ABSTRACT: A demonstration and efficiency evaluation project was conducted for the flow balancing method (FBM) facility, a combined sewer overflow (CSO) storage facility at Fresh Creek in Brooklyn, New York City. The FBM is a curtained tank located directly in the receiving water that captures CSO. The CSO floats on top of and displaces Fresh Creek saltwater before it is pumped back to the publicly owned treatment works (POTW). The facility was a pilot scale subject to the full CSOs. The purpose of the project was to show how the FBM can withstand severe weather and tidal conditions and to develop a procedure for estimating CSO control efficiency (percentage of CSO pumped back to the POTW). The procedure proved successful and incorporated specific conductivity as a tracer in mass balance equations. These equations provided estimates of the net percent, capture-pumpback of the CSO using the FBM, including the amount of Fresh Creek water that was included in the pumpback to the P01W. The efficiency was directly related to the volume of the CSO and the pumpback rate and ranged from a low of 3.3 percent for the largest event to a high of 76.9 percent for the smallest event. Recent FBM enlargement should result in substantial increases in CSO control. The FBM facility has operated successfully for over five years, withstanding ice storms, near hurricane force winds and up to 7 ft tidal range.  相似文献

Recently, both consumers and producers ofbiotechnology products have insisted thatcommunication between the two be improved. The formerdemand more democratic participation in the riskassessment process of biotechnology products. Thelatter seek to correct misinformation regardingalleged risks from these products. One way to resolvethese concerns, I argue, is through the use ofbiotechnology labels. Such labeling fosters consumerautonomy and moves toward more participatory decisionmaking, in addition to ensuring that informed consentfrom consumers is maintained. Furthermore, althoughvoluntary biotech-free labeling in lieu of biotechlabels may uphold consumer sovereignty, the latterremains a more effective strategy for achievingethical communication between consumers and producersof biotechnology products.  相似文献

The shark fin trade is a major driver of shark exploitation in fisheries all over the world, most of which are not managed on a species‐specific basis. Species‐specific trade information highlights taxa of particular concern and can be used to assess the efficacy of management measures and anticipate emerging threats. The species composition of the Hong Kong Special Administrative Region of China, one of the world's largest fin trading hubs, was partially assessed in 1999–2001. We randomly selected and genetically identified fin trimmings (n = 4800), produced during fin processing, from the retail market of Hong Kong in 2014–2015 to assess contemporary species composition of the fin trade. We used nonparametric species estimators to determine that at least 76 species of sharks, batoids, and chimaeras supplied the fin trade and a Bayesian model to determine their relative proportion in the market. The diversity of traded species suggests species substitution could mask depletion of vulnerable species; one‐third of identified species are threatened with extinction. The Bayesian model suggested that 8 species each comprised >1% of the fin trimmings (34.1–64.2% for blue [Prionace glauca], 0.2–1.2% for bull [Carcharhinus leucas] and shortfin mako [Isurus oxyrinchus]); thus, trade was skewed to a few globally distributed species. Several other coastal sharks, batoids, and chimaeras are in the trade but poorly managed. Fewer than 10 of the species we modeled have sustainably managed fisheries anywhere in their range, and the most common species in trade, the blue shark, was not among them. Our study and approach serve as a baseline to track changes in composition of species in the fin trade over time to better understand patterns of exploitation and assess the effects of emerging management actions for these animals.  相似文献

The purpose of this meta‐analysis was to use theory and research on diversity, attitudes, and training to examine potential differential effects on affective‐based, cognitive‐based, and skill‐based outcomes, to examine potential moderators of those effects with a focus on affective‐based outcomes, and finally, to provide quantitative estimates of these posited relationships. Results from 65 studies (N = 8465) revealed sizable effects on affective‐based, cognitive‐based, and skill‐based outcomes as well as interesting boundary conditions for these effects on affective‐based outcomes. This study provides practical value to human resources managers and trainers wishing to implement diversity training within organizations as well as interesting theoretical advances for researchers. Practitioners have quantitative evidence that diversity training changes affective‐based, cognitive‐based, and skill‐based trainee outcomes. Ecological systems often operate on time scales significantly longer or shorter than the time scales typical of human decision making, which causes substantial difficulty for conservation and management in socioecological systems. For example, invasive species may move faster than humans can diagnose problems and initiate solutions, and climate systems may exhibit long‐term inertia and short‐term fluctuations that obscure learning about the efficacy of management efforts in many ecological systems. We adopted a management‐decision framework that distinguishes decision makers within public institutions from individual actors within the social system, calls attention to the ways socioecological systems respond to decision makers’ actions, and notes institutional learning that accrues from observing these responses. We used this framework, along with insights from bedeviling conservation problems, to create a typology that identifies problematic time‐scale mismatches occurring between individual decision makers in public institutions and between individual actors in the social or ecological system. We also considered solutions that involve modifying human perception and behavior at the individual level as a means of resolving these problematic mismatches. The potential solutions are derived from the behavioral economics and psychology literature on temporal challenges in decision making, such as the human tendency to discount future outcomes at irrationally high rates. These solutions range from framing environmental decisions to enhance the salience of long‐term consequences, to using structured decision processes that make time scales of actions and consequences more explicit, to structural solutions aimed at altering the consequences of short‐sighted behavior to make it less appealing. Additional application of these tools and long‐term evaluation measures that assess not just behavioral changes but also associated changes in ecological systems are needed.  相似文献

