Disaster recovery is a key capability of federal, state, and local government. To support this capability effectively practitioners need useful and validated metrics to document how well a community is recovering from a particular disaster. This study developed and categorised recovery indicators according to the Federal Emergency Management Agency (FEMA)'s Recovery Support Functions and Recovery Mission Area Core Capabilities through a literature review, an evaluation of the pre‐disaster recovery plans for 87 coastal jurisdictions, and a case study of two communities (New Hanover County, North Carolina, and the City of Hoboken, New Jersey). Metrics identified in the literature were validated through the recovery plan review and the case study. The research team also identified sources for both baseline and current status data. Based on these findings, a user‐friendly checklist for practitioners was established, which will be piloted with practice partners during a future disaster recovery initiative.  相似文献

Of the operations required for reclamation in arid and semi-arid regions, establishing vegetation entails the most uncertainty due to reliance on unpredictable rainfall for seed germination and seedling establishment. The frequency of successful vegetation establishment was estimated based on a land surface model driven by hourly atmospheric forcing data, 7 years of eddy-flux data, and 31 years of rainfall data at two adjacent sites in southern Arizona, USA. Two scenarios differing in the required imbibition time for successful germination were evaluated—2 or 3 days availability of sufficient surface moisture. Establishment success was assumed to occur if plants could germinate and if the drying front in the soil did not overtake the growth of seminal roots. Based on our results, vegetation establishment could be expected to fail in 32 % of years. In the worst 10-year span, six of ten plantings would have failed. In the best 10-year span, only one of ten was projected to fail. Across all assessments, at most 3 years in a row failed and 6 years in a row were successful. Funding for reclamation seeding must be available to allow reseeding the following year if sufficient amount and timing of rainfall does not occur.  相似文献

Measurement of carcinogenic Cr(VI) in ambient PM is challenging due to potential errors associated with conversion between Cr(VI) (a carcinogen) and Cr(III) (an essential nutrient). Cr(III) conversion is a particular concern due to its >80% atomic abundance in total Cr. U.S. Environmental Protection Agency (EPA) method 6800 that uses water-soluble isotope spikes can be used to correct the interconversion. However, whether the enriched Cr(III) isotope spikes can adequately mimic the Cr(III) species originally in ambient PM is unknown. This study examined the water solubility of Cr(III) in ambient PM and discussed its influence on Cr(VI) measurement. Ambient PM10 samples were collected on Teflon filters at four sites in New Jersey that may have different Cr emission sources. The samples were ultrasonically extracted with 5 mL DI-H2O (pH 5.7) at room temperature for 40 min, and then analyzed by ion chromatography–inductively coupled plasma mass spectrometry (IC-ICPMS). Cr(III) was below detection limit (0.06 ng/m3) for all samples, suggesting water-soluble Cr(III) species, such as CrCl3, Cr(NO3)3, and amorphous Cr(OH)3, in the ambient PM were negligible. Therefore, the enriched 50Cr(III) isotope spike (in the form of Cr(NO3)3) could not mimic the original ambient Cr(III). Only the conversion of 53Cr(VI) (in the form of K2CrO4) was taken into account when correcting the interconversion. We then used NaHCO3-pretreated MCE filters (prespiked with enriched isotope species) to measure Cr(VI) in the ambient PM10. The samples were ultrasonically extracted at 60 C pH 9 solutions for 40 min followed by IC-ICPMS analysis. Due to the correction of Cr(VI) reduction, the Cr(VI) concentrations determined by EPA method 6800, 0.26 ± 0.16 (summer) and 0.16 ± 0.11(winter) ng/m3 (n = 64), were significantly greater than those by the external standard curve, 0.21 ± 0.17 (summer) and 0.10 ± 0.07 (winter) ng/m3 (n = 56) (p < 0.01, Student’s t-test). Our study revealed that appropriate application of EPA method 6800 is important because it only applies to soluble fraction of Cr species in ambient PM.

Then we discussed the influence of Cr(III) solubility on the application of EPA method 6800, which utilizes enriched isotope spikes to correct the interconversion. When exposed to the weather, sulfidic minerals release sulfuric acid, metals and metalloids. This leachate can devastate nearby ecosystems for centuries. This article reports a novel barrier system based on green liquor dregs that reduces acid generation, is inexpensive, and is practical for implementation at operational mines. Two waste rock piles were constructed. One pile was left open to the atmosphere, and the other was sealed with green liquor dregs and partially capped with a polyethylene liner. This test was designed in collaboration with personnel from Boliden Mineral AB, a Swedish mining company in order to ensure that the results would be practical to implement at an operational mine. Leachate flow and chemistry were monitored in both piles over a period of 12 months. Effluent volume was 40 % lower in the test pile, while thirteen of the twenty elements assessed showed average concentrations that were 50 % lower in the test pile than in the control pile. For the most environmentally toxic elements As, Cd, Pb and Hg, reductions were even more significant, ranging between 67 and 87 %. These positive results are hypothesized to be primarily due to the chemical and physical characteristics of the green liquor dregs. The novelty of this result is that it is the first barrier system that fulfills the multiple needs of the Swedish mining industry: It is effective in reducing acid mine drainage while remaining both economical and practical. No other barrier system meets these requirements.  相似文献

