Towards a Duty of Care for Biodiversity   总被引:1,自引:1,他引:0  
The decline in biodiversity is a worldwide phenomenon, with current rates of species extinction more dramatic than any previously recorded. Habitat loss has been identified as the major cause of biodiversity decline. In this article we suggest that a statutory duty of care would complement the current mix of policy options for biodiversity conservation. Obstacles hindering the introduction of a statutory duty of care include linguistic ambiguity about the terms ‘duty of care’ and ‘stewardship’ and how they are applied in a natural resource management context, and the absence of a mechanism to guide its implementation. Drawing on international literature and key informant interviews we have articulated characteristics of duty of care to reduce linguistic ambiguity, and developed a framework for implementing a duty of care for biodiversity at the regional scale. The framework draws on key elements of the common law ‘duty of care’, the concepts of ‘taking reasonable care’ and ‘avoiding foreseeable harm’, in its logic. Core elements of the framework include desired outcomes for biodiversity, supported by current recommended practices. The focus on outcomes provides opportunities for the development of innovative management practices. The framework incorporates multiple pathways for the redress of non-compliance including tiered negative sanctions, and positive measures to encourage compliance. Importantly, the framework addresses the need for change and adaptation that is a necessary part of biodiversity management.  相似文献

A simple but reliable procedure was developed to analyze dimethyl sulfoxide (DMSO) in wastewater. The isotope DMSO_d6 was used as the internal standard to ensure accuracy. The DMSO was reduced with stannous chloride and measured as dimethyl sulfide (DMS) with purge-and-trap gas chromatography/mass spectrometry. The method detection limit was at the sub-microgram-per-milliliter level; precision, as measured by standard deviation, was better than +/- 0.5%; and the recoveries were between 95 and 105% at the level of 2 microg/mL. The procedure could use standard analytical instrumentation used for volatile organic compound analysis. A field study was conducted to validate the method and quantify DMSO concentration range in the three water pollution control plants (WPCPs) in the city of Philadelphia, Pennsylvania. Results showed that, when a local chemical facility discharged, DMSO concentration could be as high as 12 mg/L in the influent to a WPCP. This would lead to the formation of a toxic "canned corn" DMS odor during the treatment processes.  相似文献

During 1980–1981, a study was conducted of worker training and education in occupational safety and health in Canada, Great Britain, Sweden, France, the Federal Republic of Germany, and the United States. This article is the second in a four-part series of the findings of this study. Part one discussed the genesis of the study and the study design, reported on the training requirements of the occupational safety and health legislation in each of the six countries, and considered the implications of this legislation for worker training and education. Part one also included information on how each country is organized to carry out worker training and education in occupational safety and health. Part two discusses the role perceived for worker training and education as an occupational injury and illness countermeasure and identifies and describes the major components of the occupational safety and health training infrastructure in each country in the study. Part three will report on course design, construction, delivery, evaluation, and costs. Part four will provide synopses of worker training and education for selected subsets of the worker population, e.g., migrant workers, nonorganized workers, employees of small business establishments, and employees of the federal or central government. Worker training and education programs will also be discussed for the following industries: construction, marine cargo handling (longshoring), and petroleum refining and related industries.  相似文献

Summary The problems faced by business as a result of the growth of the environmental agenda are described. The consequence this has on investment decisions is outlined and the trend, largely induced by present day investment appraisal techniques, for adopting end-of-pipe rather than Clean technology solutions is explained. A solution to this reactive investment approach is described by way of the Paras model. This adopts a holistic and practical approach and considers the special nature of environmental investments throughout all stages of the analysis. By objectively incorporating a measure for uncertainty within the analysis it adds considerable value and rationality to the decision-making process. The collaborative research project between the University of Surrey and Paras Ltd is described. This is run under the Engineering Doctorate programme and aims to develop a multicriteria decision tool to support the parallel quantification of the environmental and financial performance of investment projects.Graham Earl is a research engineer with the Engineering Doctorate (EngD) programme and is sponsored by the University of Surrey and Paras Ltd. ABSTRACT: Most herbicides applied to crops are adsorbed by plants or transformed (degraded) in the soil, but small fractions are lost from fields and either move to streams in overland runoff, near surface flow, or subsurface drains, or they infiltrate slowly to ground water. Herbicide transformation products (TPs) can be more or less mobile and more or less toxic in the environment than their source herbicides. To obtain information on the concentrations of selected herbicides and TPs in surface waters of the Midwestern United States, 151 water samples were collected from 71 streams and five reservoir outflows in 1998. These samples were analyzed for 13 herbicides and 10 herbicide TPs. Herbicide TPs were found to occur as frequently or more frequently than source herbicides and at concentrations that were often larger than their source herbicides. Most samples contained a mixture of more than 10 different herbicides or TPs. The ratios of TPs to herbicide concentrations can be used to determine the source of herbicides in streams. Results of a two‐component mixing model suggest that on average 90 percent or more of the herbicide mass in Midwestern streams during early summer runoff events originates from the runoff and 10 percent or less comes from increased ground water discharge.  相似文献

ABSTRACT: The cost of the liquid wast treatment measures required to meet federal as well as typical state and local regulations was examined for dairy processing plants of various sizes. Federal effluent standards were found to produce higher estimated capital costs per unit of raw material for smaller plants, even with relaxed requirements for smaller plants. State regulations limiting the effluent BOD5- concentration were also found to result in inequitable costs for smaller processors. These inequities result from economies of scale and not such factors as level of process technology employed or amount of waste produced per unit of raw material. In contrast, applying an example sewer surcharge formula did not produce inequities from economies of scale.  相似文献

Di-n-pentyl phthalate (DPP) is used mainly as a plasticizer in nitrocellulose. At high doses, DPP acts as a potent testicular toxicant in rats. We administered a single oral dose of 500 mg kg−1 bw of DPP to adult female Sprague-Dawley rats (N = 9) and collected 24-h urine samples 1 d before and 24- and 48-h after DPP was administered to tentatively identify DPP metabolites that could be used as exposure biomarkers. At necropsy, 48 h after dosing, we also collected serum. The metabolites were extracted from urine or serum, resolved with high performance liquid chromatography, and detected by mass spectrometry. Two DPP metabolites, phthalic acid (PA) and mono(3-carboxypropyl) phthalate (MCPP), were identified by using authentic standards, whereas mono-n-pentyl phthalate (MPP), mono(4-oxopentyl) phthalate (MOPP), mono(4-hydroxypentyl) phthalate (MHPP), mono(4-carboxybutyl) phthalate (MCBP), mono(2-carboxyethyl) phthalate (MCEP), and mono-n-pentenyl phthalate (MPeP) were identified based on their full scan mass spectrometric fragmentation pattern. The ω − 1 oxidation product, MHPP, was the predominant urinary metabolite of DPP. The median urinary concentrations (μg mL−1) of the metabolites in the first 24 h urine collection after DPP administration were 993 (MHPP), 168 (MCBP), 0.2 (MCEP), 222 (MPP), 47 (MOPP), 26 (PA), 16 (MPeP), and 9 (MCPP); the concentrations of metabolites in the second 24 h urine collection after DPP administration were significantly lower than in the first collection. We identified some urinary metabolic products in the serum, but at much lower levels than in urine. Because of the similarities in metabolism of phthalates between rats and humans, based on our results and the fact that MHPP can only be formed from the metabolism of DPP, MHPP would be the most adequate DPP exposure biomarker for human exposure assessment. Nonetheless, based on the urinary levels of MHPP, our preliminary data suggest that human exposure to DPP in the United States is rather limited.  相似文献
