This paper is responsive to needs to describe and predict the environmental effects from power plant cooling ponds. A study was made to determine atmospheric and pond surface conditions required for steam fog to occur from power plant cooling ponds, to define the dimensions of the fog, and to collect data on deposition of ice. Data, collected principally at the 4-Corners Plant over a three-year period, included water surface temperature, ambient meteorological conditions and occurrence and magnitude of steam fog and ice deposition. With strong winds, the fog extended onshore without lifting. With light winds, the fog extended some distance onshore but then lifted to form stratus. With almost calm winds, the steam fog lifted over the pond and drifted downwind as stratus. Steam fog was observed in winds to 28 mph, air-water temperature differences from 21.5° to 68°F and in atmospheric stability categories C, D, E, and F. A fog index number, Ar/(es — ea)°F/mbs, was defined and used for data interpretation, where Ar is temperature of water less temperature of ambient air, es is the saturation vapor pressure of the ambient air and ea is the actual vapor pressure of the ambient air. The probability of occurrence of steam fog as a function of the fog index number varied from 0.04 for an index number less than 10 to 1.00 for an index number greater than 90. From the data, if fog occurred, its extent along the ground was ≥100 feet 88% of the time, ≥500 feet 35% of the time, ≥1000 feet 18% of the time, and ≥5000 feet 12% of the time. If stratus occurred its extent above ground was ≥1 mile 91% of the time, ≥5 miles 55% of the time and ≥10 miles 36% of the time. Measurements showed that steam fog droplet sizes predominate in the 10 micron diameter size. Values of liquid water content up to 0.20 g/m3 were reported. In order to quantify the relationship among different sediment parameters for Kentucky streams, long‐term records were obtained from the National Water Information System of the U.S. Geological Survey. Suspended‐sediment concentration (SSC), the parameter traditionally measured and reported by the U.S. Geological Survey, was statistically compared to turbidity and total suspended solids (TSS), two parameters that are considered surrogate data. A linear regression of log‐transformed observations was used to estimate SSC from TSS; 72% of TSS observations were less than coincident SSC observations; however, the estimated SSC values were almost as likely to be overestimated as underestimated. The SSC‐turbidity relationship also used log‐transformed observations, but required a nonlinear, breakpoint regression that separated turbidity observations ≤6 nephelometric turbidity units. The slope for these low turbidity values was not significantly different than zero, indicating that low turbidity observations provide no real information about SSC; in the case of the Kentucky sediment record, this accounts for 30% of the turbidity observations. 相似文献
This article investigates the determinants of plan implementation by applying a recently‐developed Plan Implementation Evaluation methodology. The lack of methodology to assess the implementation of plans has so far precluded any systematic analysis of the determinants of the implementation of local environmental plans. The article focuses on the implementation of plans in New Zealand. The key factors of implementation are: the quality of the plan; the capacity and commitment of land developers to implement plans; the capacity and commitment of the staff and leadership of planning agencies to implement plans; and the interactions between developers and the agency. The analysis is based on 353 permits implementing six local environmental plans in New Zealand, and on surveys of the developers who obtained the permits and of the planning agencies that granted the permits. The analysis finds that plan implementation is mainly driven by the resources of the planning agencies and by the quality of the plans, rather than by the characteristics of developers. Investments in plan writing and agency and staff capacity building thus improve the implementation of plans in the long‐run. 相似文献
Broad beans (Vicia faba L.), cultured hydroponically were supplied with 100 g mL–1 copper or 50 g mL–1 cadmium in nutrient solution. Samples of plant material from both nutrient regimes were analysed before and after infestation by the black bean aphid (Aphis fabae Scop.). Heavy aphid infestation resulted in a significant reduction in copper content of shoots in comparison with uninfested plants. A similar, but less well- defined, situation occurred in the case of cadmium.Further investigations examined the effects of different levels of aphid infestation on the above phenomena. In all cases the presence of feeding aphids reduced elemental accumulation in plant shoots. Long term infestation with population densities as low as three adult aphids showed a reduction in shoot copper and cadmium content. 相似文献
Higher plants which can survive flooding have certain ecological and biochemical similarities with diving reptiles, birds, and mammals. The ecological similarities arise from the fact that these wet-land plants and diving animals are all terrestrial organisms which have re-entered the aquatic habitat as a retreat or ecological refuge free from interference by dry-land species. To survive in the wet-land or aquatic habitat species of terrestrial origin have to restrict their metabolic rate in the absence of oxygen and exploit a wide range of metabolic products to aid proton disposal and avoid the dangers of cell toxicity due to the accumulation of an excessive oxygen debt. In some plants metabolic adaptation to anoxia (low oxygen supply) resembles that found in animal parasites. It is a striking example of metabolic co-evolution that the retreat of so many terrestrial species of both plants and animals back to the low-oxygen habitat has been made possible by the exploitation of similar biochemical control mechanisms and pathways. 相似文献
With growing evidence on how climate change impacts human health, public health agencies should develop adaptation programs
focused on the impacts predicted to affect their jurisdictions. However, recent research indicates that public health agencies
