The Northern Adriatic Sea (NAS) is one of the most overexploited marine ecosystems in Europe. Given the gaps in scientific knowledge regarding the NAS, this study sought Fishers’ Ecological Knowledge (FEK) to determine NAS’ historical baselines for conservation. By interviewing 53 fishers in three ports of northern Italy, estimates of the catch rates of four commercial demersal species were generated over a 60-year period, and perceptions of target and non-target species’ diversity and benthic diversity were analysed in three groups of fishers (i.e. novices, experienced and veterans). Results showed a significant decline in perceived abundance of sole (Solea solea), common cuttlefish (Sepia officinalis) and mantis shrimp (Squilla mantis), and evidence was found of a Shifting Baseline Syndrome (SBS) among novices. Given FEK’s ability to complement scientific knowledge, fishers’ participation in marine management policies and intergenerational communication should be enhanced, to improve the status of marine ecosystems and hinder SBS.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01452-3) contains supplementary material, which is available to authorized users.  相似文献

Ecosystems are balanced by nature and each component in the system has a role in the sustenance of other components. A change in one component would invariably have an effect on others. Stomatopods (mantis shrimps) are common and ecologically important predatory crustaceans in tropical marine waters. The ecological role of mantis shrimps and potential impacts of trawling in a marine ecosystem were estimated using Ecopath with Ecosim (EwE) Version 5.0 software, by constructing a mass balanced Ecopath model of Parangipettai (Porto Novo) ecosystem. Based on fisheries information from the region, 17 ecological groups were defined including stomatopods. Both primary and secondary data on biomass, P/B, Q/B and diet composition were used as basic inputs. The mass balanced model gave a total system throughput of 14,756 t km−2 year−1. The gross efficiency of 0.000942 indicated higher contribution of lower food chain groups in the fishery though the mean trophic level was 3.08. The immature and developing stage of the ecosystem was indicated by the ratio of total primary production and total respiration (1.832) and the net system production (2643.30 t km−2 year−1). Key indices (flow to detritus, net efficiency and omnivory index), split mortality rates and mixed trophic impact of different ecological groups were obtained from the model. A flow diagram was constructed to illustrate the trophic interactions, which explained the biomass flows in the ecosystem with reference to stomatopods. Two temporal simulations were made, with 10 year durations in the mass balanced Ecopath model by using ecosim routine incorporated in EwE software. The effect of decrease in biomass of stomatopods in the ecosystem was well defined, in the first run with increase in stomatopod fishing mortality, and the group showed a high positive impact on benthopelagic fish biomass increase (129%). The simulation with increase in trawling efforts resulted in the biomass decline of different ecological groups as elasmobranchs to 1%, stomatopods to 2%, crabs and lobsters to 36%, cephalopods to 63%, mackerel to 78%, and shrimps to 89%. Present study warns stomatopod discards and further increase in trawling efforts in the region and it explained the need for ecosystem based fisheries management practices for the sustainability of marine fisheries.  相似文献

Five major management goals were identified for the upper Grande Ronde River Basin on the Wallowa-Whitman National Forest in northeastern Oregon: to produce high-quality fish habitat, to maintain elk habitat, to restore and maintain forest conditions within the natural range of viability, and to contribute to community economic stability. From the broad goals, specific goals for stream temperature, habitat effectiveness index (HEI), habitat corridors, maintenance of land in late or old seral stages, and a nondeclining even flow of timber were selected. A case study was undertaken in a small watershed that is under typical societal constraints to determine whether one decisionsupport tool, SNAP II+, could evaluate the selected goals in a single planning exercise. Three riparian management strategies and two forest road scenarios were used. The exclusion of harvest and road-building from riparian zones in order to increase habitat protection decreased harvest levels and net present value but maintained preactivity stream temperatures. Other resources were generally maintained within prescribed management levels. Although the technique has limitations (e.g., it does not account for riparian zones in calculations of forage and cover for HEI, and it can use the maximum but not minimum acreage goal for some resources), it shows promise for evaluating management tradeoffs in watershed analysis.This is Paper 3069 of the Forest Research Laboratory, Oregon State University, Corvallis, Oregon.  相似文献

The term overfishing is being used with increasing frequency to designate an undesirable level of fisheries exploitation. All too often, however, the term is taken as being self-evident. This article demonstrates that many definitions of overfishing are possible, depending essentially on what objective is being pursued for the fishery. Various possible biological and economic objectives are considered, both in a static and dynamic model of the fishery. Consideration is given to the best utilization of the fish stock from the viewpoint of the individual fishermen as well as that of society. It is shown that overfishing by one definition may be underfishing by another, and it is concluded therefore that anyone using the term overfishing ought, as a matter of course, to define it.  相似文献

