Since the 1970s, European and US regulators have used different varieties of market-based environmental policy, which are rooted in competing types of liberalism: price instruments and quantity instruments, respectively. In the case of climate change, however, the EU and the US have converged on hybrid policy mixes. This convergence in instrument choice is examined in two cases: the emergence of the EU Emission Trading Scheme, i.e. the import of quantity regulation to the EU; and the creation of California’s feed-in tariff, i.e. the import of price regulation to the US. Increasing convergence in instrument choice is the result of international diffusion through learning and shifting domestic coalitions. This demonstrates that the two varieties of market-based environmental policy increasingly blend, and how policy import is driven by domestic government–producer coalitions rather than by policy-maker ideas of ‘best practice.’ 相似文献

Manufacturing of nanomaterials (NMs) is often complex and expensive, and their environmental risks are poorly understood or even unknown. An economization of testing NMs is therefore desirable, which can be achieved by miniaturizing test systems. However, the downsizing of test vessels and volumes can enlarge the surface/volume ratio (SVR) which in turn can affect the bioavailable concentration of adsorbing substances like NMs. The present study focused on the miniaturization of the acute toxicity test with Daphnia magna. The adaptations were verified with three reference substances, the non-adsorbing potassium dichromate (K2Cr2O7) and as potentially highly-adsorbing substances silver nanoparticles (AgNPs) and silver nitrate (AgNO3). The miniaturized test was conducted in 24-well microtiter plates (MT) and simultaneously compared to the OECD standard test (ST). Furthermore, the test duration was prolonged from 48 to 96 h since NMs tend to show effects only after extended exposure. The toxicity of K2Cr2O7 and AgNPs continued to increase within the prolonged test span. The test comparisons with K2Cr2O7 did not reveal any significant differences between ST and MT. AgNO3 toxicity was significantly decreased in MT compared to ST due to the enlarged SVR. The toxicity of AgNPs in MT after 24 h was equal to ST. Contrary to our expectations an exposure longer than 24 h resulted in an increase of AgNP toxicity in MT, possibly due to enhanced dissolution of silver. Microtiter plates are appropriate alternative test vessels for the Daphnia sp. acute toxicity test; thus, its miniaturization is feasible. The enlarged SVR has to be taken into account since it can affect the toxicity of potentially adsorbing substances. Although food crop yields per hectare have generally been increasing in Cameroon since 1961, the food price crisis of 2008 and the ensuing social unrest and fatalities raised concerns about the country’s ability to meet the food needs of its population. This study examines the country’s potential for increasing crop yields and food production to meet this food security challenge. Fuzzy set theory is used to develop a biophysical spatial suitability model for different crops, which in turn is employed to ascertain whether crop production is carried out in biophysically suited areas. We use linear regression to examine the trend of yield development over the last half century. On the basis of yield data from experimental stations and farmers’ fields we assess the yield gap for major food crops. We find that yields have generally been increasing over the last half century and that agricultural policies can have significant effects on them. To a large extent, food crops are cultivated in areas that are biophysically suited for their cultivation, meaning that the yield gap is not a problem of biophysical suitability. Notwithstanding, there are significantly large yield gaps between actual yields on farmers’ farms and maximum attainable yields from research stations. We conclude that agronomy and policies are likely to be the reasons for these large yield gaps. A key challenge to be addressed in closing the yield gaps is that of replenishing and properly managing soil nutrients. 相似文献

Blood lead concentration is still most commonly used to assess the degree of exposure to environmental lead. However, blood lead levels are relatively transient and so tissues such as hair which store lead over longer periods need to be explored as bioindicators of lead toxicity. The results of such an investigation into hair are presented. These results indicate that there are significant differences in scalp-hair levels between the African, East Indian and Chinese racial groups in the multiracial adult population of Trinidad, West Indies. However, no significant differences were found for the pubic hair levels among the three races. The percentage of sulphur or the carbon: sulphur ratios in scalp hair did not influence the scalp-hair lead levels in the general population, although a significant difference in the carbon:sulphur ratios was observed between the African and East Indian racial groups. 相似文献

Nutritional quality of phloem sap in relation to host plant-alternation in the bird cherry-oat aphid

