The Bayou Bonfouca hazardous waste site is located in Slidell, Louisiana, approximately 96 kilometers (60 miles) northeast of New Orleans. This site is ranked number 1,006 on the National Priorities List of Superfund sites. The U.S. Environmental Protection Agency (EPA) conducted a remedial investigation in 1986 and determined the primary potential exposure sources to be groundwater, surface waste piles, and contaminated sediment in Bayou Bonfouca. Based on the results of investigations, EPA and the Louisiana Department of Environmental Quality chose a remedy that involves dredging contaminated sediment from the bayou, excavating contaminated waste piles and soil, and incinerating the solid wastes in a transportable incinerator. The site remedy, which included incineration, was specified in the Record of Decision signed in March 1987.

Of the total 142,000 megagrams (Mg) (157,000 tons) of waste to be incinerated, approximately 119,000 Mg (132,000 tons) consist of hazardous sediment from the bayou; 22,600 Mg (25,000 tons) consist of lightly contaminated soils and waste piles, cellulosic materials, and other miscellaneous wastes on the ground. The solid wastes are primarily low heat content sediment and soils and cellulosic materials with polyaromatic hydrocarbon (PAH) concentrations from milligrams per kilogram (parts per million) levels up to two percent. The dredged bayou sediment will be dewatered in six, 115-cubiometer (150-cubic-yard) plate and frame filter presses before processing in the incinerator. A rotary-kiln-based single train incinerator is deployed at Bayou Bonfouca to process the solid waste feed.

On-site pilot studies indicated that the PAHs in groundwater could be removed by on-site pumping, treatment, and discharge of treated effluent to the bayou. The groundwater treatment plant went on-stream in June 1991. Treatment involves oil/water separation, filtration, carbon bed adsorption, and aeration.

IT Corporation-OH Materials, a joint venture, was awarded a contract in May 1991 and a notice to proceed in February 1992 to remediate and restore the Bayou Bonfouca site. The remediation project includes air quality monitoring and controls, site preparation, dredging and excavation, bayou bank stabilization and monitoring, equipment mobilization and erection, the trial burn, incineration, demobilization, and site closure. The project completed a successful trial burn in November 1993, and the commercial operation began in December 1993. The expected duration of the project is 40 months from mobilization to site closure.  相似文献

Dry scrubbing of the flue gas from chemical waste incineration is becoming an increasingly viable alternative to wet scrubbing. This paper discusses the relative advantages and disadvantages of wet and dry scrubbing systems and compares the relative capital and operating costs. The design parameters of the dry scrubbing process are discussed, including reagent atomization, gas dispersion, gas temperatures, and particulate removal. The history of dry scrubbing process applications is discussed, including the successful European hazardous waste systems. Finally, a comparison is made among three very different hazardous waste incinerators in the U.S. that will utilize dry scrubbing systems.  相似文献

Monitoring of contaminant concentrations, e.g., for the estimation of mass discharge or contaminant degradation rates, often is based on point measurements at observation wells. In addition to the problem, that point measurements may not be spatially representative, a further complication may arise due to the temporal dynamics of groundwater flow, which may cause a concentration measurement to be not temporally representative. This paper presents results from a numerical modeling study focusing on temporal variations of the groundwater flow direction. “Measurements” are obtained from point information representing observation wells installed along control planes using different well frequencies and configurations. Results of the scenario simulations show that temporally variable flow conditions can lead to significant temporal fluctuations of the concentration and thus are a substantial source of uncertainty for point measurements. Temporal variation of point concentration measurements may be as high as the average concentration determined, especially near the plume fringe, even when assuming a homogeneous distribution of the hydraulic conductivity. If a heterogeneous hydraulic conductivity field is present, the concentration variability due to a fluctuating groundwater flow direction varies significantly within the control plane and between the different realizations. Determination of contaminant mass fluxes is also influenced by the temporal variability of the concentration measurement, especially for large spacings of the observation wells. Passive dosimeter sampling is found to be appropriate for evaluating the stationarity of contaminant plumes as well as for estimating average concentrations over time when the plume has fully developed. Representative sampling has to be performed over several periods of groundwater flow fluctuation. For the determination of mass fluxes at heterogeneous sites, however, local fluxes, which may vary considerably along a control plane, have to be accounted for. Here, dosimeter sampling in combination with time integrated local water flux measurements can improve mass flux estimates under dynamic flow conditions.  相似文献

