The argument from relevance expresses an intuition that, although shared by many applied ethicists, has not been analyzed and systematized in the form of a clear argument thus far. This paper does this by introducing the concept of value relevance, which has been used before in economy but not in the philosophical literature. The paper explains how value relevance is different from moral relevance, and distinguishes between direct and indirect ways in which the latter can depend on the former. These clarifications allow the argument to explain in detail how we can make two claims. The first one is that being a recipient of value should be the only criterion for full moral considerability. This follows if we accept that value relevance should determine, directly or indirectly, moral relevance. The second claim is that, given what the main theories of wellbeing imply regarding what entities can be recipients of value, sentience is both a sufficient and a necessary criterion for full moral considerability. The paper argues that this conclusion stands even if we hold views that consider other values different from sentience.  相似文献

Recognizing that protected areas (PAs) are essential for effective biodiversity conservation action, the Convention on Biological Diversity established ambitious PA targets as part of the 2020 Strategic Plan for Biodiversity. Under the strategic goal to “improve the status of biodiversity by safeguarding ecosystems, species, and genetic diversity,” Target 11 aims to put 17% of terrestrial and 10% of marine regions under PA status by 2020. Additionally and crucially, these areas are required to be of particular importance for biodiversity and ecosystem services, effectively and equitably managed, ecologically representative, and well‐connected and to include “other effective area‐based conservation measures” (OECMs). Whereas the area‐based targets are explicit and measurable, the lack of guidance for what constitutes important and representative; effective; and OECMs is affecting how nations are implementing the target. There is a real risk that Target 11 may be achieved in terms of area while failing the overall strategic goal for which it is established because the areas are poorly located, inadequately managed, or based on unjustifiable inclusion of OECMs. We argue that the conservation science community can help establish ecologically sensible PA targets to help prioritize important biodiversity areas and achieve ecological representation; identify clear, comparable performance metrics of ecological effectiveness so progress toward these targets can be assessed; and identify metrics and report on the contribution OECMs make toward the target. By providing ecologically sensible targets and new performance metrics for measuring the effectiveness of both PAs and OECMs, the science community can actively ensure that the achievement of the required area in Target 11 is not simply an end in itself but generates genuine benefits for biodiversity.  相似文献

The EU is committed to encourage biological treatments of organic waste as an alternative to landfill and also to enhance organic matter recycling. When these wastes are composted, the composition of the initial raw materials is very important in order to obtain a good quality product. In this article, the mineral composition of the organic fraction obtained from source-sorted collection (SC) and the organic fraction mechanically separated (MS) from mass-collected municipal solid waste was evaluated. Also, the compositions of these 2 raw materials that are used in the current Spanish municipal solid waste biological treatment facilities were compared. The mineral elements analyzed were the total content of the heavy metals Zn, Cu, Ni, Cr, Pb and Cd, and the plant nutrients P, K, Na, Ca, Mg, Fe and Mn. The results obtained were expressed on dry matter basis and on mineral matter basis. Important differences were detected between SC and MS samples, on both dry and mineral matter basis. In general, nutrient contents are higher in SC than in MS, and heavy metal contents are significantly lower in SC. Our results also support the idea that the heavy metal migration from the non-compostable materials to the decomposable matrix takes place from the beginning of the process while both types of materials are in contact.  相似文献

Introduction

Occupational accidents suffered by workers in Spain when using ladders were analyzed over a six year period from 2003-2008, during which the total of notified ladder-related accidents amounted to 21,725. Method: Different accident-related factors were identified for the purpose of developing a pattern of those factors that had the greatest influence on the seriousness and the fatality of such accidents. Thus, a series of variables were examined such as age and length of service of the injured worker, firm size, the work sector, the injury suffered, and the part of the body that was injured. Since falls is the most frequent and most serious of ladder related occupational accidents, a special analysis of falls was performed. Results: The findings showed that the seriousness of ladder-related accidents increased with the age of the injured worker. Likewise, accidents at places other than the usual workplace were more serious and registered higher fatalities than those that occurred at the usual place of work. Conclusions: The analysis of falls from ladders established that accidents in smaller-sized firms were of greater seriousness and involved more fatalities than those in larger-sized firms. The investigation also underlined the need for stricter compliance with preliminary safety assessments when working with ladders.  相似文献

The Yucatan Peninsula of Mexico hosts a karst aquifer system that is the only source of freshwater for the area; however, it is vulnerable to human-mediated contamination. Pepper mild mottle virus (PMMoV) is one of the most abundant RNA viruses associated with human feces, making it a viable indicator for tracking fecal pollution in aquatic environments, including groundwater. In this study, groundwater samples collected from a karst aquifer from fresh and brackish water locations were analyzed for fecal indicator bacteria, somatic and male F+ specific coliphages, and PMMoV during the rainy and dry seasons. Total coliform bacteria were detected at all sites, whereas Escherichia coli were found at relatively low levels <40 MPN/100 ml. The highest average concentrations of somatic and male F+ specific coliphages were 920 and 330 plaque forming units per 100 ml, respectively, detected in freshwater during the rainy season. PMMoV RNA was detected in 85% of the samples with gene sequences sharing 99–100% of nucleotide identity with PMMoV sequences available in GenBank. Quantification of PMMoV genome copies (GC) by quantitative real-time PCR indicated concentrations ranging from 1.7 × 101 to 1.0 × 104 GC/L, with the highest number of GC detected during the rainy season. No significant correlation was observed between PMMoV occurrence by season or water type (p > 0.05). Physicochemical and indicator bacteria were not correlated with PMMoV concentrations. The abundance and prevalence of PMMoV in the karst aquifer may reflect its environmental persistence and its potential as a fecal indicator in this karst aquifer system.  相似文献

Good information and data on water demands are needed to perform good analyses, yet collecting and compiling spatially and temporally consistent water demand data are challenges. The objective of our work was to understand the limitations associated with water‐use estimates and projections. We performed a comprehensive literature review of national and regional United States (U.S.) water‐use estimates and projections. We explored trends in past regional projections of freshwater withdrawals and compared these values to regional estimates of freshwater withdrawals made by the U.S. Geological Survey. Our results suggest a suite of limitations exist that have the potential for influencing analyses aiming to extract explanatory variables from the data or using the data to make projections and forecasts. As we explored regional projections, we paid special attention to the two largest water demand‐side sectors — thermoelectric energy and irrigation — and found thermoelectric projections are more spread out than irrigation projections. All data related to water use have limitations, and there is no alternative to making the best use that we can of the available data; our article provides a comprehensive review of these limitations so that water managers can be more informed.  相似文献
