For more than half a century, research and practice in international development has focused on improving the quality of life of people living in developing regions of the world. Recently, researchers, practitioners, and policy makers have recognized the need to blend insights from experts and community stakeholders in development decisions. Research in the decision sciences tells us that these kinds of multiparty and multiattribute decisions are extremely challenging. However, recent experience using structured decision-making (SDM) approaches suggests that the quality of both expert and stakeholder input, and resulting decisions, can be improved by ensuring that people address a series of basic principles relating to identifying objectives and their associated attributes, estimating the consequences of proposed actions, and directly confronting trade-offs that arise during the evaluation of management alternatives. In this paper, we provide an overview of SDM and then discuss a research initiative aimed at applying the approach to a pressing international development problem in rural Costa Rica: management of the lucrative but also environmentally destructive pineapple industry. The objectives of this research were twofold: First, we sought to help inform policy decisions by eliciting land management preferences regarding the pineapple industry from people living in communities surrounding plantations. Lead contamination in the City of Flint, MI has been well documented over the past two years, with lead levels above the EPA Action Level until summer 2016. This resulted from an ill-fated decision to switch from Detroit water (Lake Huron) with corrosion control, to Flint River water without corrosion control. Although lead levels are now closer to normal, reports of skin rashes have sparked questions surrounding tap water in some Flint homes. This study investigated the presence of contaminants, including disinfection by-products (DBPs), in the hot tap water used for showering in the homes of residents in Flint. Extensive quantitative analysis of 61 regulated and priority unregulated DBPs was conducted in Flint hot and cold tap water, along with the analysis of 50 volatile organic compounds and a nontarget comprehensive, broadscreen analysis, to identify a possible source for the reported skin rashes. For comparison, chlorinated hot and cold waters from three other cities were also sampled, including Detroit, which also uses Lake Huron as its source water. Results showed that hot water samples generally contained elevated levels of regulated and priority unregulated DBPs compared to cold water samples, but trihalomethanes were still within regulatory limits. Overall, hot shower water from Flint was similar to waters sampled from the three other cities and did not have unusually high levels of DBPs or other organic chemicals that could be responsible for the skin rashes observed by residents. It is possible that an inorganic chemical or microbial contaminant may be responsible.  相似文献

We examine five forested landscapes in Africa (Cameroon, Madagascar, and Tanzania) and Asia (Indonesia and Laos) at different stages of landscape change. In all five areas, forest cover (outside of protected areas) continues to decrease despite local people's recognition of the importance of forest products and services. After forest conversion, agroforestry systems and fallows provide multiple functions and valued products, and retain significant biodiversity. But there are indications that such land use is transitory, with gradual simplification and loss of complex agroforests and fallows as land use becomes increasingly individualistic and profit driven. In Indonesia and Tanzania, farmers favor monocultures (rubber and oil palm, and sugarcane, respectively) for their high financial returns, with these systems replacing existing complex agroforests. In the study sites in Madagascar and Laos, investments in agroforests and new crops remain rare, despite government attempts to eradicate swidden systems and their multifunctional fallows. We discuss approaches to assessing local values related to landscape cover and associated goods and services. We highlight discrepancies between individual and collective responses in characterizing land use tendencies, and discuss the effects of accessibility on land management. We conclude that a combination of social, economic, and spatially explicit assessment methods is necessary to inform land use planning. Furthermore, any efforts to modify current trends will require clear incentives, such as through carbon finance. We speculate on the nature of such incentive schemes and the possibility of rewarding the provision of ecosystem services at a landscape scale and in a socially equitable manner.  相似文献

The establishment and spread of a non-native species in an introduced range depends to a large extent on the performance of the species under the prevailing environmental conditions. The spawning, larval and spatfall periods of the invasive gastropod Crepidula fornicata were monitored in the intertidal zone at its northernmost range in Wales, UK, between February 2010 and January 2011. The duration of the reproductive season was similar to that recorded from more southerly European populations. Spawning and larval release occurred throughout most of the year even at low seawater temperatures of <7 °C, but benthic recruitment was observed over a much shorter period at seawater temperatures >16 °C. Recruitment was low and likely controlled by post-settlement mortality. These observations suggest that C. fornicata’s northwards spread in Welsh waters will not be limited by seawater temperature negatively affecting reproduction, but by processes acting after larval release. These data show the importance of incorporating settlement and post-settlement processes into studies on recruitment success when aiming to predict the potential spread of a potentially harmful invader such as C. fornicata.  相似文献