Common property resources (CPR) tend to be particularly susceptible to depletion and degredation. This creates problems for sustainable development and for resource stewardship in general since many of the key global resources are common property. The article explores the different definitions of CPR and the traps associated with the harvesting of CPR without understanding the social, economic, and environmental costs related to their exploitation. The commons problem may be approached in terms of a private property solution, the allocation of individual quotas to fishermen, or a communal property solution in which communities of fishermen basically manage their own fisheries. The offshore fishery of Barbados lends itself to the private property solution, and the inshore fishery of Jamaica, to the communal property solution.Drawing from case studies of Jamaica and Barbados fisheries, four principles of CPR use are proposed: (a) the solution of the CPR problem starts with the control of access to the resource, (b) increasing production from a CPR depends on the conservation of the resource base, (c) the sustainable utilization of a CPR is closely connected to the use of technology appropriate for the harvest, and (d) local-level management improves prospects for the sustainable use of a CPR. The case studies illustrate that there may be local, national, and international levels of interest over the resource. Hence, the successful management of such resources as Barbados and Jamaica fisheries requires that conflicting demands for the resources be taken into account, perhaps using a cooperative management approach.  相似文献

The 1992 collapse of the northern cod fishery at Newfoundland, Canada and the subsequent closure of a majority of the inshore ground fishery has placed a focus on the development of aquaculture within the province. In May 1995 Innovative Fisheries Inc. of St. John's, Newfoundland, conducted field studies to evaluate the soft-shell clam (edible bivalve molluscs) resources on three sand flats near Burgeo, Newfoundland. GIS can be used to examine issues regarding the development and management of the soft-shell clam beds. GIS can also be applied to examine the issue of ‘competing uses’ for the proposed soft-shell clam aquaculture site. The information presented in this study indicates that GIS is an important tool for the aquaculture industry. These systems can be used to monitor, quantify and evaluate the soft-shell beds near Burgeo. Management issues such as water quality, resource sustainability as well as the economic viability of the clam resource can be assessed within a GIS environment. The results of the analysis in this study suggest potential problems with faecal coliform contamination from local cottages. Finally, data collection for aquaculture site assessment is required if a resource is to be managed effectively. GIS applications provide insights into the quality of the physical environment as well as the sustainability of a resource. However, it is the aquaculture operators who ultimately make the final decisions.  相似文献

The aim of this paper is to explore the issue of problem definition in coastal (zone) management, with particular emphasis on social and institutional aspects. Do the existing scientific theories provide the necessary tools for open formulation of questions or problem definition, without preconceived ideas? Or are they rigid frameworks, which lead our curiosity along well-paved trails to predetermined results? Property rights are commonly touted as a solution to common pool resource problems. In practice, however, the security of property rights over natural resources varies substantially; this may affect returns to ownership and asset values. We use an analytical model to examine the effects of insecure property rights to natural resources on the market value of assets. We then use a unique dataset of fisheries from three countries to examine empirically how differences in property rights affect market outcomes. We find significant asset market capitalization of insecurity arising from (1) ownership disputes, (2) illegal extraction from resource stocks, and (3) the possibility of government revocation of rights.  相似文献

Small-scale fisheries present challenges to management due to fishers’ dependency on resources and the adaptability of management systems. We compared social-ecological processes in the sea cucumber fisheries of Zanzibar and Mayotte, Western Indian Ocean, to better understand the reasons for resource conservation or collapse. Commercial value of wild stocks was at least 30 times higher in Mayotte than in Zanzibar owing to lower fishing pressure. Zanzibar fishers were financially reliant on the fishery and increased fishing effort as stocks declined. This behavioral response occurred without adaptive management and reinforced an unsustainable fishery. In contrast, resource managers in Mayotte adapted to changing fishing effort and stock abundance by implementing a precautionary fishery closure before crossing critical thresholds. Fishery closure may be a necessary measure in small-scale fisheries to preserve vulnerable resources until reliable management systems are devised. Our comparison highlighted four poignant lessons for managing small-scale fisheries: (1) diagnose the fishery regularly, (2) enable an adaptive management system, (3) constrain exploitation within ecological limits, and (4) share management responsibility.  相似文献
