Since the 1990s, the local level of governance has become increasingly important in addressing the challenge of sustainable development. In this article, we compare two approaches that seek to address sustainability locally, namely Local Agenda 21 and transition management. Discussing both approaches along six dimensions (history, aim, kind of change, governance understanding, process methodologies, and actors), we formulate general insights into the governance of sustainability in cities, towns, and neighbourhoods. This dialogue illustrates two related modes of thinking about sustainability governance. We touch upon the importance of an integrated perspective on sustainability transitions through which sustainability is made meaningful locally in collaborative processes. We suggest that the explicit orientation towards radical change is a precondition for governing sustainability in a way that addresses the root causes of societal challenges. Governing sustainability should address the tensions between aiming for radical change and working with status quo-oriented actors and governing settings. We conclude that governing sustainability should be about finding creative ways for opening spaces for participation, change, and experimentation, that is, for creating alternative ideas, practices, and social relations. These spaces for innovation encourage a reflexive stance on ways of working and one's own roles and attitudes, thereby preparing a fertile terrain for actors to engage in change from different perspectives. 相似文献
The benthic ecosystem functioning is a rarely applied holistic approach that integrates the main chemical and biological features of the benthic domain with the key processes responsible for the flux of energy and C through the system. For the first time, such conceptual model, with an emphasis on the heterotrophic pathways, has been applied to the sediments at four stations within one of the most polluted coastal areas in Italy: the Mar Piccolo of Taranto. The functioning of the benthic ecosystem was different according to the investigated site. Nearby the military arsenal, i.e., the main source of organic contaminants and heavy metals, the system seemed inhibited at all the investigated structural and functional levels. Slow microbial processes of C reworking together with very limited densities of benthic fauna suggested a modest transfer of C both into a solid microbial loop and to the higher trophic levels. On the other hand, the ingression of marine water through the “Navigabile” channel seemed to stimulate the organic matter degradation and, consequently, the proliferation of meiofauna and macrofauna. In the innermost part of the basin, the system functioning, to some extent, is less impacted by contaminants and more influenced by mussel farms. The organic matter produced by these bivalves fueled faster C reworking by benthic prokaryotes and enhanced the proliferation of filter feeders. 相似文献
A multi-disciplinary approach was used to evaluate the health of yellow perch (Perca flavescens) in the St. Lawrence River (Quebec, Canada), which is experiencing a severe population decline in the downstream portion of the river. Physiological parameters, liver alterations, trace metal concentrations, parasite prevalence and abundance, stable isotope composition, and the presence/absence of the viral hemorragic septicemia virus (VHSV) were evaluated in perch collected at six sites along the river: Lake St. François, Lake St. Louis (north and south), Beauregard Island, and Lake St. Pierre (north and south). Trace metal concentrations in surface water were higher in Lake St. Louis and downstream of a major urban wastewater treatment plant discharge, indicating that this effluent was a significant source of Cu, As, Ag, Zn, and Cd. Levels of Pb in surface water exceeded thresholds for the protection of aquatic life in Lake St. Louis and were negatively correlated with body condition index in this lake. In Lake St. Pierre, Cu, Ag, and Cd bioaccumulated significantly in perch liver and lower body condition index and greater liver damage were observed compared to upstream sites. Parasite analyses indicated a higher abundance of metacercariae of the trematodes Apophallus brevis and Diplostomum spp. in Lake St. Louis, and VHSV was not detected in the liver of yellow perch for all studied sites. Overall, results suggested that the global health of yellow perch from Lake St. Pierre is lower compared to upstream studied sites, which could contribute to the documented population collapse at this site. 相似文献
A campaign was conducted to assess and compare the personal exposure in L3 of Tianjin subway, focusing on PM2.5 levels, chemical compositions, morphology analysis, as well as the health risk of heavy metal in PM2.5. The results indicated that the average concentration of the PM2.5 was 151.43 μg/m3 inside the train of the subway during rush hours. PM2.5 concentrations inside car under the ground are higher than those on the ground, and PM2.5 concentrations on the platform are higher than those inside car. Regarding metal concentrations, the highest element in PM2.5 samples was Fe; the level of which is 17.55 μg/m3. OC is a major component of PM2.5 in Tianjin subway. Secondary organic carbon is the formation of gaseous organic pollutants in subway. SEM–EDX and TEM–EDX exhibit the presence of individual particle with a large metal content in the subway samples. For small Fe metal particles, iron oxide can be formed easily. With regard to their sources, Fe-containing particles are generated mainly from mechanical wear and friction processes at the rail–wheel–brake interfaces. The non-carcinogenic risk to metals Cr, Ni, Cu, Zn and Pb, and carcinogenic hazard of Cr and Ni were all below the acceptable level in L3 of Tianjin subway.
