Currently, river landscape evaluations cannot be conducted by the general public, due to their lack of professional training.
However, consulting professionals is time consuming and costly. The research conducted addresses both problems by (1) developing
suitable criteria for assessing river environments, and (2) formulating a strategy for using the proposed criteria, thereby
creating an effective method for river management by non-professionals. This research was carried out, in accordance with
Visual Resource Management theory, at 12 survey sites along the ChungKang River. The landscape quality sequences acquired
were then evaluated using a revised and simplified assessment model. The same process was repeated on the Touchien River to
verify its feasibility. This research developed both specific criteria as well a method for evaluating river landscapes, which
can be employed by non-professional river project managers. Ultimately, the aim of this research is to develop and promote

The stocks and flows of silver throughout the Asian economy for 1997 have been quantified, with major flows examined over their entire life cycle, including mining, production, fabrication, and manufacture, product use, and waste management. By compiling the findings of 11 country-level material flow analyses, a regional analysis was created. The reliability and availability of the data varied, with the most confidence given to the earlier life stages and the most uncertainty existing later. Overall, Asia is a net importer of silver, requiring nearly 7000 Mg of silver in 1997. Approximately 2200 Mg Ag are mined, and production waste totals about 640 Mg Ag. The flow of silver into use equals 9900 Mg Ag, with a considerable build-up of 7100 Mg Ag entering in-use stock. Silver waste sent directly to the environment, in addition to landfilled waste, totals 1600 Mg Ag. Much variation exists when examining country-level silver flows on a per capita basis. India and Thailand’s fondness for silver jewelry greatly increases their silver flows into use and in-use stock. Japan’s high overall consumption reflects its high GDP per capita. A detailed inventory shows that an average resident of the City of New Haven depends on a per capita capital stock of 9200 kg/c of iron and 144 kg/c of copper in the city infrastructure, buildings, transportation systems, and equipment. Of the iron stock 28% is in items such as rail cars and ships in ocean trade not permanently within the city, and 22% is devoted to receiving and delivering oil fuel to the city and its surrounding communities. Copper is principally used in the distribution of electric power and in water piping within buildings. The city's 9200 kg/c of iron stock-in-use is less than the 13,000 kg/c national average due to New Haven's lack of heavy industry and relatively small number of large buildings. The 144 kg/c of copper stock-in-use is only 58% of the overall value for the United States, but is comparable to that in cities such as Stockholm, Sweden. Attainment of a level of iron and copper services with contemporary technology in less developed countries to the level enjoyed in New Haven would require consumption of the presently identified world copper resources. 相似文献

Evaluators frequently cite the absence of effective participation by constituent governments and the need for consensus or even unanimity prior to action as the causes of poor performance by regional resource management institutions. Major governments either will not join the regional institution, will not participate even if legally members, or will exercise a veto over many important management projects.This paper examines the variables that may cause these problems and provides an improved understanding of why rational political actors would act in ways that inhibit the efficient management of resources. Among the principal variables determining participation are expected benefits of collective decisions, perceived losses of autonomy and representation, the number and homogeneity of other participants, decision costs, and the decision rule used to determine actions. This study examines and evaluates, by using emergy analysis, the use of environmental resources for wastewater treatment in a Swedish town. Emergy analysis was applied, while it facilitates the comparison of resource use of substantially different kind. In the emergy analysis, all resources are assessed on the basis of the amount of direct and indirect solar energy required in their generation. The study also includes an evaluation of the amount of emergy associated with the production of wastewater. On the basis of our analysis, we suggest that the large amount of emergy that wastewater contains are in proportion to the amount of resources employed for wastewater treatment and the extensive effects on surrounding ecosystems of discharge of untreated wastewater. The use of local renewable natural resources in Swedish municipal wastewater treatment systems is negligible compared with the use of purchased inputs, processed largely with the support of fossil energy. A drastic shift of this order would demand that extensive land areas surrounding human settlements be (indirectly or directly) devoted to wastewater treatment. These areas are not accessible today. Our analysis also indicates that resource requirements from the economy in the production of electricity by the digestion of sewage sludge is about two times the total resource use for generation of the average mix of electricity used in the town. We, therefore, conclude that if the only reason to digest the sludge were to produce electricity, it would be more resource-efficient to purchase the electricity on the Swedish distribution net. Accordingly, there is no resource economy in producing biomass to digest just to increase the energy production at the wastewater treatment plant. 相似文献

Resource-rich states throughout the developing world are prone to rent-seeking, excessive borrowing, wasteful spending, and unbalanced growth as well as states with weak institutions and authoritarian regimes. Are the five energy-rich Soviet successor states necessarily doomed to repeat this experience, often referred to as the “resource curse”? This paper advances and tests the hypothesis that Russia and Kazakhstan are more likely to avoid the “resource curse” than Uzbekistan, Turkmenistan, and Azerbaijan because they privatized their energy sectors. Specifically, we find that privatization offers a potential path out of the “resource curse” when it involves a transfer of ownership to domestic actors. Although Kazakhstan initially appeared to be developing a viable tax regime in response to foreign investors, over the long term Kazakhstan’s tax regime has become increasingly volatile and dependent upon these foreign investors. In contrast, domestic oil companies are helping to foster the development of an increasingly viable tax regime in Russia. 相似文献
