Abstract: The acquisition or designation of new protected areas is usually based on criteria for representation of different ecosystems or land‐cover classes, and it is unclear how wellthreatened species are conserved within protected‐area networks. Here, we assessed how Australia's terrestrial protected‐area system (89 million ha, 11.6% of the continent) overlaps with the geographic distributions of threatened species and compared this overlap against a model that randomly placed protected areas across the continent and a spatially efficient model that placed protected areas across the continent to maximize threatened species’ representation within the protected‐area estate. We defined the minimum area needed to conserve each species on the basis of the species’ range size. We found that although the current configuration of protected areas met targets for representation of a given percentage of species’ ranges better than a random selection of areas, 166 (12.6%) threatened species occurred entirely outside protected areas and target levels of protection were met for only 259 (19.6%) species. Critically endangered species were among those with the least protection; 12 (21.1%) species occurred entirely outside protected areas. Reptiles and plants were the most poorly represented taxonomic groups, and amphibians the best represented. Spatial prioritization analyses revealed that an efficient protected‐area system of the same size as the current protected‐area system (11.6% of the area of Australia) could meet representation targets for 1272 (93.3%) threatened species. Moreover, the results of these prioritization analyses showed that by protecting 17.8% of Australia, all threatened species could reach target levels of representation, assuming all current protected areas are retained. Although this amount of area theoretically could be protected, existing land uses and the finite resources available for conservation mean land acquisition may not be possible or even effective for the recovery of threatened species. The optimal use of resources must balance acquisition of new protected areas, where processes that threaten native species are mitigated by the change in ownership or on‐ground management jurisdiction, and management of threatened species inside and outside the existing protected‐area system.  相似文献

Abstract: Competitive species interactions may contribute to population declines. Purportedly, Red‐bellied Woodpeckers (Melanerpes carolinus), a common species, and Red‐cockaded Woodpeckers (Picoides borealis), an endangered species, compete for roosting and nesting cavities in living pine trees. To determine whether behavioral interactions measured at the individual level manifest themselves at the population level, we conducted field experiments designed to test whether the presence of Red‐bellied Woodpeckers resulted in a decrease in fitness to Red‐cockaded Woodpeckers. As part of a 4‐year study examining the nature of interspecific interactions in two populations of Red‐cockaded Woodpeckers (one stable, the Apalachicola Ranger District; one declining, the Wakulla Ranger District) in the Apalachicola National Forest, Florida, we conducted a set of Red‐bellied Woodpecker removal experiments. Paradoxically, following the removal of Red‐bellied Woodpeckers, we observed decreases in Red‐cockaded Woodpecker group size, proportion of nests that were successful, and proportion of individuals remaining on territories. Removal of Red‐bellied Woodpeckers may have exaggerated the immigration rate of Red‐bellied Woodpeckers to Red‐cockaded Woodpecker territories. The Red‐cockaded Woodpeckers in the Apalachicola Ranger District likely can withstand pressure from immigrating Red‐bellied Woodpeckers given that their population has remained relatively stable despite the presence of Red‐bellied Woodpeckers. A major factor of population persistence in the Wakulla Ranger District was the high turnover rate of adult female Red‐cockaded Woodpeckers, a phenomenon that was exacerbated by removal of Red‐bellied Woodpeckers. Relying solely on observations of apparently competitive interactions between individuals may not necessarily provide information about population‐level outcomes. Paradoxically, removing species that appear to be competitors may harm species of concern.  相似文献

Abstract:  Systematic conservation planning typically requires specification of quantitative representation targets for biodiversity surrogates such as species, vegetation types, and environmental parameters. Targets are usually specified either as the minimum total area in a conservation-area network in which a surrogate must be present or as the proportion of a surrogate's existing spatial distribution required to be in the network. Because the biological basis for setting targets is often unclear, a better understanding of how targets affect selection of conservation areas is needed. We studied how the total area of conservation-area networks depends on percentage targets ranging from 5% to 95%. We analyzed 12 data sets of different surrogate distributions from 5 regions: Korea, Mexico, Québec, Queensland, and West Virginia. To assess the effect of spatial resolution on the target-area relationship, we also analyzed each data set at 7 spatial resolutions ranging from 0.01°× 0.01° to 0.10°× 0.10°. Most of the data sets showed a linear relationship between representation targets and total area of conservation-area networks that was invariant across changes in spatial resolution. The slope of this relationship indicated how total area increased with target level, and our results suggest that greater surrogate representation requires significantly more area. One data set exhibited a highly nonlinear relationship. The results for this data set suggest a new method for setting targets on the basis of the functional form of target-area relationships. In particular, the method shows how the target-area relationship can provide a rationale for setting targets solely on the basis of distributional information about surrogates.  相似文献