Greece is included among the most vulnerable regions of Europe by climate change on account of higher temperature and reduced rainfall in areas already facing water scarcity. With respect to wetland systems, many ephemeral ones are expected to disappear and several permanent to shrink due to climate change. As regards two specific wetlands of Greece, the change in hydroperiod of Cheimaditida and Kerkini lakes due to climate change was studied. Lakes’ water balance was simulated using historical climate data and the emission scenarios Α1Β for the period 2020–2050 and Α1Β and Α2 for the period 2070–2100. Future climate scenarios, based on emission scenarios A1B and A2, were provided in the context of the study of Climate Change Impacts Study Committee. The surface area of Lake Cheimaditida will undergo a substantial decrease, initially by 20 % during the period 2020–2050 and later until 37 % during the period 2070–2100. In Lake Kerkini, the surface area will decrease, initially by 5 % during the period 2020–2050 and later until 14 % during the period 2070–2100. Climate change is anticipated to impact the hydroperiod of the two wetlands, and the sustainable water management is essential to prevent the wetland’s biodiversity loss. 相似文献
Conservation policy sits at the nexus of natural science and politics. On the one hand, conservation scientists strive to maintain scientific credibility by emphasizing that their research findings are the result of disinterested observations of reality. On the other hand, conservation scientists are committed to conservation even if they do not advocate a particular policy. The professional conservation literature offers guidance on negotiating the relationship between scientific objectivity and political advocacy without damaging conservation science's credibility. The value of this guidance, however, may be restricted by limited recognition of credibility's multidimensionality and emergent nature: it emerges through perceptions of expertise, goodwill, and trustworthiness. We used content analysis of the literature to determine how credibility is framed in conservation science as it relates to apparent contradictions between science and advocacy. Credibility typically was framed as a static entity lacking dimensionality. Authors identified expertise or trustworthiness as important, but rarely mentioned goodwill. They usually did not identify expertise, goodwill, or trustworthiness as dimensions of credibility or recognize interactions among these 3 dimensions of credibility. This oversimplification may limit the ability of conservation scientists to contribute to biodiversity conservation. Accounting for the emergent quality and multidimensionality of credibility should enable conservation scientists to advance biodiversity conservation more effectively. 相似文献
Transport infrastructure is particularly vulnerable to climate impacts as it is designed for long operational lives, and both episodic and seasonal conditions contribute to deterioration, disruption and unsafe incidents. There are some examples of adaptation in transportation design, but many communities do not have the capacity to incorporate climate change considerations into infrastructure planning and management. Researchers worked closely with the City of Prince George, in Central British Columbia, Canada, to build on existing work and explore how the City could plan, design, and maintain roads and other structures to account for climate change. A local steering committee was formed, and created and evaluated 23 potential research topics. Two focus areas were selected for further investigation and explored during a workshop with practitioners, researchers, consultants and other representatives. The workshop precipitated an investigation of projected impacts of climate change on road maintenance and road safety, and plans to explore alternative paving techniques. Outcomes of the case study provide insights regarding climate change and local transportation infrastructure, including: how researchers can engage with local experts to explore adaptation; issues local governments perceive as important; and barriers communities face as they attempt to address vulnerabilities. 相似文献
A promising approach for addressing sustainability problems is to recognize the unique conditions of a particular place, such as problem features and solution capabilities, and adopt and adapt solutions developed at other places around the world. Therefore, research and teaching in international networks becomes critical, as it allows for accelerating learning by sharing problem understandings, successful solutions, and important contextual considerations. This article identifies eight distinct types of research and teaching collaborations in international networks that can support such accelerated learning. The four research types are, with increasing intensity of collaboration: (1) solution adoption; (2) solution consultation; (3) joint research on different problems; and (4) joint research on similar problems. The four teaching types are, with increasing intensity of collaboration: (1) adopted course; (2) course with visiting faculty; (3) joint course with traveling faculty; and (4) joint course with traveling students. The typology is illustrated by extending existing research and teaching projects on urban sustainability in the International Network of Programs in Sustainability, with partner universities from Europe, North America, Asia, and Africa. Experiencing nature and enjoying natural amenities have long been identified as key motives for rural second home tourism. However, the more people travel and spend time in the natural environment, the more it is disturbed by their actions and activities. In this paper, we examine how people perceive the environmental impacts of rural second home tourism and how they justify their views. The study focuses on Finland where rural second homes are widespread. Analysis is based on a questionnaire survey conducted among Finns in 2012 (n?=?1189). Responses from different groups of respondents (second home owners, regular users of second homes and non-users) are quantitatively and qualitatively analysed. The results indicate that the Finnish respondents generally think that second home tourism poses some degree of harmful environmental impacts. However, it is the second home owners who are least worried about these environmental impacts. They generally justify their opinions using a “place-related” perspective, that is, by referring to their own experiences and actions at the cottage site. In contrast, the non-users see environmental impacts more often from a broader perspective by referring to the wider environmental interconnections with second home tourism. In our discussion, we introduce the notions of place-based (relative) and phenomenon-based (relational) environmental perceptions as a potential framework for future research on this topic. In mitigating the increasing environmental impacts of second home tourism, understanding the environmental perceptions and awareness of second home owners and users is crucial to be successful in mobilising sustainable options and environmental governance. 相似文献
