Passive alcohol sensors (PAS) are screening devices designed to sample nonintrusively the ambient air around a driver's mouth to determine the presence of alcohol. Studies have shown that PAS devices can aid police officers in the identification of unpaired drivers, particularly at sobriety checkpoints. Data from a 1996 nationwide survey, in which 5,392 drivers were evaluated for alcohol using both the PAS III (a passive sensor housed in a flashlight) and evidential breath test devices, have allowed the determination of appropriate criteria at various blood alcohol concentrations (BAC) for detecting impaired drivers in the field. Using the appropriate criteria, the PAS III can identify about 75% of the drivers with BACs at or above 0.10%, and 70% at or above 0.08%. This is a vast improvement over the 40-50% detection rate currently achieved by police officers at checkpoints not using sensors. Using the PAS III few drivers would be identified inappropriately. At the criterion recommended for detecting BACs at or above 0.08%, about 14% of drivers with BACs of 0.02-0.05% would be incorrectly identified as having a higher BAC. Field studies have shown that when police officers rely on observation alone about 20% of drivers with low BACs are detained for further evaluation. More widespread use of passive sensors by police officers would aid in the detection of drinking drivers. Sensors also could provide an additional deterrent to the general public if they believe that when stopped by the police after drinking they will be detained for further evaluation.  相似文献

Parents of 15 year-olds in Florida and Connecticut were first interviewed in 1996 about their views concerning new licensing requirements in their states. Connecticut had introduced a 6-month learner's permit requirement, effectively increasing the licensing age from 16 years to 16 years, 6 months (16 years, 4 months with driver education). Florida enacted a 6-month learner's permit period plus a night driving restriction for 16 and 17 year-olds. In 1996, parents were very supportive of the new requirements, particularly the minimum permit period and nighttime restrictions, even though they recognized they would be inconvenienced to some extent. The same parents were interviewed again in 1999, after most of their teenagers had obtained driver's licenses, and were even more supportive than before of the additional restrictions. Few parents reported that the laws inconvenienced them, and less than 20 percent said the laws had made it harder for their teenagers to get jobs. Furthermore, many were in favor of additional requirements, such as teenage passenger restrictions, not currently part of their states” laws. These findings should encourage other states to proceed with graduated licensing systems or to augment systems already in place.  相似文献

Abstract: Climate change poses a particular threat to species with fragmented distributions and little or no capacity to migrate. Assisted colonization, moving species into regions where they have not previously occurred, aims to establish populations where they are expected to survive as climatic envelopes shift. However, adaptation to the source environment may affect whether species successfully establish in new regions. Assisted colonization has spurred debate among conservation biologists and ecologists over whether the potential benefits to the threatened species outweigh the potential disruption to recipient communities. In our opinion, the debate has been distracted by controversial examples, rather than cases where assisted colonization may be a viable strategy. We present a strategic plan for the assisted migration of tuatara (Sphenodon punctatus), an endemic New Zealand reptile. The plan includes use of extant populations as reference points for comparisons with assisted‐colonization populations with respect to demography, phenotypic plasticity, and phenology; optimization of genetic variation; research to fill knowledge gaps; consideration of host and recipient communities; and inclusion of stakeholders in the planning stage. When strategically planned and monitored, assisted colonization could meet conservation and research goals and ultimately result in the establishment of long‐term sustainable populations capable of persisting during rapid changes in climate.  相似文献

Abstract:  The U.S. Endangered Species Act (ESA) allows listing of subspecies and other groupings below the rank of species. This provides the U.S. Fish and Wildlife Service and the National Marine Fisheries Service with a means to target the most critical unit in need of conservation. Although roughly one-quarter of listed taxa are subspecies, these management agencies are hindered by uncertainties about taxonomic standards during listing or delisting activities. In a review of taxonomic publications and societies, we found few subspecies lists and none that stated standardized criteria for determining subspecific taxa. Lack of criteria is attributed to a centuries-old debate over species and subspecies concepts. Nevertheless, the critical need to resolve this debate for ESA listings led us to propose that minimal biological criteria to define disjunct subspecies (legally or taxonomically) should include the discreteness and significance criteria of distinct population segments (as defined under the ESA). Our subspecies criteria are in stark contrast to that proposed by supporters of the phylogenetic species concept and provide a clear distinction between species and subspecies. Efforts to eliminate or reduce ambiguity associated with subspecies-level classifications will assist with ESA listing decisions. Thus, we urge professional taxonomic societies to publish and periodically update peer-reviewed species and subspecies lists. This effort must be paralleled throughout the world for efficient taxonomic conservation to take place.  相似文献

