This paper examines the current governance of common land with the intention of updating a story last examined in detail in studies in the late 1980s. In addition, the paper draws on recent conceptualizations of stakeholders and governance. A brief history of common land shows that governance systems are highly localized and dependent on custom and practice. Such a dependence suggests the need for governance which is based on the incorporation of stakeholders using consensus building approaches. The paper suggests that local governance systems are crucial to the successful implementation of sustainable management practices but that this may be overlooked by land managers and policy makers. Consequently, comprehensive national legislation for common land is not a viable option but legislation can play a valuable role in particular circumstances. The need to give further consideration to the role of legislation and an appropriate policy framework for commons within the context of stakeholder governance is particularly important given the significance of common land for agriculture, nature conservation, landscape, heritage and recreation across England and Wales. 相似文献

Introduction
Through a meta-analysis, this study investigated the relation of errors and violations from the Driver Behaviour Questionnaire (DBQ) to accident involvement.Method
We identified 174 studies using the DBQ, and a correlation of self-reported accidents with errors could be established in 32 samples and with violations in 42 samples.Results
The results showed that violations predicted accidents with an overall correlation of .13 when based on zero-order effects reported in tabular form, and with an overall correlation of .07 for effects reported in multivariate analysis, in tables reporting only significant effects, or in the text of a study. Errors predicted accidents with overall correlations of .10 and .06, respectively. The meta-analysis also showed that errors and violations correlated negatively with age and positively with exposure, and that males reported fewer errors and more violations than females. Supplementary analyses were conducted focusing on the moderating role of age, and on predicting accidents prospectively and retrospectively. Potential sources of bias are discussed, such as publication bias, measurement error, and consistency motif.Impact on Industry
The DBQ is a prominent measurement scale to examine drivers’ self-reported aberrant behaviors. Gaussian process models have been used in applications ranging from machine learning to fisheries management. In the Bayesian framework, the Gaussian process is used as a prior for unknown functions, allowing the data to drive the relationship between inputs and outputs. In our research, we consider a scenario in which response and input data are available from several similar, but not necessarily identical, sources. When little information is known about one or more of the populations it may be advantageous to model all populations together. We present a hierarchical Gaussian process model with a structure that allows distinct features for each source as well as shared underlying characteristics. Key features and properties of the model are discussed and demonstrated in a number of simulation examples. The model is then applied to a data set consisting of three populations of Rotifer Brachionus calyciflorus Pallas. Specifically, we model the log growth rate of the populations using a combination of lagged population sizes. The various lag combinations are formally compared to obtain the best model inputs. We then formally compare the leading hierarchical Gaussian process model with the inferential results obtained under the independent Gaussian process model. 相似文献

Watershed models often estimate annual nitrogen (N) or phosphorus (P) pollutant loads in rural areas with export coefficient (EC) (kg/ha/yr) values based on land cover, and in urban areas as the product of spatially uniform event mean concentration (EMC) (mg/L) values and runoff volume. Actual N and P nonpoint source (NPS) pollutant loading has more spatial complexity due to watershed variation in runoff likelihood and buffering likelihood along surface and subsurface pathways, which can be represented in a contributing area dispersal area (CADA) NPS model. This research develops a CADA NPS model to simulate how watershed properties of elevation, land cover, and soils upslope and downslope of each watershed pixel influence nutrient loading. The model uses both surface and subsurface runoff indices (RI), and surface and subsurface buffer indices (BI), to quantify the runoff and buffering likelihood for each watershed pixel, and generate maps of weighted EC and EMC values that identify NPS pollutant loading hotspots. The research illustrates how CADA NPS model maps and pixel loading values are sensitive to the spatial resolution and accuracy of elevation and land cover data, and model predictions can represent the lower and upper bounds of NPS loading. In this study, a two-dimensional liquid chromatography tandem mass spectrometry method was developed and validated for the determination of pesticide residues and contaminants in whole wheat grains and oats. The samples were extracted with a mixture of acetonitrile and water and were injected into the two-dimensional LC-MS/MS system without any further clean-up or sample preparation. Samples were analyzed with four different matrix matched calibrations. Matrix effects were evaluated by comparing analyte signals in the respective matrix matched standard with the neat solvent standards. The final method was validated according to the current Eurachem validation guide and SANTE document. The number of successfully validated analytes throughout all three validation levels in oats and wheat, respectively, were as follows: 330 and 316 out of 370 pesticides, 6 and 13 out of 18 pyrrolizidine alkaloids and 7 out of 9 regulated mycotoxins. Moreover, both plant growth regulators mepiquat and chlormequat as well as the tropane alkaloids atropine and scopolamine met the validation criteria. The majority of pesticides showed limits of detection below 1?µg kg?1, pyrrolizidine alkaloids below 0.7?µg kg?1, tropane alkaloids below 0.2?µg kg?1, growth regulators below 0.7?µg kg?1 and mycotoxins below 8?µg kg?1 in both matrices. 相似文献