Predictions of short and long term changes in Sepia officinalis metabolism are useful, since this species is both economically important for aquaculture and also is an ideal experimental laboratory organism. In this study standard and routine oxygen consumption rates of newly hatched and juvenile laboratory raised cuttlefish S. officinalis ranging between 0.04 and 18.48 g dry body mass (Dm), were measured over a range of temperatures (10, 15, 20 and 25°C). The mass exponent (b) ranged between 0.706 and 0.992 for standard oxygen consumption and between 0.694 and 0.990 for routine oxygen consumption. Oxygen consumption scaled allometrically (b = 0.7) with body mass for cuttlefish <2 g Dm and isometrically (b = 1) thereafter. No significant differences were apparent amongst the slopes of oxygen consumption and body mass at different temperatures for standard and routine oxygen consumption. However, the intercepts differed significantly amongst the regression lines, indicating a significant effect of temperature on the magnitude of oxygen consumption. The combined effect of temperature (T) and dry body mass (Dm) are best described by the following equations: cuttlefish <2 g, MO2 = 0.116Dm0.7111.086 T and >2 g, MO2 = 0.076Dm0.9831.091 T for standard oxygen consumption; cuttlefish <2 g, MO2 = 0.538Dm0.7291.057 T and >2 g, MO2 = 0.225Dm0.9621.081 T for routine oxygen consumption. Using these equations it was estimated that a cuttlefish of 1 g Dm held at 20°C, eating 5% Dm day−1 and undergoing standard and routine metabolism consumes 21.3 and 35.4%, respectively of its total daily energy intake. Juvenile cuttlefish (3.32–5.08 g Dm) held at 15°C and deprived of food for 27 days maintained a stable standard oxygen consumption rate for the first 6 days following starvation. By the 18th day without food, oxygen consumption rate had declined by 53% and further declined to 65% below the standard oxygen consumption rate on the 27th day. Upon resumption of feeding, the respiration rate returned immediately to the initial level prior to food deprivation. The present study defines the basic energy requirements and general physiological state of young cuttlefish at temperatures of 10–25°C with and without food.  相似文献

Exploration and development of oil and gas (O&G) energy resources can create large-scale and permanent landscape effects that are best measured and understood via fieldwork and geospatial technologies. In this article, we examine O&G surface disturbance in the Orenburg steppe region of southwestern Russia for the year 2015. Utilizing field surveys, remote-sensing data and geographic information system (GIS) techniques, we apply a two-pronged approach. First, we map and measure the landscape infrastructure footprint (LIF) to determine the pattern and extent of direct surface disturbance created by O&G facilities and access roads. Second, we conduct a site suitability analysis to identify specific O&G production locations that are most vulnerable to environmental degradation. The approach considers both the particular properties of hydrocarbon production and specific natural features of steppe zones. Suitability patterns represent three indicators: two morphometric parameters (slope and aspect) and one spatial (the remoteness of O&G objects from water bodies). Our findings suggest that O&G production disturbs just over 3% of soil-vegetation cover in our study plot, while more than 13% of O&G objects are located in unsuitable zones based on topographic aspect, and about 11% lie in unsuitable zones regarding distance to water.  相似文献

The ACCSEPT project, which ran from January 2006 to December 2007, identified and analysed the main factors which have been influencing the emergence of CO2 capture and geological storage (CCS) within the European Union (EU). The key clusters of factors concern science and technology, law and regulation, economics, and social acceptance. These factors have been analysed through interviews, a large-scale questionnaire conducted in 2006, and discussions in two stakeholder workshops (2006 and 2007). In Part I of this paper, we aim to distil the key messages and findings with regards to scientific, technical, legal and economic issues. There are no compelling scientific, technical, legal, or economic reasons why CCS could not be widely deployed in the forthcoming decades as part of a package of climate change mitigation options. In order to facilitate this deployment, governments at both the EU and Member State levels have an important role to play, in particular in establishing a robust and transparent legal framework (e.g. governing long-term environmental liability) and a strong policy framework providing sufficient and long-term incentives for CCS and CO2 transportation networks.  相似文献