Using nonparametric Mann‐Kendall tests, we assessed long‐term (1953‐2012) trends in streamflow and precipitation in Northern California and Southern Oregon at 26 sites regulated by dams and 41 “unregulated” sites. Few (9%) sites had significant decreasing trends in annual precipitation, but September precipitation declined at 70% of sites. Site characteristics such as runoff type (groundwater, snow, or rain) and dam regulation influenced streamflow trends. Decreasing streamflow trends outnumbered increasing trends for most months except at regulated sites for May‐September. Summer (July‐September) streamflow declined at many sites, including 73% of unregulated sites in September. Applying a LOESS regression model of antecedent precipitation vs. average monthly streamflow, we evaluated the underlying streamflow trend caused by factors other than precipitation. Decreasing trends in precipitation‐adjusted streamflow substantially outnumbered increasing trends for most months. As with streamflow, groundwater‐dominated sites had a greater percent of declining trends in precipitation‐adjusted streamflow than other runoff types. The most pristine surface‐runoff‐dominated watersheds within the study area showed no decreases in precipitation‐adjusted streamflow during the summer months. These results suggest that streamflow decreases at other sites were likely due to more increased human withdrawals and vegetation changes than to climate factors other than precipitation quantity.  相似文献

Assessments of vertebrate disturbance to plant and animal assemblages often contrast grazed versus ungrazed meadows or other larger areas of usage, and this approach can be powerful. Random sampling of such habitats carries the potential, however, for smaller, more intensely affected patches to be missed and for other responses that are only revealed at smaller scales to also escape detection. We instead sampled arthropod assemblages and vegetation structure at the patch scale (400–900 m2 patches) within subalpine wet meadows of Yosemite National Park (USA), with the goal of determining if there were fine-scale differences in magnitude and directionality of response at three levels of grazing intensity. Effects were both stronger and more nuanced than effects evidenced by previous random sampling of paired grazed and ungrazed meadows: (a) greater negative effects on vegetation structure and fauna in heavily used patches, but (b) some positive effects on fauna in lightly grazed patches, suggested by trends for mean richness and total and population abundances. Although assessment of disturbance at either patch or landscape scales should be appropriate, depending on the management question at hand, our patch-scale work demonstrated that there can be strong local effects on the ecology of these wetlands that may not be detected by comparing larger scale habitats.  相似文献

Studies that incorporate information from habitat-specific ecological interactions (e.g., epibiotic associations) can reveal valuable insights into the cryptic habitat-use patterns and behavior of marine vertebrates. Sea turtles, like other large, highly mobile marine vertebrates, are inherently difficult to study, and such information can inform the implementation of conservation measures. The presence of epipelagic epibionts, such as the flotsam crab Planes major, on sea turtles strongly suggests that neritic turtles have recently occupied epipelagic habitats (upper 200 m in areas with >200 m depth) and that epipelagic turtles spend time at or near the surface. We quantified the effects of turtle species, turtle size, and habitat (neritic or epipelagic) on the frequency of epibiosis (F 0) by P. major on sea turtles in the Pacific Ocean. In neritic habitats, we found that loggerhead (F 0 = 27.6 %) and olive ridley turtles (F 0 = 26.2 %) host crabs frequently across a wide range of body sizes, and green turtles almost never host crabs (F 0 = 0.7 %). These results suggest that loggerheads and olive ridleys display variable/flexible epipelagic-neritic transitions, while green turtles tend to transition unidirectionally at small body sizes. In epipelagic habitats, we found that loggerheads host crabs (F 0 = 92.9 %) more frequently than olive ridleys (F 0 = 50 %) and green turtles (F 0 = 38.5 %). These results suggest that epipelagic loggerheads tend to spend more time at or near the surface than epipelagic olive ridleys and green turtles. Results of this study reveal new insights into habitat-use patterns and behavior of sea turtles and display how epibiont data can supplement data from more advanced technologies to gain a better understanding of the ecology of marine vertebrates during cryptic life stages.  相似文献

Hybridization between endangered species and more common species is a significant problem in conservation biology because it may result in extinction or loss of adaptation. The historical reduction in abundance and geographic distribution of the American plains bison (Bison bison bison) and their recovery over the last 125 years is well documented. However, introgression from domestic cattle (Bos taurus) into the few remaining bison populations that existed in the late 1800s has now been identified in many modern bison herds. We examined the phenotypic effect of this ancestry by comparing weight and height of bison with cattle or bison mitochondrial DNA (mtDNA) from Santa Catalina Island, California (U.S.A.), a nutritionally stressful environment for bison, and of a group of age‐matched feedlot bison males in Montana, a nutritionally rich environment. The environmental and nutritional differences between these 2 bison populations were very different and demonstrated the phenotypic effect of domestic cattle mtDNA in bison over a broad range of conditions. For example, the average weight of feedlot males that were 2 years of age was 2.54 times greater than that of males from Santa Catalina Island. In both environments, bison with cattle mtDNA had lower weight compared with bison with bison mtDNA, and on Santa Catalina Island, the height of bison with cattle mtDNA was lower than the height of bison with bison mtDNA. These data support the hypothesis that body size is smaller and height is lower in bison with domestic cattle mtDNA and that genomic integrity is important for the conservation of the American plains bison.