Svejcar et al. (Environ Manage, 2014) offered several perspectives regarding Beschta et al. (Environ Manage 51:474–491, 2013)—a publication that addressed the interacting ecological effects of climate change and domestic, wild, and feral ungulates on public lands in the western United States (US)—by largely focusing on three livestock grazing issues: (1) legacy versus current day impacts; (2) grazing as a fire reduction tool; and (3) the complexity of grazing. Regarding these issues, we indicate that (1) legacy effects to western ecosystems were indeed significant and contemporary livestock use on public lands generally maintains or exacerbates many of those effects; (2) livestock grazing has been a major factor affecting fire frequency, fire severity, and ecosystem trajectories in the western US for over a century; and (3) the removal or reduction of grazing impacts in these altered ecosystems is the most effective means of initiating ecological recovery. Svejcar et al. (Environ Manage, 2014) offer no evidence that livestock use is consistent with the timely recovery of grazing-degraded uplands, riparian areas, or stream systems. We thus conclude that public-land ecosystems can best persist or cope with a changing climate by significantly reducing ungulate grazing and related impacts.  相似文献

Because effective operation of bioreactor landfills involves careful operation and construction of infrastructure beyond that necessary in traditional landfills, upfront capital and operating costs are greater than those associated with traditional landfills. Prior to investing in bioreactor landfills, landfill owners must be convinced that larger short-term expenses (e.g., liquid and/or air injection infrastructure) will be balanced by future economic benefits (e.g., extension of landfill life, reduced leachate treatment costs, etc.). The purpose of this paper is to describe an economic model developed to evaluate the impact of various operational (anaerobic, aerobic, or hybrid) and construction (retrofit and as-built) bioreactor landfill strategies on project economics. Model results indicate retrofit bioreactor landfills are more expensive than traditional landfills, while both the as-built and aerobic bioreactor landfills are less costly. Simulation results indicate the parameters that influence bioreactor economics most significantly are airspace recovery, gas recovery and subsequent use to generate electricity, and savings resulting from reduced leachate treatment costs.  相似文献

Good information and data on water demands are needed to perform good analyses, yet collecting and compiling spatially and temporally consistent water demand data are challenges. The objective of our work was to understand the limitations associated with water‐use estimates and projections. We performed a comprehensive literature review of national and regional United States (U.S.) water‐use estimates and projections. We explored trends in past regional projections of freshwater withdrawals and compared these values to regional estimates of freshwater withdrawals made by the U.S. Geological Survey. Our results suggest a suite of limitations exist that have the potential for influencing analyses aiming to extract explanatory variables from the data or using the data to make projections and forecasts. As we explored regional projections, we paid special attention to the two largest water demand‐side sectors — thermoelectric energy and irrigation — and found thermoelectric projections are more spread out than irrigation projections. All data related to water use have limitations, and there is no alternative to making the best use that we can of the available data; our article provides a comprehensive review of these limitations so that water managers can be more informed.  相似文献

Methodology for the accounting, generation, and composition of building-related construction and demolition (C&D) at a regional level was explored. Six specific categories of debris were examined: residential construction, nonresidential construction, residential demolition, nonresidential demolition, residential renovation, and nonresidential renovation. Debris produced from each activity was calculated as the product of the total area of activity and waste generated per unit area of activity. Similarly, composition was estimated as the product of the total area of activity and the amount of each waste component generated per unit area. The area of activity was calculated using statistical data, and individual site studies were used to assess the average amount of waste generated per unit area. The application of the methodology was illustrated using Florida, US approximately 3,750,000 metric tons of building-related C&D debris were estimated as generated in Florida in 2000. Of that amount, concrete represented 56%, wood 13%, drywall 11%, miscellaneous debris 8%, asphalt roofing materials 7%, metal 3%, cardboard 1%, and plastic 1%. This model differs from others because it accommodates regional construction styles and available data. The resulting generation amount per capita is less than the US estimate - attributable to the high construction, low demolition activity seen in Florida.  相似文献
