ABSTRACT

This study builds on earlier work investigating statistical relationships between sociodemographic characteristics of populations and their residential proximity to industrial sources of air pollution. The analysis uses demographic data from the 1990 U.S. Census and industrial site data from the U.S. Environmental Protection Agency (EPA)'s 1990 Toxics Release Inventory (TRI). The focus is on examining interactions among race (African Americans and Whites), poverty (above and below household poverty threshold), and age (children from birth to 5 years of age and elderly people 65 years old or older). Results from three different study areas (Kanawha Valley in West Virginia, the Baton Rouge-New Orleans Corridor in Louisiana, and the greater Baltimore metropolitan area in Maryland) suggest there are important interactions among race, poverty, and age that are likely to have consequential ramifications for efforts aimed at investigating issues related to environmental justice. Our results indicate that a substantial proportion of all demographic groups studied live within a mile of the nearest facility, with values ranging from 22% of Whites above poverty in the Baton Rouge-New Orleans Corridor to 60% of African Americans below poverty in Baltimore. Likewise, a substantial proportion of all demographic groups also live within 2 miles of four or more industrial facilities, with values ranging from 16% for Whites above poverty in the Corridor to 70% for African Americans below poverty in Baltimore. In all three study areas, African Americans were more likely than Whites to (1) live in households with incomes below the household poverty line, (2) have children 5 years of age or younger, (3) live closer to the nearest industrial emissions source, and (4) live within 2 miles of multiple industrial emission sources. Findings indicate that, compared with White children, a substantially higher proportion of African-American children 5 years of age or younger lived in poor households that were located in relatively close proximity to one or more industrial sources of air pollution.  相似文献

A toxicological evaluation was conducted on wetland habitats created as a result of run-off from agricultural areas. These temporary wetlands were created by using drop pipes as a means of reducing erosional cutting in agricultural fields. Toxicity bioassays utilizing bacterial bioluminescence and Hyalella azteca were used to assess sediment pore water and whole sediment, respectively. Inhibition of bacterial bioluminescence was initially used to determine relative toxicities of pore water from ten wetland sites. Constructed wetland sites were compared to the University of Mississippi Biological Field Station, a relatively pristine reference site. The H. azteca ten day sediment toxicity test was utilized to assess sediment from four selected sites using survival and growth as toxicological endpoints. Results from the toxicological evaluation, along with extensive ecological evaluations, were used to assess the best approach for implementation of temporary wetland habitats with existing agricultural practices.  相似文献

PM(2.5) nitrate [Formula: see text] and sulfate ([Formula: see text]) were measured continuously with R&P8400N and R&P8400S instruments, respectively, and compared with filter-based measurements at the Fresno Supersite from October, 2000 through December, 2005. [Formula: see text] concentrations were higher in winter than summer with a long-term decreasing trend. Correlations between 24-h average continuous and filter-based [Formula: see text] were greater than 0.96 in 4 out of 5 years. Continuous [Formula: see text] was generally lower than filter-based [Formula: see text] although the difference decreased over time, from -52% in 2001 to +13% in 2005. These differences were similar in winter (-23%) and summer (-19%) while the corresponding differences between ambient and instrument temperature were -12 and 0.7 degrees C, respectively. Neither seasonal nor long-term trends in [Formula: see text] can be explained by variations in ambient temperature, the difference between ambient and instrument temperature, or changes in aerosol chemical composition. There were no seasonal or long-term trends in [Formula: see text] concentrations, partially due to low concentrations observed in Fresno. Long-term variability in the performance of R&P8400 [Formula: see text] and [Formula: see text] instruments suggest that collocation with filter measurements is needed for long-term measurements.  相似文献

Is nitrate harmful to humans? Are the current limits for nitrate concentration in drinking water justified by science? There is substantial disagreement among scientists over the interpretation of evidence on the issue. There are two main health issues: the linkage between nitrate and (i) infant methaemoglobinaemia, also known as blue baby syndrome, and (ii) cancers of the digestive tract. The evidence for nitrate as a cause of these serious diseases remains controversial. On one hand there is evidence that shows there is no clear association between nitrate in drinking water and the two main health issues with which it has been linked, and there is even evidence emerging of a possible benefit of nitrate in cardiovascular health. There is also evidence of nitrate intake giving protection against infections such as gastroenteritis. Some scientists suggest that there is sufficient evidence for increasing the permitted concentration of nitrate in drinking water without increasing risks to human health. However, subgroups within a population may be more susceptible than others to the adverse health effects of nitrate. Moreover, individuals with increased rates of endogenous formation of carcinogenic N-nitroso compounds are likely to be susceptible to the development of cancers in the digestive system. Given the lack of consensus, there is an urgent need for a comprehensive, independent study to determine whether the current nitrate limit for drinking water is scientifically justified or whether it could safely be raised.  相似文献

ABSTRACT: The key events and the process that led to the creation of the World Water Council on World Water Day 1996 are reviewed and its characteristics summarized. The development of this new organization is discussed in the context of the major global trends in water and water-related issues, viz. growing water scarcity with its links to limits on food production and demographic patterns. In response to the need to find solutions to these pressing water issues, the development of a Technical Program based on the deliberations of the founding member organizations and a number of short-term activities have been outlined to demonstrate the evolution of the Council in this first year of its existence. Given the importance of complementarity between the Council and the Global Water Partnership, an attempt has been made to articulate the mutually-reinforcing roles of the two organizations.  相似文献

