The value of cooperation in resolving international river basin disputes   总被引:3,自引:0,他引:3  
This paper reviews the phenomenon of international river basins, and concludes that the sharing of river basins between and among countries is the rule rather than the exception for the major river systems of the world. The growth of the nation state with rivers as agreed-upon boundaries, as cease-fire lines and as natural defensive lines has led to the carving up of most river basins around the world. More than 200 river basins, accounting for more than 50% of the land area of the Earth, are shared by two or more countries. When population densities were low, there was plenty of water for all and major conflicts were avoided. With the rapid population and economic growth experienced in the past few decades, conflicts over use of water are becoming more important. It is expected that in the near future such conflicts will become much more severe. The paper reviews the literature on attempts to analyse river basin conflicts and negotiate solutions. Some rudimentary game models are examined, and some tentative conclusions, based upon various game theory concepts of stability, are applied to the Ganges-Brahmaputra basin. The paper ends with suggestions on how to plan Pareto-Admissible outcomes for international basins.  相似文献

Abstract: Earlier measurements of stream channel geometry on 19 reaches were repeated to provide a longitudinal study of stream channel adjustment over 13 years (1987‐2000) in the urbanizing Gwynns Falls, Maryland watershed. We observed both enlargement and reduction in channel size, depending on the extent of upstream development, the timing and location of urbanization and upstream channel adjustment, and the presence of hydrologic constrictions and grade controls. Based on a relatively simple visual assessment of the composition, size, and extent of instream sediment storage, we categorized stream reaches into three phases: aggraded (7 sites), early erosion (7 sites), and late erosion (5 sites). Aggraded sites had point and lateral bars mantled with fine‐grained sediment and experienced some reduction in cross‐sectional area, primarily through the deposition of fine‐grained material on bars in the channel margins. Early erosion sites had smaller bars and increases in channel cross‐sectional area as a consequence of the evacuation of in‐channel fine‐grained sediment. Fine‐grained sediments were either entirely absent or found only at a few high bar elevations at late erosion sites. Sediment evacuation from late erosion sites has both enlarged and simplified channels, as demonstrated by an increase in cross‐sectional area and a strong decrease in channel width variation. Channel cross‐sectional area enlargement, reduced channel width variation, and channel incision were ubiquitous at erosion sites. As a result, overbank flows were less common in the erosion sites as determined by high water marks left by a 2‐year flood that occurred during the study period. Principal causes for channel changes appear to be increased high flow durations and reduced sediment supply. Spatial variation in channel conditions could not be tied simply to sub‐basin impervious cover or watershed area. In‐channel sediment storage is a useful indicator of channel form and adjustment. When combined with information on development and sedimentation conditions in the contributing drainage, instream sediment storage can be used to effectively assess future channel adjustments.  相似文献

We provide experimental evidence for a direct link between embryonic metabolism and longevity in the larval stage of a marine fish when food resources are limited. Since growth rates of otoliths are closely related to metabolic rates, the area inside the hatch check (i.e., deposition of otolith matrix during embryonic development) is representative of inherent differences in metabolic rates. When exposed to food limitation, larvae with larger hatch check areas died earlier than larvae with smaller hatch check areas. This relationship did not occur in larvae that fed at saturated levels. A simple explanation for these observations is that larvae, which consumed metabolic fuel at higher rates died earlier unless energy derived from food was not limiting. Since high growth rates are linked to high metabolic rates, this mechanism could efficiently counteract selection for faster average growth but only when resources are limiting.  相似文献

An emplaced hydrocarbon source field experiment was conducted in the relatively homogeneous sandy geology of the vadose zone at Airbase Vaerl?se, Denmark. The source (10.2 l of NAPL) consisted of 13 hydrocarbons (n-, iso- and cyclo-alkanes and aromates) and CFC-113 as a tracer. Monitoring in the 107 soil gas probes placed out to 20 m from the centre of the source showed spreading of all the compounds in the pore air and all compounds were measured in the pore air within a few hours after source emplacement. Seven of the fourteen compounds were depleted from the source within the 1 year of monitoring. The organic vapours in the pore air migrated radially from the source. The CFC-113 concentrations seemed to be higher in the deeper soil gas probes compared with the hydrocarbons, indicating a high loss of CFC-113 to the atmosphere and the lack of degradation of CFC-113. For the first days after source emplacement, the transport of CFC-113, hexane and toluene was successfully simulated using a radial gas-phase diffusion model for the unsaturated zone. Groundwater pollution caused by the vadose zone hydrocarbon vapours was only detected in the upper 30 cm of the underlying groundwater and only during the first 3 months of the experiment. Only the most water-soluble compounds were detected in the groundwater and concentrations decreased sharply with depth (approximately one order of magnitude within 10 cm depth) to non-detect at 30 cm depth. The groundwater table varied more than 1 m within the measurement period. However that did not influence the direction of the groundwater flow. Approximately 7 months after source emplacement the groundwater table rose more than 1 m within 1 month. That did not cause additional pollution of the groundwater.  相似文献

The effects of copper (Cu) on the yield and Cu uptake of three ecotypes of Elsholtzia splendens and one of Elsholtzia argyi were studied using solution culture. Three Cu concentrations were compared: 0.31 (control), 50 and 100 micromol L(-1). Although E. argyi took up more Cu in the aboveground parts, typical visual symptoms of Cu toxicity appeared when the plants grew in 50 and 100 micromol Cu L(-1). In contrast, plants from all three populations of E. splendens showed high Cu tolerance and substantial shoot Cu accumulation of 58-144 mg kg(-1). Shoot Cu concentrations were about 16-27 times higher than root Cu concentrations. Root-to-shoot ratio of the E. argyi ecotype was halved when Cu was supplied at a level of 100 mg L(-1) compared to the control (0.31 mg L(-1)) but the ratio increased by 6-47% in the three E. splendens ecotypes. The increase in root-to-shoot ratio in E. splendens may be a mechanism by which the plants can tolerate high Cu concentrations. There were few differences in morphology among the three E. splendens ecotypes in response to added Cu. The results are discussed in relation to the possible use of E. splendens as a pioneer species in the phytostabilization of Cu-contaminated soils.  相似文献
