基于Landsat TM遥感数据的沈阳市生态环境监测与评价

以近年Landsat TM 遥感图像为基础数据源,利用遥感与GIS技术对沈阳市生态环境状况进行了监测.结果表明,2009年间沈阳市生态环境质量处于一般水平,与2008年相比,生态环境质量指数上升,生态环境状况呈现变好的趋势.     

电子政务工程项目档案管理的思考与实践

项目档案管理对于电子政务工程项目的成功实施具有十分重要的意义。通过对电子政务工程项目档案特性的分析,探讨了当前项目档案管理中存在的问题,提出了加强档案管理的措施和建议。并以国家环境信息与统计能力建设项目为例,对项目档案管理流程、手段和要求做了详细论述,为电子政务工程项目档案管理提供了有益的经验借鉴。     

环境监测实验室空气中汞污染与防治

采用冷原子吸收法,使用便携式测汞仪对实验室空气中汞的浓度进行测定,监测结果表明,环境监测实验室空气中汞的污染较为严重,主要来源于COD、氨氮、大气中氨及汞样品测定时含汞试剂及汞标液的使用和含汞废液的排放。根据对监测结果的评价和分析提出了相应的防治措施,提醒实验室的管理及分析人员,要增强环境保护意识,加强实验室的管理,减少含汞及其它有毒废液的排放,改善实验室的环境空气质量,保护分析人员的身体健康。     

A framework for assessing discretionary corporate performance towards the environment

This article reviews the existing models of corporate social responsiveness and develops a theoretical framework with which to examine corporations' discretionary performance with respect to one social issue, that of the environment. Discretionary indicators of corporate response to environmental issues are developed and tested within this framework. Twelve companies from five different sectors were selected for the survey, based on prior knowledge of their commitment to environmental concerns. Primary data was collected from personal interviews, and secondary data was obtained from company documents, annual reports, and other forms of publically disclosed information. Empirical results varied, but certain voluntary indicators, such as composition of the board of directors, the environmental affairs function, community support, and the annual report are considered to provide strong indications of discretionary corporate performance. Philanthropy and company products proved to be less satisfactory indicators of corporate commitment to the environment. The aggregated results revealed a correlation between the final rankings of firms' discretionary environmental performance and whether those companies are process or product oriented. Linkages between discretionary elements and those of economic and legal requirements were not explored.     

浙江东阳市环境污染现状,趋势及其对策

随着东阳市经济的迅速发展．由于人口数量增加，对自然资源的需求量越来越大，环境保护意识薄弱等原因，导致生态系统遭到破坏，林相单一、水土流失严重、洪旱灾害频繁、环境污染严重等灾害。据此，本文提出保护东阳市环境的对策。     

Opencasting — putting the environment at risk?

Opencast coalmining has been undertaken in Britain since 1942, but national policy towards its role in the energy market has fluctuated, and today there is a growing awareness of its detrimental impact on the environment. This paper explores the changing policy background since 1974 and, through an examination of recent planning appeal decisions, assesses the weight placed on the competing factors underlying the present formulation of government policy. It is submitted that at present government has failed to formulate a coherent policy in terms of land‐use and that the cost of this failure is a continued erosion of the environment.     

走出环境污染的怪圈——就环境论环境不能解决环境问题

历史的经验告诉我们，就环境论环境不能解决环境问题。本文从分析当今时代的特点出发，剖析了我国环境污染形势，最后论述如何走出环境污染的怪圈．经济增长不等于经济发展，但可持续发展却是永恒的主题．解决环境问题必须改变传统发展战略，发展是硬道理，但我们讲的发展是全社会的持续、协调、全面发展。解振华局长说：“工业污染是环境污染的主要来源”。经济增长的源泉在企业，经济增长的动力是企业利益，经济增长的压力是市场的竞争，经济增长的持续是协调发展。只顾产值不讲效益的观念必须改变，环境问题的解决必须和国家的经济发展、科学技术、社会稳定统一考虑，必须纳入国家整体战略，环境问题才能进步解决。     

入世中国环境保护的挑战与机遇

本文着重分析了入世给中国环境保护事业带来的挑战和机遇。作者认为,入世在短期内将给中国的环境状况和环境保护带来沉重的压力;但从长远来看,入世将改善我国的环境状况并推动环境保护的发展。     

环境保护档案主题词初步探讨

《环境保护档案主题词表》于1995年出版,它对规范环境保护档案的管理、加快办公自动化和现代化建设都起到了重要的作用,但是由于环境保护事业发展迅速,近年来又出现一批新的环境保护档案主题词,出现频率高,影响很大。因此必须尽快收集整理,在档案管理中应用,并为主题词表再版做准备。     

新型安全管理模式——HSE管理体系的理念与模式研究

笔者提出了建立适合市场经济条件的、新型安全管理模式的设想 ;介绍和研究了国内外大型石油公司实行的健康、安全与环境管理体系 (HSE管理体系 )的理念、模式与实施方法。HSE模式是国外石油公司面对频繁发生的事故 ,经冷静反思后 ,自发自愿建立 ,并逐步完善的一种管理体系 ,因而其安全理念和管理模式对市场经济下的各类企业均有一定的指导和借鉴意义。HSE体制将政府的安全管理 ,转变为企业行为。HSE管理体系的建立 ,为企业提供了以系统理论为指导、融合全面质量管理等理念的一种新型现代安全管理方法。
