The expansion of protected areas is a critical component of strategies to promote the continued existence of biodiversity (i.e., life at all levels of biological organization) as climate changes, but scientific, social, and economic uncertainties associated with climate change are some of the major obstacles preventing such expansion. New models of climate change and species distribution and new methods of conservation planning now make it possible to explore the uncertainties associated with climate changes and species responses. Yet few reliable estimates of the costs of expanding protected areas and methods for determining these costs exist, largely because of the many (and uncertain) determinants of these costs. We developed a cost-accounting model to estimate the range in costs of various options for expanding protected areas and to explore the variables that drive these costs. Model development was informed by an existing plan to expand protected areas in the Cape Floristic Region of South Africa to address species conservation under a scenario of climate change. The 50-year present value of total costs varied from US$260 million ($1077/ha) for an off-reserve option that involves agreements with landowners and no compensation of forgone production and associated revenue to $1020 million ($4228/ha) for an on-reserve option that involves land acquisition and protection. The costs of acquiring land or compensating landowners for forgone production and development opportunities were the major drivers of the total costs across all options because most of the area identified in the protected-area expansion plan consisted of urban and high-quality agricultural lands. Total costs were also affected by changes in protected area extent and discount rate. Model-generated outputs such as these may be useful for informing implementation strategies and the allocation of future efforts in monitoring, data collection, and model development.  相似文献

ABSTRACT: Hydraulic geometry relationships, or regional curves, relate bankfull stream channel dimensions to watershed drainage area. Hydraulic geometry relationships for streams throughout North Carolina vary with hydrology, soils, and extent of development within a watershed. An urban curve that is the focus of this study shows the bankfull features of streams in urban and suburban watersheds throughout the North Carolina Piedmont. Seventeen streams were surveyed in watersheds that had greater than 10 percent impervious cover. The watersheds had been developed long enough for the streams to redevelop bankfull features, and they had no major impoundments. The drainage areas for the streams ranged from 0.4 to 110.3 square kilometers. Cross‐sectional and longitudinal surveys were conducted to determine the channel dimension, pattern, and profile of each stream and power functions were fitted to the data. Comparisons were made with regional curves developed previously for the rural Piedmont, and enlargement ratios were produced. These enlargement ratios indicated a substantial increase in the hydraulic geometry for the urban streams in comparison to the rural streams. A comparison of flood frequency indicates a slight decrease in the bankfull discharge return interval for the gaged urban streams as compared to the gaged rural streams. The study data were collected by North Carolina State University (NCSU), the University of North Carolina at Charlotte (UNC), and Charlotte Storm Water Services. Urban regional curves are useful tools for applying natural channel design in developed watersheds. They do not, however, replace the need for field calibration and verification of bankfull stream channel dimensions.  相似文献

ABSTRACT: The vertical hydraulic conductivity for upward and downward flow conditions was investigated under controlled laboratory conditions for intact cores of organic sediments from two south Florida wetlands ‐ one cypress dome and one emergent marsh. A modified falling head permeameter apparatus was constructed for this effort; the methodology for analyzing the data from the apparatus was generalized and simplified from a previously published version. For the two study wetlands, the hydraulic conductivity in the downward flow direction varied from 77 to 89 percent of that in the upward flow direction.  相似文献

Low impact development (LID) and other land development methods have been presented as alternatives to conventional storm water management and site design. Low impact development encourages land preservation and use of distributed, infiltration‐based storm water management systems to minimize impacts on hydrology. Such systems can include shallow retention areas, akin to natural depression storage. Other approaches to land development may emphasize land preservation only. Herein, an analysis of four development alternatives is presented. The first was Traditional development with conventional pipe/pond storm water management and half‐acre lots. The second alternative was Cluster development, in which implementation of the local cluster development ordnance was assumed, resulting in quarter‐acre lots with a pipe/pond storm water management system and open space preservation. The “Partial” LID option used the same lot layout as the Traditional option, with a storm water management system emphasizing shallow depression storage. The “Full” LID used the Cluster site plan and the depression storage‐based storm water management system. The alternatives were compared to the hydrologic response of existing site conditions. The analysis used two design storms and a continuous rainfall record. The combination of land preservation and infiltration‐based storm water management yielded the hydrologic response closest to existing conditions, although ponds were required to control peak flows for the design storms.  相似文献

