This study examines ten programmes to advance energy efficiency and retrofitting of existing, private sector buildings in C40 cities in Asia-Pacific and USA. We set out to identify differing policy approaches, together with potential impacts and implementation challenges for each. Findings unearthed six policy models – both mandatory and voluntary – with unique impacts and challenges. We demonstrate that innovation occurs without new policy inventions and largely by necessity, as new features are added and generic models are adapted to local circumstances. Our sample demonstrated experimentation with benchmarking in the USA, comprehensive regulation in Asia, and voluntary approaches in Australia. Overall, environmental impacts are particularly slow to emerge and plagued with attribution challenges. We found limited evidence of benchmarking programme effectiveness in reducing energy consumption in the short-term, but some indication of mid-term outcomes. Driven by unique local circumstances, the cap-and-trade model stood out by fostering large, sustained and attributable GHG emission reductions and retrofitting. Market and social impacts are highly significant across all programmes, highlighting needs to consider non-environmental impacts in policy evaluation. We emphasise the complementary potential of voluntary and regulatory approaches to advancing energy efficiency and climate resilience. The ecological literature reveals considerable confusion about the meaning of validation in the context of simulation models. The confusion arises as much from semantic and philosophical considerations as from the selection of validation procedures. Validation is not a procedure for testing scientific theory or for certifying the ‘truth’ of current scientific understanding, nor is it a required activity of every modelling project. Validation means that a model is acceptable for its intended use because it meets specified performance requirements.Before validation is undertaken, (1) the purpose of the model, (2) the performance criteria, and (3) the model context must be specified. The validation process can be decomposed into several components: (1) operation, (2) theory, and (3) data. Important concepts needed to understand the model evaluation process are verification, calibration, validation, credibility, and qualification. These terms are defined in a limited technical sense applicable to the evaluation of simulation models, and not as general philosophical concepts. Different tests and standards are applied to the operational, theoretical, and data components. The operational and data components can be validated; the theoretical component cannot.The most common problem with ecological and environmental models is failure to state what the validation criteria are. Criteria must be explicitly stated because there are no universal standards for selecting what test procedures or criteria to use for validation. A test based on comparison of simulated versus observed data is generally included whenever possible. Because the objective and subjective components of validation are not mutually exclusive, disagreements over the meaning of validation can only be resolved by establishing a convention. 相似文献

In this paper, we first review the development of China’s Environmental Impact Assessment (EIA) system in the past 30 years.
Then we compare the framework and operational procedures of China’s new EIA law with those of the EU EIA Directive. We also
compare public participation, as well as sanctions and control in the two EIA systems. In addition, we identify where the
processes in both EIA systems are similar or different from one another. By comparison, we noted that there are at least three
obvious weaknesses in China’s EIA system: (1) the application of new models for EIA legislation; (2) the improvement of EIA
guidance and education; and (3) the enhancement of public participation in EIA process. Our study indicates that these three

Risk-based regulation assumes that risk assessment can evaluate risks against policy objectives. However, policy goals are often ambiguous and require risk assessors to interpret them for use in risk assessment. This risk assessment-policy gap stems partly from normative and imprecise policy language but is rooted more fundamentally in society's uncertain expectations for the environment. Until this uncertainty is resolved, the democratic and regulatory effectiveness of risk regulation will be undermined by ad hoc policy decisions abdicated to risk assessors. 相似文献

For Europe, a new regime in chemicals regulation is about to start. After the proposal of the European Commission concerning the Registration, Evaluation and Authorization of Chemicals (REACh) passed its readings in the European Parliament and some differences with the European Council of Ministers were resolved, the regulation will come into force in June 2007. This paper is focused on the question how serious the cost burdens for industry induced by REACh will be, and whether the New European Member States (NMS) which joined the European Union in May 2004 will be able to cope with the regulation. This evaluation has been done by assessing the legislative, administrative and economic framework in New Member States and by analysing real business cases in companies. The empirical showcase business impact studies are at the same time of interest for companies of EU-15 states, other European countries who may implement the regulation, and even for exporters of raw materials and chemicals outside Europe, who will also have to comply with REACh if they market in the European Community. The results give no indications that REACh adoption will bring significant drawbacks to companies in the NMS. The emerging regulation will bring challenges for individual companies, especially for small and medium-sized ones, but for the European chemical industry as a whole, there is no question that it will be able to cope with REACh burdens without losing its global competitiveness. 相似文献

The aim of this study is to analyze the environmental agenda in Sweden during the last two decades. A content analysis was made of all articles in a Swedish journal,Miljö-Aktuellt. Further, to elucidate the evolutionary process of problem formulation and reformulation, two cases were investigated, dealing with the impact of plant nutrients and mercury on surface water quality. The transport of heavy metals is an essential component of the ecological process and problem of acidification, and similarly, plant nutrients are part of the concept of eutrophication. Two concepts, the research cycle and the policy cycle, are tentatively applied to the conceptualizations of acidification and eutrophication. Additional data for the latter part of the study is supplied from parliamentary motions during 1973–1989. The substance/media focus of the 1970s was connected to a point-source abatement strategy, which mainly aimed at removing negative effects at a local level. The development of a national preventive strategy is traced in problem formulations related to “processes” going on in the technosphere: wastes, noise, energy production, traffic, and toxic substances. This period lasted from the mid-1970s to the mid-1980s, and the need for improved resource management as a means to control environmental problems has been a generally accepted idea. However, this does not mean that measures actually taken are sufficient in a material balance perspective. Further, in the 1980s there was a strong emphasis upon processes in the ecosphere. This focus also implies source-related policies. To a certain extent, the remedies are within the scope of national capabilities, but the international dimension is becoming increasingly important. Scientific proofs of resource and environment degradation are essential to induce political action and to stimulate international cooperation. Introduction: This article analyzes the effect of driver’s age in crash severity with a particular focus on those over the age of 65. The greater frequency and longevity of older drivers around the world suggests the need to introduce a possible segmentation within this group at risk, thus eliminating the generic interval of 65 and over as applied today in road safety data and in the automobile insurance sector. Method: We investigate differences in the severity of traffic crashes among two subgroups of older drivers –young-older (65–75) and old-older (75+), and findings are compared with the age interval of drivers under 65. Here, we draw on data for 2016 provided by Spanish Traffic Authority. Parametric and semi-parametric regression models are applied. Results: We identified the factors related to the crash, vehicle, and driver that have a significant impact on the probability of the crash being slight, serious, or fatal for the different age groups. Conclusions: We found that crash severity and the expected costs of crashes significantly increase when the driver is over the age of 75. Practical Applications: Our results have obvious implications for regulators responsible for road safety policies – most specifically as they consider there should be specific driver licensing requirements and driving training for elderly – and for the automobile insurance industry, which to date has not examined the impact that the longevity of drivers is likely to have on their balance sheets. 相似文献
