I have seen a number of corporations accept the philosophy of TQEM and start the process of total quality environmental management with great enthusiasm. I believe that many organizations are attracted because TQM principles demand measurements of success and results that are definable for the environment. It reduces the emotionalism that frequently tends to surround environmental issues. Emotionalism has perhaps been the bane and boon of efforts by corporations and advocacy groups to incorporate environmental issues into the day-to-day functions of organizations. Abt Associates, a well-known research-based consulting firm, recently completed a study of U.S. Fortune 250 firms' environmental management programs. Abt found evidence that environmental performance is a competitive issue. Benchmarking is hotly pursued to develop firm-wide indices of performance. One third of the benchmarking is against competition, another third is against worldwide firms. There is a race to develop “Best in Class” standards now. E2M and Abt Associates have combined resources to study corporate Canada's environmental management programs and compare these with those of the United States. This research will help companies benchmark activities and will build a strong North American data base. Unfortunately it will not be ready in time to answer TQEM's question for this issue. This study seeks to understand the factors that influence the variability in distribution of public and private sector investments in green stormwater infrastructure (GSI) projects across the diversity of neighbourhoods in the City of Philadelphia, PA, U.S.A. using indicators of community context and capacity. For this study, context is defined as characteristics of disadvantaged communities and capacity as factors that facilitate individual and collective action. Community context and capacity are deemed integral to the success of the Philadelphia GSI programme as the Philadelphia Water Department is relying upon collaborative approaches to facilitate public investments in neighbourhoods and voluntary implementation of GSI practices on publically and privately owned lands. Private sector investments in GSI mandated by stormwater regulations for new construction and major rehabilitation also are assessed in relation to these two sets of indicators. The geographic information systems and statistical analyses reveal an inequitable distribution of GSI projects, which largely is driven by market forces. The paper concludes with a community capacity-based framework to prioritise public sector investment in disadvantaged communities to achieve more equitable distribution of GSI projects and associated benefits.  相似文献

Proposition 65 (Prop 65) is very much a part of the “right‐to‐know” landscape in California and, as we all know, Prop 65 warnings are especially visible in that state. This much is clear. What may be less clear are the sweeping changes in the “clear and reasonable warning” requirements now scheduled to take effect from August 30, 2018. This date may seem like a long way off, but it is right around the corner in terms of coming into compliance with these dramatic changes. Data obtained by the Continuous Air Monitoring Program (CAMP) in six cities during two years are summarized. Six gaseous pollutants were monitored in Cincinnati, Chicago, New Orleans, Philadelphia, San Francisco, and Washington, D. C. during 1962 and 1963. The data serve as a basis for describing several contrasts and similarities in the nature of air pollution experienced in six cities, which represent a broad geographical and climatological range of urbayi environments. Specific topics covered are: typical pollutant levels, patterns of daily and seasonal variations, and unusual phenomena such as atmospheric stagnation periods and photochemical smog formation.  相似文献

During wintertime measurements in coastal southern California, organonitrate groups accounted for up to 10% of organic mass (OM) in submicron particles. In this study, we report the calibrated absorptivity, the uncertainties in the calibrations, the detection limits for 12 and 24 h ambient sampling, and the multipeak retrieval algorithm for the method developed. Organonitrate groups were observed when both submicron particle-phase nitrate and OM concentrations exceeded 1 μg m?3. These high concentrations were associated with a mixed urban fossil fuel combustion source type that had potential source regions near Riverside and the South Coast Air Basin. The high frequency of these organonitrate observations contrasts with a number of studies of aerosol particles in other regions with more humid conditions, in which organonitrate groups were not detected and submicron sulfate concentrations exceeded those of nitrate. Our results suggest both that organonitrates form and/or exist in significant concentrations during polluted urban conditions and that their lifetime may be limited by hydrolysis in the particle phase.  相似文献