Glycogen is conventionally viewed as an energy reserve that can be rapidly mobilized for ATP production in higher organisms. However, several studies have noted that glycogen with short average chain length in some bacteria is degraded very slowly. In addition, slow utilization of glycogen is correlated with bacterial viability, that is, the slower the glycogen breakdown rate, the longer the bacterial survival time in the external environment under starvation conditions. We call that a durable energy storage mechanism (DESM). In this review, evidence from microbiology, biochemistry, and molecular biology will be assembled to support the hypothesis of glycogen as a durable energy storage compound. One method for testing the DESM hypothesis is proposed.  相似文献

Tropospheric ozone (O3) and particulate matter (PM) are pollutants of great concern to air quality managers. Federal standards for these pollutants have been promulgated in recent years because of the known adverse effects of the pollutants on human health, the environment, and visibility. Local meteorological conditions exert a strong influence over day-to-day variations in pollutant concentrations; therefore, the meteorological signal must be removed in order for air quality planners and managers to examine underlying emissions-related trends and make better air quality management decisions for the future. Although the Kolmogorov-Zurbenko (KZ) filter has been widely used for this type of trend separation in O3 studies in the eastern United States, this article aims to extend the method in three key ways. First, whereas the KZ filter is known as a useful tool for O3 analysis, this study also evaluates its effectiveness when applied to PM. Second, the method was applied to Tucson, AZ, a city in the semi-arid southwestern United States (Southwest), to evaluate the appropriateness of the method in a region with weaker synoptic weather controls on air quality than the eastern United States. Third, additional forms of output were developed and tailored to be more applicable to decision-makers' needs through a partnership between academic researchers and air quality planners and managers. Results of the study indicate that the KZ filter is a useful method for examining emissions-related PM trends, resulting in small, but potentially significant, differences after adjustment. For the Tucson situation with weaker synoptic controls, the KZ method identified mixing height as a more important variable than has been found in other cities.  相似文献

By analyzing how the largest CO2 emitting electricity-generating region in the United States, the East Central Area Reliability Coordination Agreement (ECAR), responds to hypothetical constraints on greenhouse gas emissions, the authors demonstrate that there is an enduring role for post-combustion CO2 capture technologies. The utilization of pulverized coal generation with carbon dioxide capture and storage (PC + CCS) technologies is particularly significant in a world where there is uncertainty about the future evolution of climate policy and in particular uncertainty about the rate at which the climate policy will become more stringent. The paper's analysis shows that within this one large, heavily coal-dominated electricity-generating region, as much as 20–40 GW of PC + CCS could be operating before the middle of this century. Depending upon the state of PC + CCS technology development and the evolution of future climate policy, the analysis shows that these CCS systems could be mated to either pre-existing PC units or PC units that are currently under construction, announced and planned units, as well as PC units that could continue to be built for a number of decades even in the face of a climate policy. In nearly all the cases analyzed here, these PC + CCS generation units are in addition to a much larger deployment of CCS-enabled coal-fueled integrated gasification combined cycle (IGCC) power plants. The analysis presented here shows that the combined deployment of PC + CCS and IGCC + CCS units within this one region of the U.S. could result in the potential capture and storage of between 3.2 and 4.9 Gt of CO2 before the middle of this century in the region's deep geologic storage formations.  相似文献

The “Teepee” type wood residue incinerator, similar to many other sources, requires sampling at the point where the emissions enter the atmosphere. Because the location of the emission point is hazardous and unpleasant for the operation of a sampling probe, a portable, tilt-up column was developed which permitted installation, operation, and retrieval of the sampling train from ground level. The sampling train developed permitted determination of the size distribution and weight of the particulate emitted by this highly variable source.  相似文献
