We propose that strengths of character are a neglected but critically important resource for organizations. / In 1997, Oregon enacted amendments to its state hazardous waste site cleanup law which emphasize risk-based remedial action decisions. In a departure from US EPA practice, the amended statute and associated rules require that protection of ecological receptors occur at the population level for all plants and animals not listed as threatened or endangered. By rule, the acceptable risklevel for populations of ecological receptors is a 10% or less chance that 20% or more of the total local population would receive an exposure greater than the toxicity reference value for a hazardous substance. This paper describes a practical procedure for performing population-level ecological risk assessments using a combination of relatively simple techniques. The procedure involves: (1) establishing a distribution of exposures and a contaminant-specific toxicity reference value, either as a point value or a distribution, for an individual receptor, (2) estimating the abundance of these receptors within their local populations, (3) estimating the probability of an individual receptor experiencing an exposure in excess of the toxicity reference value, (4) estimating the number of individual receptors in the local population likely to experience an exposure above the toxicity reference value greater than 10% of the time, and (5) determining whether this number is greater than 20% of the total local population.  相似文献

While greenhouse gas (GHG) emissions are projected to rise primarily in the developing countries, the potential for developing new GHG mitigation technologies exists primarily in the industrialized countries. It is thus important, not only for predictions about future emission paths but also for climate change mitigation policies, to understand how the international diffusion of such technologies takes place and how it affects the energy infrastructure and GHG emissions in developing countries. This paper provides an overview of the channels through which these technologies diffuse and focuses on the empirical evidence pertaining to the effects these technologies have on GHG emissions in developing countries.

Triclosan (TCS) is an antimicrobial agent widely used in many personal care products. This study investigated the occurrence of TCS in effluents, biosolids and surface waters, and its fate in wastewater treatment plants (WWTPs). The aqueous concentrations of TCS in nineteen effluents from Australian WWTPs ranged from 23 ng/L to 434 ng/L with a median concentration of 108 ng/L, while its concentrations in nineteen biosolids ranged from 0.09 mg/kg to 16.79 mg/kg on dry weight basis with a median concentration of 2.32 mg/kg. The removal rates for TCS in five selected WWTPs were found to range between 72% and 93%. Biological degradation was believed to be the predominant removal mechanism for TCS in the WWTPs. However, adsorption onto sludge also played a significant role in the removal of TCS in the WWTPs. TCS at concentrations up to 75 ng/L was detected in surface waters (outfall, upstream, and downstream) from five rivers receiving effluent discharge from WWTPs. Preliminary risk assessment based on the worst-case scenario showed that the TCS concentrations in surface waters might lead to risks to aquatic organisms such as algae. Based on the TCS levels in the biosolids, application of biosolids on agricultural land may also cause adverse effects in the soil environment.  相似文献

The Kyoto Protocol on global warming has provoked great controversy in part because it calls for heavier burdens on wealthy countries than on developing countries in the effort to control climate change. The U.S. Senate voted unanimously to oppose any agreement that does not require emissions reductions in low-income countries. The ethics of this position are examined in this paper which shows that there are good moral reasons for supporting the provisions of the Kyoto Protocol. Such a conclusion follows easily from considerations of distributive justice but can also be supported by more narrowly self-interested arguments. Biodegradation of toluene vapour was investigated for 168 days in a polyurethane packed biofilter inoculated with a mixed microbial population. Biofilter consisted of five square cross-section modular units each of size 0.16 m × 0.16 m × 0.20 m and filled with the polyurethane foam cubes up to a height of 0.15 m. Inlet concentration of toluene was varied from 0.04 to 2.5 g m?3 and the volumetric flow rate of toluene loaded air from 0.06 to 0.90 m3 h?1.Depending upon initial loading rates, removal efficiency ranging from 68.2 to 99.9% and elimination capacity ranging from 10.85 to 90.48 g h?1 m?3 were observed during steady state operations. More than 90% removal efficiency was observed up to an inlet loading rate of 76.3 g h?1 m?3. High carbon recovery (>90%) indicated effective biodegradation in the bed. Low variation of pH (7.2–8.8) and pressure drop (45.8–76.3 Pa) was observed. The stability of the biomass was evident from the fast response of the biofilter to shutdown and restartup.  相似文献

Popularity of herbal drugs is increasing all over the world because of lesser side effects as compared to synthetic drugs. Besides, it costs less and easily available to poor people particularly in developing countries. But quality assurance of herbal drugs is very necessary prior to its use. Because in today's polluted environment, even herbal drugs are not safe. Berberis spp. is very important medicinal plant, having various medicinal properties. It is also included in Indian and British pharmacopoeias. Its demand is quite high in herbal drug market. So, to check the quality of market samples of this drug, ten different samples were procured from different drug markets of India for heavy metal estimation. Besides, genuine samples of four species of Berberis viz. B. aristata, B. chitria, B. lycium, B. asiatica were also collected from natural habitats to compare heavy metal concentration in both market and genuine samples. It was found that market samples were much more contaminated than genuine samples. Lead (Pb) concentration is far beyond from WHO permissible limit (10 ppm) for herbal drugs, reaching to maximum 49.75 ppm in Amritsar market sample. Likewise, concentration of all other metals like Cd, Cr and Ni were also very high in market samples as compared to genuine samples.  相似文献

Many frameworks have been used to identify environmental flows for sustaining river ecosystems or specific taxa in the face of widespread flow alteration. However, these frameworks largely focus on identifying suitable flows and often ignore the important links between management actions, resulting flows, and valued ecosystem or social responses. Structured decision making (SDM) could assist the comparison of environmental flows by providing a mature framework to link management actions to objectives via environmental flow science. We describe SDM and illustrate its application using a case study focused on comparing environmental flow scenarios for the mainstem Willamette River, Oregon. In a short timeframe, SDM was applied to identify objectives, develop empirical and expert opinion‐based models, and compare flow scenarios while accounting for interannual flow variability and partial controllability. No scenario was clearly preferred based on available knowledge, largely because river flows could only be partially controlled through dam operations. Participants agreed that SDM was useful for comparing alternative dam operations, but that refined predictive models and additional objectives were needed to better inform basinwide flow decisions. In our view, SDM can provide more realistic comparisons of environmental flows by accounting for partial controllability and uncertainty, which may result in greater implementation of available flow management actions.  相似文献
