Invasive alien species are one of the primary threats to native biodiversity on islands worldwide. Consequently, eradicating invasive species from islands has become a mainstream conservation practice. Deciding which islands have the highest priority for eradication is of strategic importance to allocate limited resources to achieve maximum conservation benefit. Previous island prioritizations focused either on a narrow set of native species or on a small geographic area. We devised a prioritization approach that incorporates all threatened native terrestrial vertebrates and all invasive terrestrial vertebrates occurring on 11 U.K. overseas territories, which comprise over 2000 islands ranging from the sub‐Antarctic to the tropics. Our approach includes eradication feasibility and distinguishes between the potential and realistic conservation value of an eradication, which reflects the benefit that would accrue following eradication of either all invasive species or only those species for which eradication techniques currently exist. We identified the top 25 priority islands for invasive species eradication that together would benefit extant populations of 155 native species including 45 globally threatened species. The 5 most valuable islands included the 2 World Heritage islands Gough (South Atlantic) and Henderson (South Pacific) that feature unique seabird colonies, and Anegada, Little Cayman, and Guana Island in the Caribbean that feature a unique reptile fauna. This prioritization can be rapidly repeated if new information or techniques become available, and the approach could be replicated elsewhere in the world. The effectiveness and costs of prenatal screening programmes for Down's syndrome using maternal serum markers will vary significantly depending on the biological cut-off values chosen in order to select women, at each maternal age, who will be sent for amniocentesis. On the basis of the first French prospective study of human chorionic gonadotropin (hCG) measurement in maternal serum, this paper shows that the screening protocol currently used in France, where hCG cut-off values are defined in order to offer amniocentesis to women of all ages with a 1 percent fetal risk of Down's syndrome, would detect 64·06 per cent of all cases of trisomy 21 at birth and would be highly profitable for the French social security system. On the basis of a representative sample of 100 000 pregnant women, the total costs of screening would reach $8 302 000 but would generate net potential savings of $32 186 000 in terms of life-long costs of care for trisomic 21 children which would be ‘avoided’ by termination of pregnancy following a positive diagnosis of Down's syndrome. Economic assessment shows that cost-benefit analysis would justify lower hCG cut-off values and a higher detection rate of fetal Down's syndrome (74·45 per cent) than the current French protocol. This paper concludes that it is ethical and value-laden issues, such as the consequences for women and couples of false positives and false negatives of screening, rather than economic and financial arguments that may set limits to the utilization of screening for Down's syndrome using maternal serum markers like hCG.  相似文献

Concentrations of polychlorinated dibenzo-p-dioxins (PCDDs), polychlorinated dibenzofurans (PCDFs), polychlorinated biphenyls (PCBs), and organochlorine pesticides were measured in the serum of a sample of the New Zealand population aged 15 years and older. This was the first study to obtain representative measures of PCDDs, PCDFs and PCBs in the adult population of an entire country. Serum samples were obtained in 1996-1997. Potentially occupationally exposed individuals were excluded. Serum samples were pooled according to stratification criteria for area of residence, ethnicity, age, and sex. Of the 80 possible strata, sufficient serum for chemical analysis was available for 60, to which 1,834 individual samples contributed. For the PCDDs and PCDFs, most 2,3,7,8-chlorinated congeners were measured in all strata, with a mean toxic equivalents concentration across all strata of 12.8 ng TEQ kg(-1) lipid. Seven PCB congeners were frequently measured, including the coplanar congeners #126 and #169, quantified in all strata. Of the pesticides and their metabolites, only beta-HCH, dieldrin and pp'-DDE were consistently detected across strata. There was a general trend of increasing concentration with age. There were no consistent differences between the sexes, or between people of Maori (the indigenous people of New Zealand) and non-Maori ethnicity. Concentrations of PCDDs and PCDFs tended to increase in a North-South direction, possibly reflecting greater levels of industrialization and population concentration, and concentrations of the pesticide products were highest in the South, possibly reflecting historical use patterns. Results were consistent with a recent study of concentrations of these compounds in the milk of first-time mothers.  相似文献

Amendment of a soil slurry with low concentrations of a cyclodextrin, hydroxypropyl-beta-cyclodextrin (HPCD), (0.05-0.5 g l(-1)) increased the phenanthrene mineralization rate of a microbial consortium by 25% under Fe(III)-reducing conditions. Although a higher concentration (5.0 g l(-1)) resulted in a faster initial rate of mineralization, mineralization ceased after 25 days with maximum mineralization 17% lower than the control (no HPCD). At lower HPCD concentrations, mineralization was still taking place at day 76. Although pH should affect Fe(III) solubility, mineralization rates at pH 6.0 and 8.0 were comparable. Decreasing the temperature reduced the extent and rate of mineralization, but mineralization rates at 10 degrees C were still 60% of that obtained at 30 degrees C.  相似文献

This article analyzes interviews with natural resource managers in South East Queensland (SEQ), Australia. The objectives of the research are (i) to apply and test deductive/inductive text analysis methods for constructing a conceptual model of water quality decision-making in SEQ, (ii) to understand the role of information in the decision-making process, and (iii) to understand how to improve adaptive management in SEQ. Our methodology provided the means to quickly and objectively explore interview data and also reduce potential subjective bias normally associated with deductive text analysis methods. At a more practical level, our methodology indicates potential intervention points if one is to influence the decision-making process in the region. Results indicate that relevant information is often ignored in SEQ, with significant consequences for adaptive management. Contextual factors (political, social, and environmental) together with effective communication or lobbying strategies often prevent evidence-based decisions. We propose that in addition to generating information to support decisions, adaptive management also requires an appraisal of the true character of the decision-making process, which includes how stakeholders interact, what information is relevant and salient to management, and how the available information should be communicated to stakeholders and decision-making bodies.

Social learning can be a vital tool in assisting communities to adapt to change. Local governments can be a conduit between the communities they serve and the policy that they are trying to implement. Social learning in this context can be an iterative, often organic process. Based on a case study of coastal planning in South Australia, Australia, this paper presents the results of a qualitative mixed-method approach that documents the aspects of social learning within coastal management and evaluates the various lessons learned by local governments in South Australia. The role of social learning and adaptive governance is discussed. The paper concludes that by deliberatively incorporating the notion of communities of practice into learning frameworks, local governments can more effectively manage their coastal zones in response to global change.  相似文献

Many tropical corals have declined in abundance in the last few decades, and evaluating the causal basis of these losses is critical to understanding how coral reefs will change in response to ongoing environmental challenges. Motivated by the likelihood that marine environments will become increasingly unfavorable for coral growth as they warm and become more acidic (i.e., ocean acidification), it is reasonable to evaluate whether specific phenotypic traits of the coral holobiont are associated with ecological success (or failure) under varying environmental conditions including those that are adverse to survival. Initially, we asked whether it was possible to identify corals that are resistant or sensitive to such conditions by compiling quantitative measures of their phenotypic traits determined through empirical studies, but we found only weak phenotypic discrimination between ecological winners and losers, or among taxa. To reconcile this outcome with ecological evidence demonstrating that coral taxa are functionally unequal, we looked beyond the notion that phenotypic homogeneity arose through limitations of empirical data. Instead, we examined the validity of contemporary means of categorizing corals based on ecological success. As an alternative means to distinguish among functional groups of corals, we present a demographic approach using integral projection models (IPMs) that link organismal performance to demographic outcomes, such as the rates of population growth and responses to environmental stress. We describe how IPMs can be applied to corals so that future research can evaluate within a quantitative framework the extent to which changes in physiological performance influence the demographic underpinnings of ecological performance.  相似文献