in the United States have done little to prepare the public for predicted climate change impacts, largely due in response
to a lack of resources and priority. This study surveyed Environmental Health (EH) Directors across the United States to determine
the extent to which individual level attitudes and beliefs influence the adoption of climate change adaptation programming
in a department. The results indicate that an EH Director’s perception of the health risk posed by climate change explained
27% of the variance in the number of climate change impacts being addressed. Furthermore, the study found that environmental
attitude and political views made strong, unique contributions in explaining the variance in risk perception. The results
provide evidence that individual-level attitudes and beliefs, as well as organizational-level barriers influence the adoption
of climate change adaptation programs in public health agencies. As a result, increasing EH Directors’ perception of risk
by highlighting the likelihood and severity of localized impacts may increase the adoption of adaptation programming despite
existing organizational barriers (e.g., lack of resources). Given the fact that risk perception has been shown to influence
behavior across cultures, these findings are also useful for understanding the influence of individual decision makers on

Human activities are important drivers of marine ecosystem functioning. However, separating the synergistic effects of fishing and environmental variability on the prey base of nontarget predators is difficult, often because prey availability estimates on appropriate scales are lacking. Understanding how prey abundance at different spatial scales links to population change can help integrate the needs of nontarget predators into fisheries management by defining ecologically relevant areas for spatial protection. We investigated the local population response (number of breeders) of the Bank Cormorant (Phalacrocorax neglectus), a range‐restricted endangered seabird, to the availability of its prey, the heavily fished west coast rock lobster (Jasus lalandii). Using Bayesian state‐space modeled cormorant counts at 3 colonies, 22 years of fisheries‐independent data on local lobster abundance, and generalized additive modeling, we determined the spatial scale pertinent to these relationships in areas with different lobster availability. Cormorant numbers responded positively to lobster availability in the regions with intermediate and high abundance but not where regime shifts and fishing pressure had depleted lobster stocks. The relationships were strongest when lobsters 20–30 km offshore of the colony were considered, a distance greater than the Bank Cormorant's foraging range when breeding, and may have been influenced by prey availability for nonbreeding birds, prey switching, or prey ecology. Our results highlight the importance of considering the scale of ecological relationships in marine spatial planning and suggest that designing spatial protection around focal species can benefit marine predators across their full life cycle. We propose the precautionary implementation of small‐scale marine protected areas, followed by robust assessment and adaptive‐management, to confirm population‐level benefits for the cormorants, their prey, and the wider ecosystem, without negative impacts on local fisheries. 相似文献
This paper describes the frustrating reality of sustainability implementation in the USA and New Zealand (NZ), an early adopter of sustainability mandates. Local government has a key role in implementation, but has been slow to uptake sustainable practices. We surveyed senior planners in small to medium-sized local government agencies in both countries to identify which features of local government support (or hinder) sustainability in practice.
Environmentally sustainable practices are not well entrenched in either country. In the USA, the framing of sustainability and public support are significant predictors of implementation. However, sustainability is rarely a priority. In NZ, local government capacity is the main driver of implementation. We recommend that planners promote sustainability values, reconcile economic development goals with sustainability (e.g., green economy model), and translate public support for sustainability into institutional priorities. NZ localities also need increased capacity and US localities need continued Federal and State support. 相似文献
An unusual bloom of Chrysosporum ovalisporum (basionym Aphanizomenon ovalisporum) occurred for the first time in the Murray River and distributary rivers in New South Wales, Australia, from mid-February to early June 2016. At its greatest extent, it contaminated a combined river length of ca. 2360 km. Chrysosporum ovalisporum usually comprised >99% of the total bloom biovolume at most locations sampled, which at times exceeded 40 mm3 l?1. The origins of the bloom were most likely reservoirs on the upper Murray River, with cyanobacterial-infested water released from them contaminating the river systems downstream. An integrated approach using three analytical methods: (1) identification and enumeration by microscopy, (2) multiplex quantitative polymerase chain reaction (qPCR), and (3) toxin analysis, was used to obtain data for the assessment of risk to water users and management of the bloom. qPCR indicated some cyrA and stxA genes responsible for cylindrospermopsin and saxitoxin biosynthesis respectively were present, but mostly below the level of quantification. No mcyE genes for microcystin biosynthesis were detected. Toxin analysis also revealed that cylindrospermopsin, saxitoxin and microcystin were all below detection. Lack of measurable toxicity in a species usually considered a cylindrospermopsin producer elsewhere meant the possibility of relaxing management guidelines; however, high (Red) alerts needed to be maintained due to risk to water users from other biohazards potentially produced by the cyanobacteria such as contact irritants. A three-tiered monitoring strategy is suggested for monitoring cyanobacterial blooms to provide enhanced data for bloom management. 相似文献