Summary. Host alternation in aphids has been attributed to complementary growth of host plants, or more specifically to seasonal changes in the nitrogen quality of the phloem sap. In this report, seasonal fluctuation of free amino acids in phloem of the winter and summer host plants (Prunus padus, bird cherry and Hordeum vulgare, barley) of Rhopalosiphum padi (the bird cherry-oat aphid) were investigated in the context of aphid growth and behaviour. Phloem was collected from the cut stylets of aphids taken from plants that were grown outdoors. The total concentration of amino acids in P. padus phloem increased between bud break and late flush (spring), decreased in mature leaves (summer), and increased again in early senescent leaves (autumn). In H. vulgare, however, amino acid concentration fluctuated less from seedlings to flowering. Spring aphids from P. padus grew rapidly on this host from bud break to late flush, but died on mature and early senescent leaves. Summer aphids from H. vulgare grew as fast on this host as spring aphids did on flush leaves of P. padus. Sexual females grew more slowly than other generations and nearly as well on mature as on early senescent P. padus leaves. As judged by aphid growth and phloem nitrogen quality, P. padus during spring equals the summer host H. vulgare. However, the lower growth rates of R. padi on mature and senescent leaves of P. padus appear only loosely correlated with phloem amino acid concentrations. Therefore, factors influencing aphid nutrition, or ecology, other than seasonal changes in phloem sap amino acid concentration may explain the existence of host alternation in R. padi. 相似文献

Outbreaks of microbiological waterborne disease have increased governmental concern regarding the importance of drinking water safety. Considering the multi-barrier approach to safe drinking water may improve management decisions to reduce contamination risks. However, the application of this approach must consider numerous and diverse kinds of information simultaneously. This makes it difficult for authorities to apply the approach to decision making. For this reason, multi-criteria decision analysis can be helpful in applying the multi-barrier approach to vulnerability assessment. The goal of this study is to propose an approach based on a multi-criteria analysis method in order to rank drinking water systems (DWUs) based on their vulnerability to microbiological contamination. This approach is illustrated with an application carried out on 28 DWUs supplied by groundwater in the Province of Québec, Canada. The multi-criteria analysis method chosen is measuring attractiveness by a categorical based evaluation technique methodology allowing the assessment of a microbiological vulnerability indicator (MVI) for each DWU. Results are presented on a scale ranking DWUs from less vulnerable to most vulnerable to contamination. MVI results are tested using a sensitivity analysis on barrier weights and they are also compared with historical data on contamination at the utilities. The investigation demonstrates that MVI provides a good representation of the vulnerability of DWUs to microbiological contamination. 相似文献

This paper presents a qualitative analysis of the human factor concept, more specifically what it means and includes in everyday professional discourse. It is founded on 10 extensive interviews with professional investigators within the road, maritime and rail administration concerning their practical investigative work. General and specific results are generated of interview contributions using a pragmatic communicative approach and discourse analysis.Results show that human factors is an expression tied to individual professional experience, sparks dissatisfaction and demands specification due to recurring indexicality problems. It tends to be used for negative matters. The specific results, listing eight different meanings, indicate that there is no such thing as a professional usage of the human factor but a spectrum of meanings. The study concludes that the meanings of the human factor (a) always evolve in the dynamic process of producing and understanding language, (b) are context-dependent, and (c) emerge through talk, as one type of discourse. Contrary to ordinary conceptions, there is no simple matter as a human factor that may be used in a routine manner. A non-specific use of the notion may even obscure a course of events and prevent necessary investigation, for example, if the human factor simply replaces a factor such as ‘fatigue’. Although contemporary interdisciplinary research focuses peripheral factors, the idea of individual humans and their erroneous acts has survived – and lives – in the practical world of professional investigators. Empirically deduced meanings need to be continuously highlighted and problematised if theory is to approach everyday professional practice. 相似文献

The urban solid waste of the city of Indaiatuba (pop. 175 000), located in the state of S?o Paulo, was characterized, focusing on the recycling potential. For this purpose, collected waste was subdivided into 27 items, classified by mass and volume. About 90% of this waste was found to be potentially recyclable and only 10% requiring landfilling. The compostable organic matter, in the form of food and garden waste, both with high moisture content (51 and 41%, respectively), represents 54% in mass and 21% in volume. The most common type of plastic in this waste is high density polyethylene, whose estimated disposal is about 5000kgday(-1). A socio-economic analysis of the waste generation indicates that low-income neighbourhoods discard relatively less packaging and more food waste, shoes and construction debris than middle and high income ones, which may be due to low purchasing power and schooling. Our findings indicate that more aluminium and uncoloured polyethylene terephthalate is discarded in the warmest months of the year, probably due to a greater consumption of canned and bottled drinks. 相似文献
