The Convention on Biological Diversity has catalyzed worldwide awareness of threats to biological diversity and stimulated global conservation strategies. These have led to national and international legislation and have generated debate about the most effective conservation actions. Under the EU Habitats Directive, all member states are obliged to establish a system for strict protection of species listed in Annex IV(a), which includes all bats. In England, this obligation has resulted in legislation that allows for derogation from strict protection under license, provided activities are undertaken to mitigate any potential negative effects on bat numbers. We used an evidence‐based approach to assess the cost‐effectiveness of mitigation strategies and the English bat‐derogation licensing process as a whole. We analyzed data from 389 bat derogation licenses issued in England from 2003 to 2005 relating to 1776 roosts and 15 species to determine the nature and extent of development and mitigation activities and their effects on bats. Overall the effects of licensed activities on roosts were negative. Despite the level of protection afforded to bats, the majority (68%) of roosts for which derogation licenses were issued were destroyed. There were species‐specific differences in the probability of roosts being destroyed, and impacts on roosts did not reflect a species’ conservation status. Information provided by licensees was inadequate and inconsistent. Most licensees (67%) failed to submit postdevelopment reports, and postdevelopment monitoring was conducted at only 19% of sites. Despite a minimum of £4.13 million spent on mitigation structures for bats from 2003 to 2005, it was unclear whether the licensing process meets EU obligations. On the basis of our results, we believe there is a need to overhaul the licensing process, to establish a comprehensive, standardized postdevelopment monitoring system, and to demonstrate that mitigation is commensurate with Britain's legal obligations. Abstract

Occupants of vehicles encounter an uncertain degree of risk during tornadic storms. The current National Weather Service guidelines suggest we abandon vehicles to lie in a ditch if no sturdy shelter is available. However, these guidelines were developed without the benefit of supporting research. As we are an increasingly vehicle-dependent society, it is important to explore the historical record of vehicle-occupant deaths to see if the National Weather Service guidance is appropriate. The objective of this paper is to investigate the number, distribution, and broad spatial and temporal trends associated with vehicle-occupant deaths that have occurred as a result of tornadoes, and to define the proportion of tornado-induced deaths that have occurred in vehicles.

There were 15,047 deaths caused by tornadoes from 1900 through 1998. Of those, 5685 occurred at a defined site, and 270 were known to have occurred in vehicles. The number of vehicle-occupant deaths, as a proportion of all site-known, tornado-induced deaths, was constant from 1959–1979, but decreased significantly between 1980–1998. The number of deaths was related to several influencing factors. Linear regressions and correlations were employed to determine the degree of relationship between the number of deaths and several explanatory factors. While population, number of vehicle registrations, and number of tornadoes all seemed to influence the number of deaths to some degree, the most significant factor to influence the number of deaths appeared to be vehicle safety features. Most vehicle-occupant deaths occurred during rare F4 tornadoes, when vehicles where thrown from roadways. Regionally, the Great Plains had the highest number of vehicle-occupant deaths from tornadoes.  相似文献

Previous research notes that sense of place may intensify, and that levels of public risk perception may decrease with proximity to an established hazardous or stigmatised site. In addition, the literature suggests that sense of place may act either to mediate or moderate community perceptions of risk in such localities. This study comprised a major household survey (n = 1326) and an interview study (n = 39) and was conducted close to the nuclear power stations at Oldbury and Hinkley Point, both in the UK. It investigated the roles of perceptions of place and hazard proximity in considering (a) perceptions of risk and (b) public attitudes towards the building of a new nuclear power station in the nearby area. In addition, a novel scale was developed to measure the perceived contribution of the nearby nuclear power station to sense of place. The results suggest first, that sense of place mediates (but does not moderate) perceptions of risk in very proximate communities, and second, that public attitudes to new build in communities situated very close to established nuclear sites may be largely dependent on the extent to which the existing facility is perceived to contribute towards sense of place. The implications of these results for existing theory are discussed.  相似文献

In the effort to predict the risks associated with contaminated soils, considerable reliance is placed on plant/soil concentration ratio (CR) values measured at sites other than the contaminated site. This inevitably results in the need to extrapolate among the many soil and plant types. There are few studies that compare CR among plant types that encompass both field and garden crops. Here, CRs for 40 elements were measured for 25 crops from farm and garden sites chosen so the grain crops were in close proximity to the gardens. Special emphasis was placed on iodine (I) because data for this element are sparse. For many elements, there were consistent trends among CRs for the various crop types, with leafy crops > root crops ≥ fruit crops ≈ seed crops. Exceptions included CR values for As, K, Se and Zn which were highest in the seed crops. The correlation of CRs from one plant type to another was evident only when there was a wide range in soil concentrations. In comparing CRs between crop types, it became apparent that the relationships differed for the rare earth elements (REE), which also had very low CR values. The CRs for root and leafy crops of REE converged to a minimum value. This was attributed to soil adhesion, despite the samples being washed, and the average soil adhesion for root crops was 500 mg soil kg−1 dry plant and for leafy crops was 5 g kg−1. Across elements, the log CR was negatively correlated with log Kd (the soil solid/liquid partition coefficient), as expected. Although, this correlation is expected, measures of correlation coefficients suitable for stochastic risk assessment are not frequently reported. The results suggest that r ≈ −0.7 would be appropriate for risk assessment.  相似文献