Summary The badges of status hypothesis suggests that frequency-dependent selection can maintain honest signalling of aggressiveness. Analysis of a simple ESS model reveals that this is only possible if aggressive individuals incur a cost independent of any particular fights they become involved in. Without such a cost, an honest population is vulnerable to invasion by a modest mutant bearing a dishonestly small badge. Analysis of a second model reveals that where individuals differ in their ability to bear the contest-independent cost of aggressiveness, badge size should reflect this ability. Under such circumstances, plumage badges which serve as honest status signals may have functional consequences beyond their role in settling contests. Thus females, when choosing a mate, could make good use of the information that plumage badges provide. Analysis of a third model shows that the existence of contest-independent benefits to badge size, such as increased mating success, is compatible with the maintenance of honest status signalling.Correspondence to: R.A. This paper applies an attribute-based stated choice experiment approach to estimate the value that society places on changes to the size of the badger population in England and Wales. The study was undertaken in the context of a rising incidence of bovine tuberculosis (bTB) in cattle and the government's review of current bTB control policy. This review includes consideration of culling badgers to reduce bTB in cattle, since badgers are thought to be an important wildlife reservoir for the disease. The design of the CE involved four attributes (size of badger population, cattle slaughtered due to bTB, badger management strategy and household tax) at four levels with eight choice sets of two alternatives presented to respondents. Telephone interviews were undertaken with over 400 respondents, which elicited their attitudes and preferences concerning badgers, bTB in cattle and badger management strategies. The study estimated a willingness to pay of £0.10 per household per year per 100,000 badgers and £1.52 per household per year per 10,000 cattle slaughtered due to bTB which aggregated to £22 per badger and £3298 per bTB slaughtered animal for all households in England and Wales. Management strategy toward badgers had a very high valuation, highlighting the emotive issue of badger culling for respondents and the importance of government policy towards badgers.  相似文献

The Federal Clean Air Interstate Rule issued in March 2005 will result in many power plants employing ammonia-based technologies to control NO(x) emission. The Clean Air Mercury Rule, issued at the same time, will encourage many power plants to use various technologies to remove mercury from flue gas, generating fly ashes that contain elevated concentrations of mercury. Ammonia forms relatively strong complexes with mercury compared to most other cationic elements and, therefore, may change the leaching characteristics of mercury. Understanding the impact of ammonia on the leaching of mercury from fly ash is critical in predicting the potential environmental impact of future fly ash. Batch methods were used to investigate the ammonia impact on mercury leaching from fly ash under different pH conditions. The results indicated that mercury leaching without external ammonia addition is not significant. However, ammonia addition increased mercury leaching in the alkaline pH range, due to the formation of less adsorbable mercury-ammonia complexes. Washed ash released more mercury than the raw ash if the ammonia concentration is the same, mainly due to the dissolution of some ash components during washing which exposed more mercury on ash surface. Mercury adsorption data indicated that more than 90% of available mercury was adsorbed by fly ash even in the presence of 1000 mg l(-1) ammonia addition.  相似文献

In many countries, such as Brazil, Colombia, Ecuador, Indonesia, Venezuela and Zimbabwe, amalgamated tailings are leached with cyanide to recover remaining gold. This paper describes a recently completed study conducted at seven gold processing centers in Portovelo-Zaruma, Southern Ecuador, which involved consultation with local miners. The objective of the study was to understand the behaviour of mercury (with a focus on mercury loss) in artisanal gold mining operations through the evaluation of two cyanidation processes (Merrill-Crowe and Carbon-in-pulp), using a participatory approach. In order to assess the kinetics of mercury dissolution in cyanide, a bottle roll test was conducted in the laboratory. In the Merrill-Crowe cyanidation process, an average of 24.2% of metallic mercury was determined to be trapped at the bottom of the agitation tanks; 33.1% of mercury is lost in association with solid material and 11.7% is lost in solution. Approximately 31.0% of mercury in solution is sent to the zinc precipitation cells from which 27.8% is precipitated on the zinc shavings, with 3.23% remaining in solution. The mercury precipitated on to the zinc is lost to the atmosphere when the shavings are burned at 900 °C. In the Carbon-in-pulp (CIP) leaching system, 11.2% of the mercury is lost with the solid tailings; 31.6% of the mercury is associated with fine particles in suspension and 50.8% is likely dissolved. About 2.68% is trapped at the bottom of the tank and 3.72% is absorbed by the activated carbon. The bottle roll test revealed that mercury dissolution is directly proportional to cyanide concentration. At 10 g/ton of cyanide, approximately 42% of mercury was leached, whereas all gold was solubilized. During this study, miners recognized the risk associated with the cyanidation of mercury-rich tailings, and were aware of how much mercury is discharged to local streams and to the atmosphere. The active participation of miners in this study has led to the strengthening of their knowledge and awareness of mercury contamination, and has enhanced their understanding of the nature of the problem, as well as the weaknesses and strengths of the system they operate.  相似文献