Voting systems aggregate preferences efficiently and are often used for deciding conservation priorities. Desirable characteristics of voting systems include transitivity, completeness, and Pareto optimality, among others. Voting systems that are common and potentially useful for environmental decision making include simple majority, approval, and preferential voting. Unfortunately, no voting system can guarantee an outcome, while also satisfying a range of very reasonable performance criteria. Furthermore, voting methods may be manipulated by decision makers and strategic voters if they have knowledge of the voting patterns and alliances of others in the voting populations. The difficult properties of voting systems arise in routine decision making when there are multiple criteria and management alternatives. Because each method has flaws, we do not endorse one method. Instead, we urge organizers to be transparent about the properties of proposed voting systems and to offer participants the opportunity to approve the voting system as part of the ground rules for operation of a group. Abstract: Information required to evaluate the extent to which species are at risk of extinction is usually limited and characterized as highly uncertain. In this context, we define information availability as the presence or absence of information used to determine the value of an ecological variable. We examined which of three hypothetical approaches best matched how levels of risk are assigned to species: (1) precautionary approach in which analysts designate levels of risk regardless of the amount of information available, (2) worst‐case approach in which analysts assign the maximum level of risk possible from the criteria, and (3) insurance approach in which analysts assign poorly known species to a high‐risk category when little information is available. We used the quantitative assessment criteria of the Committee on the Status of Endangered Wildlife in Canada (COSEWIC) as a case study. We created a binary (0/1) matrix of all 2.4192 × 107 logical combinations of available information for the 14 ecological variables included in the quantitative criteria. We processed each combination of information availability represented in the matrix with a computer algorithm designed to emulate COSEWIC decision‐making rules. Low information availability was associated with a relatively high frequency of not being able to assign a candidate taxon to a risk category, which does not follow the precautionary principle. Information availability and the level of risk assigned to species were directly related, which is associated with the worst‐case approach, and counter to the insurance approach. Our results suggest that information availability can have a major effect on the level of risk assigned to a species. We recommend a conscious determination of whether such effects are desired, and we recommend the development of methods to explicitly characterize and incorporate information availability and other sources of uncertainty in decision‐making processes.  相似文献

Abstract: Within 19 years the nesting population of leatherback turtles (Dermochelys coriacea) at Parque Nacional Marino Las Baulas declined from 1500 turtles nesting per year to about 100. We analyzed the effects of fishery bycatch and illegal harvesting (poaching) of eggs on this population. We modeled the population response to different levels of egg harvest (90, 75, 50, and 25%) and the effect of eradicating poaching at different times during the population decline. We compared effects of 90% poaching with those of 20% adult mortality because both of these processes were present in the population at Las Baulas. There was a stepwise decline in number of nesting turtles at all levels of egg harvest. Extirpation times for different levels of poaching ranged from 45 to 282 years. The nesting population declined more slowly and survived longer with 20% adult mortality (146 years) than it did with 90% poaching (45 years). Time that elapsed until poaching stopped determined the average population size at which the population stabilized, ranging from 90 to 420 nesting turtles. Our model predicted that saving clutches lost naturally would restore the population when adult mortality rates were low and would contribute more to population recovery when there were short remigration intervals between nesting seasons and a large proportion of natural loss of clutches. Because the model indicated that poaching was the most important cause of the leatherback decline at Las Baulas, protecting nests on the beach and protecting the beach from development are critical for survival of this population. Nevertheless, the model predicted that current high mortality rates of adults will prevent population recovery. Therefore, protection of the beach habitat and nests must be continued and fishery bycatch must be reduced to save this population.  相似文献

Abstract: Habitat connectivity is required at large spatial scales to facilitate movement of biota in response to climatic changes and to maintain viable populations of wide‐ranging species. Nevertheless, it may require decades to acquire habitat linkages at such scales, and areas that could provide linkages are often developed before they can be reserved. Reserve scheduling methods usually consider only current threats, but threats change over time as development spreads and reaches presently secure areas. We investigated the importance of considering future threats when implementing projects to maintain habitat connectivity at a regional scale. To do so, we compared forward‐looking scheduling strategies with strategies that consider only current threats. The strategies were applied to a Costa Rican case study, where many reserves face imminent isolation and other reserves will probably become isolated in the more distant future. We evaluated strategies in terms of two landscape‐scale connectivity metrics, a pure connectivity metric and a metric of connected habitat diversity. Those strategies that considered only current threats were unreliable because they often failed to complete planned habitat linkage projects. The most reliable and effective strategies considered the future spread of development and its impact on the likelihood of completing planned habitat linkage projects. Our analyses highlight the critical need to consider future threats when building connected reserve networks over time.  相似文献

This paper examines the ‘range of choice’ concept in water management. Although many efforts have been made to design policies that broaden the consideration of water resources alternatives, the experiences gained from these policy experiments have not been adequately assessed. What insights might American policy approaches offer for developing countries? To address this question, four general policy types were identified and compared: (1) comprehensive single-objective policies; (2) comprehensive multiple-objective policies; (3) specific non-structural policies; and (4) specific technological policies. Case studies of each approach revealed that effective institutional development occurs when policies are: (1) stated in clear and specific language; (2) modified as experience is gained; (3) adequate in terms of statutory and administrative authority; and (4) subject to an orderly process of public and judicial review. The most successful policy efforts to date have involved specific alternatives, while multiple-objective policies have encountered the most difficulties. Common institutional problems are identified, and their potential relevance for developing countries is discussed.  相似文献

Se ilustran percepciones sobre el estado natural de algunos sistemas versus su reciente alteración ecológica en el "NATIONAL ESTUARINE RESERVE RESEARCH SYSTEM," dentro del cual muchos santuarios "naturales" han sido fuertemente alterados por especies exóticas Debido a la falta de comunicación entre los cientificos que trabajan con diferentes grupos de organismos, habitats y regiones, es drficil reconocer la escala y tasa de las invasiones recientes en los océanos, causados por actividades humanas. Evidencias disponibles sugíeren que las introducciones continúan en gran escala en todo el mundo.
