Residential interior door positions influence the pollutant concentrations that result from short-term indoor sources, such as cigarettes, candles, and incense. To elucidate this influence, we reviewed past studies and conducted new experiments in three residences: a single-story 714 m3 ranch-style house, a 510 m3 two-story split-level house, and a 200 m3 two-story house. During the experiments, we released sulfur hexafluoride or carbon monoxide tracer gas over short periods (≤30 min) and measured concentrations in the source room and at least one other (receptor) room for various interior door opening positions. We found that closing a door between rooms effectively prevented transport of air pollutants, reducing the average concentration in the receptor room relative to the source room by 57–100% over exposure periods of 1–8 h. When intervening doors were partially or fully open, the reduction in average concentrations ranged from 3% to 99%, varying as a function of door opening width and the distance between source and receptor rooms.  相似文献

Traditional command-and-control regulations provide few opportunities for total quality environmental management because they usually do not take into account cost and efficiency factors. However, in the past several years both Congress and EPA have shown increasing interest in using incentive-type approaches to regulate the environment. These include taxes, marketable pollution privileges, deposits and refunds, information disclosure provisions, and subsidies. The author details examples of each and discusses how they can effectively complement a quality program.  相似文献

The Toxics Release Inventory (TRI) created by the 1986 Emergency Planning and Community Right-to-Know Act initially received limited attention. During the early years of its implementation, the TRI has become the basis for a national experiment in voluntaristic problem solving among citizens and industry, but that process of environmental democracy hinges on citizens' ability to actually acquire, understand, and apply the new data on industrial toxic emissions. A national study of TRI-using organizations in the public and private sectors reveals that effective citizen access depends in part on the efforts of intermediary public interest groups to bridge individual needs and right-to-know data. Although the TRI has had early success as a supplement to conventional command and control regulation, questions exist about the extent to which state and federal government should or must provide special efforts to make environmental information access work for citizens.  相似文献

This study addresses the question of how career stage affects the meaning managers attribute to key organizational events. Propositions were developed suggesting that career stage provides a frame of reference when interpreting events and that the frequency with which this frame of reference is used differs in each career stage. In northern Florida, year-round forage systems are used in dairy effluent sprayfields to reduce nitrate leaching. Our purpose was to quantify forage N removal and monitor nitrate N (NO3(-)-N) concentration below the rooting zone for two perennial, sod-based, triple-cropping systems over four 12-mo cycles (1996-2000). The soil is an excessively drained Kershaw sand (thermic, uncoated Typic Quartzip-samment). Effluent N rates were 500, 690, and 910 kg ha(-1) per cycle. Differences in N removal between a corn (Zea mays L.)-bermudagrass (Cynodon spp.)-rye (Secale cereale L.) system (CBR) and corn-perennial peanut (Arachis glabrata Benth.)-rye system (CPR) were primarily related to the performance of the perennial forages. Nitrogen removal of corn (125-170 kg ha(-1)) and rye (62-90 kg ha(-1)) was relatively stable between systems and among cycles. The greatest N removal was measured for CBR in the first cycle (408 kg ha(-1)), with the bermudagrass removing an average of 191 kg N ha(-1). In later cycles, N removal for bermudagrass declined because dry matter (DM) yield declined. Yield and N removal of perennial peanut increased over the four cycles. Nitrate N concentrations below the rooting zone were lower for CBR than CPR in the first two cycles, but differences were inconsistent in the latter two. The CBR system maintained low NO3(-)-N leaching in the first cycle when the bermudagrass was the most productive; however, it was not a sustainable system for long-term prevention of NO3(-)-N leaching due to declining bermudagrass yield in subsequent cycles. For CPR, effluent N rates > or = 500 kg ha(-1) yr(-1) have the potential to negatively affect ground water quality.  相似文献

Abstract: In January 2001, the U.S. Supreme Court ruled that the U.S. Army Corps of Engineers exceeded its statutory authority by asserting Clean Water Act (CWA) jurisdiction over non‐navigable, isolated, intrastate waters based solely on their use by migratory birds. The Supreme Court’s majority opinion addressed broader issues of CWA jurisdiction by implying that the CWA intended some “connection” to navigability and that isolated waters need a “significant nexus” to navigable waters to be jurisdictional. Subsequent to this decision (SWANCC), there have been many lawsuits challenging CWA jurisdiction, many of which are focused on headwater, intermittent, and ephemeral streams. To inform the legal and policy debate surrounding this issue, we present information on the geographic distribution of headwater streams and intermittent and ephemeral streams throughout the U.S., summarize major findings from the scientific literature in considering hydrological connectivity between headwater streams and downstream waters, and relate the scientific information presented to policy issues surrounding the scope of waters protected under the CWA. Headwater streams comprise approximately 53% (2,900,000 km) of the total stream length in the U.S., excluding Alaska, and intermittent and ephemeral streams comprise approximately 59% (3,200,000 km) of the total stream length and approximately 50% (1,460,000 km) of the headwater stream length in the U.S., excluding Alaska. Hillslopes, headwater streams, and downstream waters are best described as individual elements of integrated hydrological systems. Hydrological connectivity allows for the exchange of mass, momentum, energy, and organisms longitudinally, laterally, vertically, and temporally between headwater streams and downstream waters. Via hydrological connectivity, headwater, intermittent and ephemeral streams cumulatively contribute to the functional integrity of downstream waters; hydrologically and ecologically, they are a part of the tributary system. As this debate continues, scientific input from multiple fields will be important for policymaking at the federal, state, and local levels and to inform water resource management regardless of the level at which those decisions are being made. Strengthening the interface between science, policy, and public participation is critical if we are going to achieve effective water resource management.  相似文献

Vehicular and pedestrian traffic decreased top and root production, percent cover, and diversity of vegetation, and modified species composition on beach and foredune areas of Padre Island National Seashore and Nueces County Park. Degradation of vegetal cover was directly related to the type and intensity of traffic; species in heavily trafficked areas represented earlier successional stages than those in comparable undisturbed areas.  相似文献

Because of the common source, lead and CO values in the atmosphere tend to behave in a similar manner. Thus, diurnal variations in these two pollutants show a pattern related to motor vehicle traffic flow. Also, the exposure to both vary by orders of magnitude with the highest being on the road (in the car) thus setting up special dosage situations. Community sources seem to affect background level at least based on fall-off with distance. There may be a relatively wider exposure of the general population to lead and CO. While the lead levels may not be increasing in the downtown portion of the central city proper, typical central city levels of several years ago may be more diffuse and spread out, thus occurring over increasingly large portions of the community. Similarly, there may be a wider exposure of the population to CO as the levels become more nearly uniformly high over a larger area. In addition, there may be problems of a shorter term exposure to high levels of CO in commuter traffic. This may be of consequence to selected types of drivers or passengers. Finally, it should also be noted that during air pollution episodes, CO levels appear to rise with no data currently available on changes in concomitant ambient lead levels.  相似文献
