there is a lot of common ground. Thus, the conclusion seems likely that the European Union, in doing so, has intended to establish general planning concepts through introducing several methodological steps indicated by the regulations. The goal of this article is firstly to point out, which are the common planning principles, converted by methodological elements and secondly examine the consideration of these planning concepts by the implementation and application in the member states. In this context it is analysed whether the connections and divergences between the directives lead to significant differences in the implementation process. To this aim the directives are shortly introduced and significant steps of the processes regulated by them are outlined. In the second steps the national legal implementation in the Alpine states and its consequences for the practical application are discussed. The results show a heterogeneous application of the EU principles. Within the comparative view on the four directives influence and causalities between the national implementation and the practical application were identified, which can be simplified as four types. Since a coherent strategic and methodological concept for improving environmental precaution planning from part of the EU is noticeable, more unity and comparability within the implementation is desirable, particularly in areas with comparable habitats such as the alpine space. Ecological assessments of surface water bodies are essential in order to evaluate the level of degradation in freshwater ecosystems and to address the subsequent decline in services they provide. These assessments cover multiple aspects of the aquatic environment, particularly biological elements due to their ability to respond to all pressures within an ecosystem. Such assessments can enable the identification of the multiple pressures which threaten water bodies, facilitating sustainable decisions regarding their management to be identified. Here, the design requirements of the networks which facilitate ecological assessments are presented. A river basin district in England is used as a case study to investigate the number of elements monitored, the number of failing elements and the relationship between failing elements. Findings demonstrate the value of ensuring that monitoring networks are risk based and appropriately designed to meet their objectives. This therefore requires that monitoring is not only for the communicating of compliance but also for use iteratively so that the design of monitoring networks and ultimately management can be continually improved. 相似文献

Different collector types, sample workup procedures and analysis methods to measure the deposition of polycyclic aromatic hydrocarbons (PAH) were tested and compared. Whilst sample workup and analysis methods did not influence the results of PAH deposition measurements, using different collector types changed the measured deposition rates of PAH significantly. The results obtained with a funnel-bottle collector showed the highest deposition rates and a low measurement uncertainty. The deposition rates obtained with the wet-only collectors were the lowest at industrial sites and under dry weather conditions. For the open-jar collectors the measurement uncertainty was high. Only at an industrial site with extremely high PAH deposition rates the results of open-jar collectors were comparable to those obtained with funnel-bottle collectors. Thus, if bulk deposition of PAH has to be measured, funnel-bottle combinations are proved to be the collectors of choice. Abstract: It is common practice in the United States and elsewhere to maintain vegetated filter strips adjacent to streams to retain contaminants in surface runoff. Most research has evaluated contaminant retention in managed agricultural field strips, while relatively few studies have quantified retention in forested filter strips, particularly for dissolved contaminants. Plot‐scale overland flow experiments were conducted to evaluate the efficiency of natural forested filter strips established as streamside management zones (SMZs) for retaining phosphorus (P), atrazine, and picloram transported in runoff. Retention was evaluated for five different slope classes: 1‐2, 5‐7, 10‐12, 15‐17, and 20‐22%; two cover conditions: undisturbed forest floor (O horizon intact) and forest floor removed by raking; and two periods with contrasting soil moisture conditions: summer‐dry and winter‐wet season. Surface flow was collected at 0, 2, 4, 6, and 10 m within the filter strip to evaluate changes in solution concentration as it moved through the O horizon and the surface soil horizon mixing zone. On average, a 10 m length of forested SMZ with an undisturbed forest floor reduced initial solution concentration of total dissolved P by 51%, orthophosphate P by 49%, atrazine by 28%, and picloram by 5%. Percentages of mass retention through infiltration of water plus concentration reductions in runoff were 64% for total dissolved P, 62% for orthophosphate P, 47% for atrazine, and 28% for picloram for undisturbed forest floor conditions. Lower retention occurred following forest floor removal, particularly for P. Average dissolved P retention was 16% lower following forest floor removal. For undisturbed sites, differences in retention were more closely related to forest floor depth than to slope or antecedent soil moisture. These results indicate that forested SMZ filter strips provide a significant measure of surface water protection from dissolved P and herbicide delivery to surface water. 相似文献

This study addresses the effect of urban planning and road development on the health risk of students attending schools near major roadways. The proximity of public schools and students was quantified to Interstate, US and state highways in nine large Metropolitan Statistical Areas (MSA) of the USA. In total among the surveyed schools and students, over 30% fell within 400 m of a major roadway and over 10% were within 100 m. For some MSAs almost half of the student population attended schools near (≤400m) major roadways, resulting in a potentially increased risk for asthma and other chronic respiratory problems, especially in schools representing the urban fringe locale. It was concluded that proximity of major roadways should be an important factor in considering sites for new schools and developing policies for reducing the exposure in existing schools. The findings provide an important reference point for coordinating future urban development, transportation and environmental policies. 相似文献
