The Columbia River Basin is the scene of a massive effort to restore populations of Pacific salmon (Oncorhynchus spp.) and steelhead (O. mykiss). Efficient restoration is confounded by a high level of complexity, competing sociopolitical goals and values, and uncertainty about key system properties. Simulation models and other tools of systems analysis are important to development of a comprehensive, regionally acceptable strategy. Hierarchy theory provides a useful paradigm for organized complexity within the Columbia Basin and the basis for a trilevel hierarchical structure for organizing and integrating models. Life-stage models compose the most basic simulation units at the lowest level in the proposed hierarchical modeling structure. Each life-stage model simulates a distinct period in the life cycle of anadromous salmonids. Population models at the intermediate level simulate the complete life cycles of salmon and steelhead populations. At the highest level in the hierarchy, interpopulation models simulate extensive, long-term processes that affect multiple species and stocks. A hierarchical system of models is preferable to a single model or to a group of models lacking formal structure. A principal advantage is that models have the correct spatial and temporal resolution for analyzing questions at different scales. A hierarchical structure also facilitates the flow of information among models, and aids in understanding the impacts of uncertainty. Constructing a hierarchy of models should involve both bottom-up and top-down perspectives that maintain logical consistency among models, while allowing unique model structures appropriate for each level in the hierarchy.  相似文献

Amid growing concern about the conservation of renewable natural resources, the process, extent and symptoms of their degradation are examined with specific reference to the Upper Pokhara Valley. Based on a household survey, field observations, informal deliberations and land use analysis, the results of this study reveal that forests and grazing land have been subject to increasing degradation caused by demographic, socioeconomic and institutional factors. The intensity of degradation varies by watershed. In particular, rainfed pakho land on steep slopes is under the severe threat of accelerating soil erosion, despite the construction of terraces. This calls for the formulation of a comprehensive natural resource conservation strategy which should be based on a framework comprising an integrated population control programme, planned land use changes and institutional reforms .  相似文献

Recently, a complete technology for cattle manure treatment was established, including immobilized microalgae. Material efficiency improvement saves energy and reduces the consumption of primary resources and reduces the volume of waste. In this article an approach for analysing the potential for material efficiency improvement is proposed and discussed. In this approach the product functions performed by the materials and various improvement measures are taken into account. The potential for material saving and associated energy saving is assessed and evaluated economically. In this paper the approach is tested in an analysis of the potential for material efficiency improvement with respect to plastic packaging in the Netherlands. The technical reduction potential is found to be 34 ± 7% (157 ± 30 ktonne virgin plastics). Realization of this potential would improve the energy efficiency of the lifecycle of plastic packaging by 31% (10 PJ in 1988). From our study we conclude that our approach can indeed be used to investigate the potential for material efficiency improvement. However, a reliable technical and particularly an economical assessment of reduction measures cannot be made until more detailed data become available.  相似文献

ABSTRACT: The State of Florida (1994) has adopted a plan for addressing Everglades eutrophication problems by reducing anthropogenic phosphorus loads. The plan involves implementation of Best Management Practices in agricultural watersheds and construction of regional treatment marshes (Stormwater Treatment Areas or STA's). This paper describes the development, testing, and application of a mass-balance model for sizing STA's to achieve treatment objectives. The model is calibrated and tested against peat and water-column data collected in Water Conservation Area-2A (WCA-2A), where phosphorus dynamics and eutrophication impacts have been intensively studied. The 26-year-average rate of phosphorus accretion in peat is shown to be proportional to average water-column phosphorus concentration, with a proportionality constant of 10.2 m/yr (90 percent Confidence Interval = 8.9 to 11.6 m/yr). Spatial and temporal variations in marsh water-column data suggest that drought-induced recycling of phosphorus was important during periods of low stage in WCA-2A. Maintaining wet conditions will be important to promote phosphorus removal in STA's. Sensitivity analysis of STA performance is conducted over the range of uncertainty in model parameter estimates to assess the adequacy of the model as a basis for STA design.  相似文献

ABSTRACT: Survey data collected in the San Joaquin Valley of southern California and the Grand Valley of western Colorado reveal that residents of both areas believe that a severe sustained drought is likely to occur within the next 20–25 years and that their communities would be seriously impacted by such an event. Although a severe sustained drought affecting the Colorado River Basin would cause major economic and social disruptions in these and other communities, residents express little support for water management alternatives that would require significant shifts in economic development activities or in water use and allocation patterns. In particular, residents of these areas express little support for strategies such as construction and growth moratoriums, mandatory water conservation programs, water transfers from low-to high-population areas, water marketing, or reallocations of water from agricultural to municipal/industrial uses. This rejection of water management strategies that would require a departure from “business as usual” with respect to water use and allocations severely restricts the capacity of these and similar communities to respond effectively should a severe sustained drought occur.  相似文献

Precipitation and runoff samples were collected for 13 storms in a nonindustrial urban area in Central Pennsylvania between July 1980 and June 1981. Runoff was collected from tree surfaces, a residential roof and street, a shopping mall parking lot, a downtown business district alley, and a heavily traveled street. Analysis of the water samples showed 10 to 25 percent of the nitrogen, 25 percent of the sulfate, and less than 5 percent of the phosphorus, potassium, and calcium in water below a tree was deposited by the precipitation. The residential roof caused insignificant changes in water chemistry. The results for the four paved areas showed that all the nitrogen, and from 16 to 40 percent of the sulfate and 13, 4, and 2 percent of the phosphorus, potassium, and calcium, respectively, in runoff was deposited by the precipitation. Precipitation can also be an important source of sulfate and phosphorus in runoff. All of the surfaces raised the pH of the runoff, with the largest increases, from a pH of 4 to about 7, occurring in runoff from the paved areas. Precipitation and runoff chemistry was not related to antecedent conditions such as the length of the preceding dry period.  相似文献

In July 1982 the US Government announced that it would not sign the new Convention on the Law of the Sea adopted at the eleventh session of the Third United Nations Conference on the Law of the Sea in April 1982. This article investigates the possible consequences of the failure to achieve a consensus between the Group of 77 and the western industrialised States on a regime to govern the deep-sea mining of manganese nodules. After considering the range of possible outcomes, the author identifies the benefits and costs involved in operating under the two alternative regimes, that provided by the new Convention and related Conference resolutions and the alternative Reciprocating States Regime based on unilateral legislation co-ordinated by a Mini-Treaty.
