分布式能量系统在我国未来20年能源发展战略中的地位

为了使分布式能量系统（Distributed Energy System,简称DES）在我国更好地发展，本文从我国未来20年的能源发展战略出发，介绍了我国能源发展中依然存在的矛盾和问题，并通过对分布式能量系统组成、特点的研究，认为目前正是分布式能量系统发展的良好机遇：通过对分布式能量系统利用方式的研究，指出了分布式能量系统将在我国未来20年能源发展战略中的地位以及需要解决的相关问题。

海平面上升及其带来的资源与环境问题是目前全球环境变化研究的核心问题之一。海平面上升分全球性理论海平面上升及区域相对海平面上升两类,前者与温室效应导致的海水表层受热膨胀、大陆高山及格陵兰地区冰川融化有关,后者更多起因于局部自然或人为造成的地面沉降及其他相关因素。研究海平面上升机理、过程,制定切实预防、预测措施,应引起广泛的社会关注。     

Dynamics of Carbon Pools and Fluxes in Russia's Forest Lands

The state and results of studies on the carbon cycle of forests on lands of the Russian forest fund (total area 1172 × 10⁶ ha) are analyzed at the federal level. Consideration is given to changes in the areas of different categories of forest lands, the age structure of stands, the pool and deposition of carbon in the phytomass, and the organic carbon pool of soils over the period from 1966 to 1998; the dynamics of activity in the forest industry by years and the extent of pyrogenic transformation of the forest cover between 1990 and 2001; and carbon fluxes associated with forest exploitation, including carbon emission resulting from fires.

The Problems of Fishermen in the Southern Aral Sea Region

The main objective of this paper is the presentation of water scarcity and water quality problems of fishery and fishermen in the southern Aral Sea region Kazakhstan. We tried in the past to inform interested people about our suggestions how to rehabilitate the situation, how to produce relatively enough fish for the functioning of local fish processing industry and to give people jobs, but we were unable so far to convince decision makers about innovations needed. It is essential therefore to reiterate some of the well-known problems of the region, called the Aral Sea crisis, but we concentrate mostly on the problems for the fishermen. While we do this, we understand, however, that the problem requires solution within the concept of a socioeconomic sustainable development for which we suggest the development of a decision support system based upon a computer simulation model providing optimal solutions.

通过对江苏省新一轮高速公路网规划的生态环境影响评价,分析了路网规划中存在的潜在生态环境问题,提出了相应的保护措施建议,认为:横跨太湖的沪宁南部通道线路的建设需进行专项论证;与长江饮用水源相交的4条过江通道需进行合理选址;穿越山地的高速公路宜采取合理的线路走向及穿越方式;可适当降低苏南地区高速公路面积密度,尽量少占农田;鼓励采用城际铁路或城际轨道交通网络作为连接苏南城市群之间的交通方案.     

曲靖市排污收费工作实践及存在的问题

结合实际，分析了基层排污收费工作存在的问题，并提出了几点可行性建议。     

晋江市铜锣山垃圾填埋场的植被重建

根据影响垃圾填埋场植被重建的各种因素(主要包括填埋气体、填埋场的表面沉降、最终覆土层温度和厚度、最终覆土层的土壤特性、植物种类、渗滤液),提出在封场工程的设计和施工过程中应采取的措施,并按国外垃圾填埋场植被重建的一般步骤,提出了铜锣山垃圾填埋场植被重建的实施方案。
