In 1989, the tailings pond dam at the site of a former copper mine near Little Bay, Newfoundland and Labrador, Canada, ruptured and tailings spilled into Little Bay Arm. At the time, no action was taken to arrest the flow of tailings or to mitigate the effects of the spill. To date, no action has been taken to repair the dam and tailings continue to flow into Little Bay Arm. As a result, the marine environment around Little Bay Arm has become contaminated with heavy metals from the tailings. However, the tailings are not the only source of heavy metals to the ecosystem. An old slag heap and what is presumably concentrated copper ore spilled during the loading of ore freighters, are also contributing to the ecosystem's metal load. Marine sediment throughout the Arm contained elevated concentrations of Cu, Ni, Zn, As, V, Co, and Mn. Beach material also contained elevated concentrations of metals with material near the slag heap being the most contaminated. At this site, Cu concentrations were in excess of 5000 mg kg(-1) dry weight, Zn greater than 3000 mg kg(-1) and Co concentrations exceeded 700 mg kg(-1). The highest concentrations of metals in biota were found near the slag heap, near the tailings dam breach, and at the site of the former concentrate loading dock. Despite elevated metal concentrations, the tailings and nearby sediment were not devoid of life. Bivalves and seaweed were abundant in the area and there were no obvious signs of tissue damage or disease in soft shell clams (Mya arenaria) living in the tailings. A variety of models for predicting the behaviour of radionuclides in fresh water ecosystems have been developed and tested during recent decades within the framework of many international research projects. These models have been implemented in Computerised Decision Support Systems (CDSS) for assisting the appropriate management of fresh water bodies contaminated by radionuclides. The assessment of the state-of-the-art and the consolidation of these CDSSs has been envisaged, by the scientific community, as a primary necessity for the rationalisation of the sector. The classification of the approaches of the various models, the determination of their essential features, the identification of similarities and differences among them and the definition of their application domains are all essential for the harmonisation of the existing CDSSs and for the possible development and improvement of reference models that can be widely applied in different environmental conditions. The present paper summarises the results of the assessment and evaluation of models for predicting the behaviour of radionuclides in lacustrine ecosystems. Such models were developed and tested within major projects financed by the European Commission during its 4th Framework Programme (1994-1998). The work done during the recent decades by many modellers at an international level has produced some consolidated results that are widely accepted by most experts. Current political conditions, primarily budgetary uncertainty, and the related reluctance to make funding commitments for
future generations, have raised questions about the costs of conservation and environmental protection that have not previously
been asked. As Federal investments are scrutinized and budgets become ever more constrained, the costs associated with environmental
requirements could begin to be of greater importance and to influence decisions on Federal projects. In response to concerns
about the U.S. Army Corps of Engineers (Corps) spending under the Endangered Species Act (P.L. 93-205) (ESA), a limited investigation
was performed to determine the accuracy of reported Corps expenditures. The investigation showed that, for particular groups
of species, actual conservation costs for threatened and endangered species may be twice the amounts previously reported in
the annual ESA expenditure reporting to the U.S. Fish and Wildlife Service. In light of this finding, the Corps has sought
a means to provide more accurate and consistent reporting of expenditures for addressing threatened and endangered species.
A Species Costs Template (template) has been developed to identify the types and magnitude of costs related to the ESA and
to counteract the impediments (legal, institutional, and practical) to underreporting costs. The template will be used by
the Corps for reporting ESA costs beginning with Fiscal Year 2005 (FY05) (reported in January 2006). Five broad categories
of expenditures (effects determination costs, ESA protection and conservation costs, equipment costs, opportunity costs, and