Quercus coccifera L. (Kermes oak) is an evergreen oak, typical of the maquis in the eastern and south-eastern part of the Mediterranean. It occurs almost continuously along the Syrian–Lebanese coast up to 1500 m and is more scattered inland, up to the arid southernmost area of Petra in Jordan. Human impact and global warming both strongly affect the natural distribution of the species, thus leading to a widespread forest fragmentation in the whole region. In this study, we investigate the current bioclimatic range of Kermes oak and forecast which areas are potentially most suitable over the course of the twenty-first century. Ecological niche modelling was used to retrieve the environmental envelope of the species according to 23 topographic and climate variables. Five algorithms and three general circulation models were applied to provide the potential distribution of Kermes oak at the present time and project it to the future. Results showed a current suitability area in the Middle East extending from NW of Syria, rather continuously along the Lebanese coasts and inland up to the Mediterranean western slopes of Palestine and the Golan area (Israel), encompassing the Jordan Valley towards Dana and Wadi Rum (Jordan), with an isolated patch in Jabal Al-Arab (South Syria). Future scenarios depict a significant fragmentation and restriction of Kermes oak range, especially in the north of Syria and Golan, with a general shifting in altitude. This information may be useful in helping the foresters to cope with the challenge of climate changes by identifying the most suitable areas climatically effective for successful ecosystem restoration and management, including reforestation programmes. 相似文献

Closed chamber measurements for methane emission estimation are often carried out with opaque chambers to avoid heating of the headspace. However, mainly in wetlands, some plants possess an internal convective gas transport which quickly responds to changes in irradiation. These plants have also been found to often channel a large part of the released methane in temperate fens. We compare methane fluxes derived from transparent versus opaque chambers on Carex-, Phragmites-, and Typha-dominated stands of a temperate fen. Transparent chamber fluxes almost doubled opaque chamber fluxes in the convective transporting Phragmites stand. In Typha, a trend of higher fluxes determined with the transparent chambers was detectable, whereas in Carex, transparent and opaque chamber fluxes did not differ significantly. Thus, opaque chambers bias the outcome of methane measurements, depending on dominant vegetation. We recommend the use of transparent chambers when determining emissions of convective plants or extrapolating fluxes to larger scales. 相似文献

The recent browning (increase in color) of surface waters across much of the northern hemisphere has important implications for light climate, ecosystem functioning, and drinking water treatability. Using log-linear regressions and long-term (6–21 years) data from 112 Swedish watercourses, we identified temporal and spatial patterns in browning-related parameters [iron, absorbance, and total organic carbon (TOC)]. Flow variability and lakes in the catchment were major influences on all parameters. Co-variation between seasonal, discharge-related, and trend effects on iron, TOC, and absorbance were dependent on pH, landscape position, catchment size, latitude, and dominant land cover. Large agriculture-dominated catchments had significantly larger trends in iron, TOC, and water color than small forest catchments. Our results suggest that while similarities exist, no single mechanism can explain the observed browning but show that multiple mechanisms related to land cover, climate, and acidification history are responsible for the ongoing browning of surface waters. 相似文献

Long-term (1987–2012) water quality monitoring in 36 acid-sensitive Swedish lakes shows slow recovery from historic acidification. Overall, strong acid anion concentrations declined, primarily as a result of declines in sulfate. Chloride is now the dominant anion in many acid-sensitive lakes. Base cation concentrations have declined less rapidly than strong acid anion concentrations, leading to an increase in charge balance acid neutralizing capacity. In many lakes, modeled organic acidity is now approximately equal to inorganic acidity. The observed trends in water chemistry suggest lakes may not return to reference conditions. Despite declines in acid deposition, many of these lakes are still acidified. Base cation concentrations continue to decline and alkalinity shows only small increases. A changing climate may further delay recovery by increasing dissolved organic carbon concentrations and sea-salt episodes. More intensive forest harvesting may also hamper recovery by reducing the supply of soil base cations. 相似文献
