ABSTRACT: The waters of the Colorado River are divided among seven states according to a complex ‘Law of the River’ drawn from interstate compacts, international treaties, statutes, and regulations. The Law of the River creates certain priorities among the states and the Republic of Mexico, and in the event of a severe sustained drought, the Law of the River dictates the distribution of water and operation of the elaborate reservoir system. Earlier work indicated that there is remarkable resilience in the system for established uses of water in the Lower Basin of the Colorado River. This work shows, based on an application of the Law of the River using computer modeling of operations of facilities on the Colorado River, that there may be serious environmental consequences and related legal restraints on how the water is used in times of shortage and that the existing legal and institutional framework governing the Colorado River does not adequately address all the issues that would be raised in a severe sustained drought. Several possible legal options for dealing with drought in the context of the Law of the River are identified.  相似文献

ABSTRACT: An automated extraction of channel network and sub-watershed characteristics from digital elevation models (DEM) is performed by model DEDNM. This model can process DEM data of limited vertical resolution representing low relief terrain. Such representations often include ill-defined drainage boundaries and indeterminate flow paths. The application watershed is an 84 km2 low relief watershed in southwestern Oklahoma. The standard for validation is the network and subwatershed parameters defined by the blue line method on USGS 7.5–minute topographic maps. Evaluation of the generated and validation networks by visual comparisons shows a high degree of correlation. Comparison of selected network parameters (channel length, slope, drainage density, etc.) and of drainage network composition (bifurcation, length, slope, and area ratios) shows that, on the average, the generated parameters are within 5 percent of those derived from the validation network. The largest discrepancies were found for the channel slope values. The results of this application demonstrate that DEDNM effectively addresses network definition problems often encountered in low relief terrain and that it can generate accurate network and subwatershed parameters under those conditions.  相似文献

Anheuser-Busch is a large, diversified corporation, both in its products and in its environmental efforts. It is well-known that Anheuser-Busch is the world'S largest brewer, with twelve operating breweries and a thirteenth under construction. It also operates the largest aluminum can recycling network in the world, Anheuser-Busch Recycling (A-BR). A-BR recycled more than 600 million pounds of aluminum in 1991, or more than 17 billion cans. PROBLEM: Motor-vehicle accidents are one of the major causes of injury in most motorized countries. Driver distractions have been suggested as a contributor to traffic accidents. Moreover, age of the driver seems to have a role in the relationship between distractions and car crashes. But very few studies have investigated the effect of driver's age on this relationship. This exploratory study investigated the association between distractions, both inside and outside the vehicle, and the increased risk of car crash injury among drivers across different ages. METHOD: This study used a case series design to analyze data routinely collected by the NSW police in Australia. A special focus of this study was on how drivers' age affects the risk of car crash injury, which was determined by using a well-documented risk estimation methodology. RESULTS: The results obtained indicated that drivers of all ages, on the whole, are more susceptible to distractions inside the vehicle than distractions coming from outside. Age was shown to affect the relationship between in-vehicle distraction and the risk of car crash injury. A separate analysis was also conducted on hand-held phone usage while driving with results supplementing previous findings reported in the literature. IMPACT TO INDUSTRY: Safety strategies to countermeasure in-vehicle distractions have been suggested and discussed.  相似文献

: In general, the choice among reservoirs for water supply or flow augmentation is a multiobjective problem. Choices are based in part on the yield available from water supply reservoirs or, in the case of flow augmentation reservoirs, on the increase in low flows at downstream locations. Detailed estimates of these effects may be too costly for basin planning purposes. Thus this paper presents methods for rapid estimation of those quantities for New Hampshire. For water supply reservoirs, a composite empirical relation between Y95 (the draft available 95 percent of the time) and storage ratio, S*, is developed from previous studies in the region. For flow augmentation reservoirs, empirical relations between S* and degree of regulation, R*, are applied to each upstream regulating reservoir. Values of regulation arc then summed and divided by the mean flow at the downstream reach of interest. This parameter, (ΓR)*, is then related to increase in flow available 95 percent of the time by an empirical relation.  相似文献

A comprehensive incinerator air pollution control testing program was recently completed in New York City, and the results contain valuable particulate and gas sampling data. The information, which was obtained from a large number of test runs, is especially valuable since there is a shortage of reliable, valid test data of this nature. Since the test data now presented involved 1000 ton/day incinerators, which operate 24 hr/day, 6 days/wk, it is significant design criteria for consideration when upgrading a large incinerator or building a new one. The tests also provide information concerning the nature and concentration of gaseous constituents in the incinerator stack effluent.  相似文献