Abstract:  The impacts of potential linear barriers such as roads, highways, and power lines on rainforest fauna are poorly understood. In the central Brazilian Amazon, we compared the frequency of local movements (≤300 m long) of understory birds within intact forest and across a 30- to 40-m-wide road over a 2-year period. Rainforest had regenerated along some road verges, to the extent that a nearly complete canopy was formed in some areas, so we also assessed whether this facilitated bird movement. Movement data were determined from 1212 recaptures of 3681 netted birds at six study sites. The road significantly inhibited total bird movement across roads at five of the six sites. Bird foraging guilds varied in their responses to the road and different ages of regrowth. Movements of frugivorous and edge and gap species were not inhibited at any site, whereas most forest-dependent insectivores (mixed-species flocks, terrestrial species, and army-ant followers) had markedly inhibited road-crossing movements, except at sites with extensive regrowth. Solitary understory species were especially vulnerable, rarely crossing even roads overgrown by tall regrowth. For sensitive species, road-crossing movements were inhibited because individuals tended to avoid both edge-affected habitat near the road and the road clearing itself. Our results suggest that even narrow roads with low traffic volumes can reduce local movements of many insectivorous birds in Amazonia.  相似文献

Abstract:  Recent population expansion of Barred Owls (  Strix varia ) into western North America has led to concern that they may compete with and further harm the Northern Spotted Owl (  S. occidentalis caurina ), which is already listed as threatened under the U.S. Endangered Species Act (ESA). Because they hybridize, there is a legal need under the ESA for forensic identification of both species and their hybrids. We used mitochondrial control-region DNA and amplified fragment-length polymorphism (AFLP) analyses to assess maternal and biparental gene flow in this hybridization process. Mitochondrial DNA sequences (524 base pairs) indicated large divergence between Barred and Spotted Owls (13.9%). Further, the species formed two distinct clades with no signs of previous introgression. Fourteen diagnostic AFLP bands also indicated extensive divergence between the species, including markers differentiating them. Principal coordinate analyses and assignment tests clearly supported this differentiation. We found that hybrids had unique genetic combinations, including AFLP markers from both parental species, and identified known hybrids as well as potential hybrids with unclear taxonomic status. Our analyses corroborated the findings of extensive field studies that most hybrids genetically sampled resulted from crosses between female Barred Owls and male Spotted Owls. These genetic markers make it possible to clearly identify these species as well as hybrids and can now be used for research, conservation, and law enforcement. Several legal avenues may facilitate future conservation of Spotted Owls and other ESA-listed species that hybridize, including the ESA similarity-of-appearance clause (section 4[e]) and the Migratory Bird Treaty Act. The Migratory Bird Treaty Act appears to be the most useful route at this time.  相似文献

Abstract:  We measured the net progress of land reform in achieving a national policy goal for biodiversity conservation in the context of ongoing clearing of native vegetation and additions of land to a highly nonrepresentative (residual) reserve network, interior South Island, New Zealand. We used systematic conservation-planning approaches to develop a spatially explicit index of risk of biodiversity loss (RBL). The index incorporated information from national data sets that describe New Zealand's remaining indigenous land cover, legal protection, and land environments and modeled risk to biodiversity on the basis of stated assumptions about the effects of past habitat loss and legal protection. The index identified irreplaceable and vulnerable native habitats in lowland environments as the most at risk of biodiversity loss, and risk was correlated with the density of threatened plant records. To measure achievement, we used changes in the index that reflected gains made and opportunity costs incurred by legal protection and privatization. Application of the index to measure the difference made by land reform showed it had caused a net increase in the risk of biodiversity loss because most land vulnerable to habitat modification and rich in threatened plant species was privatized and land at least risk of biodiversity loss was protected. The application revealed that new high-elevation reserves did little to mitigate biodiversity decline, that privatization of low-elevation land further jeopardized the most vulnerable biodiversity in lowland native habitats, and that outcomes of land reform for biodiversity deteriorated over time. Further development of robust achievement measures is needed to encourage more accountable biodiversity conservation decisions.  相似文献