减缓气候变化可以在大的地理尺度上以工程技术手段来实施。地球工程包括所有能源生产和消费以外的、不涉及工业生产过程管理的,在较大的地球尺度或规模上,去除大气中的CO2或直接控制太阳辐射而降温的各种人为的工程技术手段,主要包括三大类:绿色生物技术手段、碳捕获与埋存技术和太阳光辐射额度控制管理技术。这一类地球工程手段有着一系列经济、技术、环境、伦理、安全和不确定性含义。本文就近年来国际上关于地球工程作为减缓气候变化可能技术选择的几个关键问题开展了分析和讨论,涉及概念界定、技术特点、可能影响、治理构架等。作者认为,对于直接作用于碳的地球工程手段,如绿色生物技术手段和碳捕获与埋存技术,风险小、可操控;太阳光辐管理技术,通过人为排放到大气的SO2和气溶胶等的降温效应,来控制地球气温的上升,尽管使用的经济成本可能不高,具有实际操作可能,但其巨大的不确定性和可能的安全含义,需要引起足够的重视。从伦理上看,当代人是否有权来开展太阳光辐管理技术这类具有巨大科学不确定性的地球工程存在争议,在科学不确定的情况下采取任何行动,就失去了伦理学基础。从法律上看,人工干预太阳辐射,即使是科学实验或研究,由于其影响超出了国界,超出了当代人,也超出了人类社会,如果有人采取行动,也存在法律依据上的质疑。人工干预太阳辐射的研究和实施,需要一个国际治理构架。为了防止其他国家单独行动,需要"相互约束"的治理构架——"自我约束"以换取他国同意"自我约束"。鉴于气候变化和光辐管理在科学上的不确定性,目前不宜实施,短期内也不会提上议事日程。太阳光辐管理技术影响的复杂性和气候变化风险的迫切性,需要我们加大科学研究力度,为科学决策提供依据。中国作为一个新兴经济体,世界第一大CO2排放国,地域空间气候条件存在巨大差异性。从减排成本的角度,从气候影响的空间差异性,开展地球工程的科学研究,有着科学、政策和国际气候外交的积极意义。但是,相关的科学研究需要国际制度构架。由于气候变化框架公约及其谈判尚未涉及,需要开展系统科学、技术、经济、法律和国家安全等方面的相关研究,提高科学认知度,为国际谈判和政策选择提供决策依据。  相似文献

After three decades of sustained continuous improvement of mine safety performances in the US, mine disasters in 2006 and 2007 compromised an excellent record and presented new challenges and vulnerabilities for the underground coal mining industry. In the aftermath of the incidents, formal investigations and new scrutiny of mine safety by the US Congress and expert study groups followed. The US Congress passed the Mine Improvement and New Emergency Response Act of 2006 (MINER Act), which mandated new laws to address the issues, including those related to mine fires and explosions from which miners must be protected. The National Mining Association-sponsored Mine Safety Technology and Training Commission report highlighted the role of risk analysis and management in identifying and controlling major hazards, such as fires and explosions. In this paper an approach is given for analyzing the risks for fires and explosions based on the Mine Safety and Health Administration citation database. Using 2006 citation data and focusing on subsystem failures, the methodology is applied to a database for a pilot sample of underground coal mines stratified by mine size and state.  相似文献

Natural resource managers often rely on the advice of specialists to aid decision making. However, disagreement among these specialists about the relative value of particular management objectives or the risks associated with implementing certain management strategies may complicate the decision effort. Multiattribute utility analysis can facilitate decision making by indicating how attributes of a problem are weighed by individual specialists. This information can then be used to outline bands of potential problem solutions that are acceptable to the advising group and may allow management to further its own objectives (possibly increased efficiency).An example is presented that relates to fire management planning efforts on national forests. Multiattribute utility functions developed from a survey of fire management professionals are used to identify utility-maximizing fire management strategies based on each strategy's level of economic efficiency and risk. Bands of utility-indifferent potential solutions are outlined based on measures of group consensus. It is pointed out that a subset of these would further management's goal (increased efficiency) without significantly altering the value assigned to the risk attribute by the specialists. Finally, the robustness of the technique is discussed with particular reference to environmental management problems and the role that proxy information often plays in decision making.  相似文献

Fluid bed tests were used to determine overall reaction rates for eight different dry powders of low hazard and toxicity before and after reaction with HF. In flow chamber tests, a representative oxide, hydroxide and carbonate were used to measure the efficiency of mitigation of an HF aerosol cloud. The results show that dry powders provide a valid alternative to water spray mitigation. Powder efficiencies are higher than water efficiencies at constant weight ratio.

At present, no attempt has been made to provide any technical designs or layouts for powder mitigation systems. However, the technology for smaller systems is available through manufacturers of dry powder chemical fire extinguisher equipment. When these powders are kept dry and under nitrogen atmosphere, a shelf life of several years can be expected.  相似文献

We develop an understanding of local governmental efforts to address earthquake risks. Our data for a sample of California and Washington cities' risk-reduction efforts sort into two different clusters of leading jurisdictions as contrasted with a cluster of lagging jurisdictions. We explain differences among the three categories of cities in terms of different political-economic factors. Local governmental willingness and ability to undertake risk-reduction programs have more to do with local political demands and community resources than with objective risk or previous earthquake experience. State mandates have a selective impact on local risk-reduction efforts. The principal policy lessons concern the need to address gaps in local risk-reduction efforts through more careful targeting of federal and state earthquake programs and by including stronger teeth within state mandates.  相似文献