Although many leaching methods have been used for various purposes by research groups, industries, and regulators, there is still a need for a simple but comprehensive approach to leaching coal utilization by-products and other granular materials in order to estimate potential release of heavy metals when these materials are exposed to natural fluids. A serial batch characterization method has been developed at the National Energy Technology Laboratory that can be completed in 2–3 days to serve as a screening tool. The procedure provides an estimate of cumulative metals release under varying pH conditions, and leaching the sample at increasing liquid/solid ratios can indicate the rate at which this process will occur. This method was applied to eight fly ashes, adapted to the acidic or alkaline nature of the ash. The leachates were analyzed for 30 elements. The test was run in quadruplicate, and the relative standard deviation (RSD) was used as a measure of method reproducibility. RSD values are between 0.02 and 0.70, with the majority of the RSD values less than 0.3. The serial batch leaching procedure was developed as a simple, relatively quick, yet comprehensive method of estimating the risk of heavy metal release from fly ash when it is exposed to natural fluids, such as acid rain or groundwater. Tests on a random selection of coal fly ashes have shown it to be a reasonably precise method for estimating the availability and long-term release of cations from fly ash.  相似文献

Corruption is a threat to the purpose of humanitarian assistance. Until fairly recently, humanitarian assistance has not been considered an important arena in broader efforts aimed at curbing corruption, and corruption has not always been considered a particularly important concern for humanitarian assistance despite the obviously challenging nature of the context of humanitarian emergencies. Corruption, though, is a threat to humanitarian action because it can prevent assistance from getting to the people who most need it, and because it can potentially undermine public support for such assistance. This paper examines perceptions of corruption and its affects, documents best practices, and outlines gaps in understanding. It suggests recommendations for improving the capacity of humanitarian agencies to prevent and manage the risk of corruption. Agencies have taken steps to combat corruption and improve accountability--downwards and upwards--but scope remains for improvement and for greater sharing of learning and good practice.  相似文献

DOI: 10.1111/j.1752-1688.2011.00635.x Abstract: Public investment in urban stream restoration is growing, yet little has been done to quantify whether its benefits outweigh its cost. The most common drivers of urban stream projects are water quality improvement and infrastructure protection, although recreational and aesthetic benefits are often important community goals. We use standard economic methods to show that these contributions of restoration can be quantified and compared to costs. The approach is demonstrated with a case study in Baltimore, Maryland, a city with a legal mandate to reduce its pollutant load. Typical urban stream restoration costs of US$500-1,200 per foot are larger than the cost of the least expensive alternatives for management of nitrogen loads from stormwater (here, detention ponds, equivalent to $30-120 per foot of restored stream) and for protecting infrastructure (rip-rap armoring of streambanks, at $0-120 per foot). However, the higher costs of stream restoration can in some cases be justified by its aesthetic and recreational benefits, valued using a contingent valuation survey at $560-1,100 per foot. We do not intend to provide a definitive answer regarding the worth of stream restoration, but demonstrate that questions of worth can be asked and answered. Broader application of economic analysis would provide a defensible basis for understanding restoration benefits and for making restoration decisions.  相似文献

Introduction

On August 2006, a cargo ship illegally dumped 500?t of toxic waste containing high concentrations of hydrogen sulphide in numerous sites across Abidjan. Thousands of people became ill. Seventeen deaths were associated with toxic waste exposure.

Materials and methods

This study reports on environmental and health problems associated with the incident. A cross-sectional transect study was conducted in five waste dumping site areas.

Results

Of the households, 62.1% (n?=?502) were exposed to the effects of the pollutants and 51.1% of the interviewed people (n?=?2,368) in these households showed signs of poisoning. Most important symptoms were cough (37.1%), asthenia (33.1%), pruritus (29.9%) and nausea (29.1%).

Discussion

The health effects showed different frequencies in the five waste impact sites. Among the poisoned persons, 21.1% (n?=?532) presented symptoms on the survey day (i.e., 4?months after incident). Transect sampling allowed to determine a radius of vulnerability to exposure of up to 3?km from the point of toxic waste disposal.

Conclusion

The area of higher vulnerability is influenced by various environmental factors, such as size and severity of pollution site, duration of toxic waste pollution on the impact site and locally climatic conditions. The surveillance of effects on environment and human health is warranted to monitor the development.  相似文献

The Abnormal Situation Management® (ASM®) Consortium (This research study was sponsored by the Abnormal Situation Management (ASM) Consortium. ASM® and Abnormal Situation Management® are registered trademarks of Honeywell International, Inc.) funded a study to investigate common failure modes and root causes associated with operations practices. The study team analyzed 20 public and 12 private incident reports using the TapRoot® methodology to identify root causes. These root causes were mapped to operations practice failures. This paper describes the top ten operations failure modes identified in the analysis. Specific recommendations include how to analyze plant incident reports to better understand the sources of systemic failures and improve plant operating practices.  相似文献

Changes in landownership associated with amenity migration are affecting the demographic, cadastral and ecological conditions of rural landscapes. These changes and concerns about their impacts on natural resource management, including ecological conservation, relate to both the structural consequences of landownership change, land subdivision and to the motivations, management ability and attitudes of lifestyle oriented rural landowners. Based on an Australian case study near Sydney, NSW, this paper examines the motivations and practices of such landowners, assesses potential consequences for vegetation and characterises the landowners according to three stewardship types.  相似文献