Co-produced water from the oil and gas industry accounts for a significant waste stream in the United States. This "produced water" is characterized by saline water containing a variety of pollutants, including water soluble and immiscible organics and many inorganic species. To reuse produced water, removal of both the inorganic dissolved solids and organic compounds is necessary. In this research, the effectiveness of a pretreatment system consisting of surfactant modified zeolite (SMZ) adsorption followed by a membrane bioreactor (MBR) was evaluated for simultaneous removal of carboxylates and hazardous substances, such as benzene, toluene, ethylbenzene, and xylenes (BTEX) from saline-produced water. A laboratory-scale MBR, operated at a 9.6-hour hydraulic residence time, degraded 92% of the carboxylates present in synthetic produced water. When BTEX was introduced simultaneously to the MBR system with the carboxylates, the system achieved 80 to 95% removal of BTEX via biodegradation. These results suggest that simultaneous biodegradation of both BTEX and carboxylate constituents found in produced water is possible. A field test conducted at a produced water disposal facility in Farmington, New Mexico confirmed the laboratory-scale results for the MBR and demonstrated enhanced removal of BTEX using a treatment train consisting of SMZ columns followed by the MBR. While most of the BTEX constituents of the produced water adsorbed onto the SMZ adsorption system, approximately 95% of the BTEX that penetrated the SMZ and entered the MBR was biodegraded in the MBR. Removal rates of acetate (influent concentrations of 120 to 170 mg/L) ranged from 91 to 100%, and total organic carbon (influent concentrations as high as 580 mg/L) ranged from 74 to 92%, respectively. Organic removal in the MBR was accomplished at a low biomass concentration of 1 g/L throughout the field trial. While the transmembrane pressure during the laboratory-scale tests was well-controlled, it rose substantially during the field test, where no pH control was implemented. The results suggest that pretreatment with an SMZ/MBR system can provide substantial removal of organic compounds present in produced water, a necessary first step for many water-reuse applications.  相似文献

DOI: 10.1111/j.1752-1688.2010.00487.x Abstract: The changing patterns of streamflow associated with urbanization are examined through analyses of discharge and rainfall records for the study watersheds of the Baltimore Ecosystem Study (BES). Analyses utilize a decade (1999-2008) of observations from a dense U.S. Geological Survey stream gaging network and Hydro-NEXRAD radar rainfall fields. The principal study watershed of the BES is Gwynns Falls (171 km2). Focus is given to two Gwynns Falls basins with contrasting patterns and histories of development, Dead Run and Upper Gwynns Falls. The sharp contrasts in streamflow properties between the basins reflect the differences in urban development prior to implementation of stormwater management regulations (much of Dead Run) and development for which stormwater management is an integral part of the hydrologic system (Upper Gwynns Falls). The mean annual runoff in Dead Run (558 mm) is 35% larger than that of Upper Gwynns Falls; larger contrasts in runoff properties typify the “warm season” and are linked to storm event hydrologic response. Spatial heterogeneities in storm event response are reflected in seasonal and diurnal properties of streamflow. Analyses of storm event response are presented for June 2006, during which monthly rainfall over the BES region ranged from less than 150 to more than 500 mm. Baisman Run, the BES forest reference watershed, and Moores Run, a highly urbanized watershed in Baltimore City, provide “end-member” representations of urban impacts on streamflow.  相似文献

In this paper we examine the role of community-based organisations (CBOs) in the environmental policy regime of Philadelphia, through a citywide survey (N?=?40) and interviews with leaders from three types of CBOs: community development corporations (CDCs), civic associations (CAs), and business-improvement organisations. We found that CBOs of all types have changed their organisational missions and identities in response to their pursuit of sustainability goals, but that CDCs more so than either CAs or business organisations have integrated sustainability into their governance structures. Second, we found that a growing number of CBOs have expanded their work to involve environmental policy and programming. Third, we found that the work of local non-profit organisations has become directly linked to the city's broader sustainability plan, Greenworks.  相似文献
