The present research aims at the relationship between information credibility and perception of seismic risk in a group of people living in severe disaster areas. 243 adult residents exposed to seismic hazard participated in a questionnaire study. With respect to four types of information which are generated by information sources and valence, participants were instructed to recall one type of the information they obtained respectively and rate the recalled information in terms of its credibility. After that, they were asked to report their seismic risk perception and all socio-demographic data were also collected. Regression analyses suggested that information credibility significantly influenced risk perception. Furthermore, the credibility of word-of-mouth and negative information were positively associated with risk perception. Meanwhile, risk perception was also affected greatly by the credibility of negative public information but not positive word-of-mouth information. It was clear that both information source and valence moderated the process and the latter exerted a stronger influence on it. The results were interpreted in relation to the elaboration likelihood model, accessibility-diagnosticity model, and other cognitive theories. The findings were discussed in terms of their general implications for the improvement of risk communication about earthquake related messages.  相似文献

There is a long history of fire management in African savannas, but knowledge of historical and current use of fire is scarce in savanna-woodland biomes. This study explores past and present fire management practices and perceptions of the Khwe (former hunter-gatherers) and Mbukushu (agropastoralists) communities as well as government and non-government stakeholders in Bwabwata National Park in north-east Namibia. Semi-structured interviews and focus groups were used in combination with satellite data (from 2000 to 2015), to investigate historical and current fire management dynamics. Results show that political dynamics in the region disrupted traditional fire practices, specifically a policy of fire suppression was initiated by colonial governments in 1888 and maintained during independence until 2005. Both the Khwe and Mbukushu communities use early season (i.e. between April and July) fires for diverse interrelated historical and current livelihood activities, and park management for managing late season fires. The Mbukushu community also use late season burns to prepare land for crops. In this study, we use a pyrogeographic framework to understand the human dimension of fires. This study reveals how today’s fire management practices and policies, specifically the resurgence of early season burning are entrenched in the past. The protection of the Baltic Sea ecosystem is exacerbated by the social, environmental and economic complexities of governing European fisheries. Increased stakeholder participation and knowledge integration are suggested to improve the EU’s Common Fisheries Policy (CFP), suffering from legitimacy, credibility and compliance problems. As a result, the CFP was revised in 2002 to involve fisheries representatives, NGOs and other stakeholders through so called Regional Advisory Councils (RACs) in the policy process. We address the RAC’s task to incorporate stakeholder knowledge into the EU’s fisheries governance system in empirical and theoretical perspectives. Drawing on a four-stage governance concept we subsequently suggest that a basic problem is a mismatch between participation purpose (knowledge inclusion) and the governance stage at which RACs are formally positioned (evaluation of management proposals). We conclude that, if the aim is to broaden the knowledge base of fisheries management, stakeholders need to be included earlier in the governance process.  相似文献

Challenges for a sustainable urban development are increasingly important in cities because urbanization and related land take come up with negative challenges for the environment and for city residents. Searching for successful solutions to environmental problems requires combined efforts of different scientific disciplines and an active dialogue between stakeholders from policy and society. In this paper, we present a comparative assessment of the way policy-science dialogues have achieved knowledge co-production about strategic urban environmental governance action using the cities of Berlin in Germany and Rotterdam in the Netherlands as case studies. The ecosystem services framework is applied as a lens for policy–science interaction and a ‘knowledge co-production operating space’ is introduced. We show how policy officers, urban planners, practitioners and scientists learned from each other, and highlight the impact of this knowledge co-production for governance practice. We found that the concerted collaboration and co-creation between researchers and policy officers have led to mutual learning and establishment of relationships and trust in both cities. Not only the policy-relevance of research and its policy uptake were achieved but also new insights for research blind spots were created. In our conclusions we reflect on co-production processes with two types of conditions that we introduced to be most influential in the way knowledge can be co-created. These are conditions that relate to the way knowledge co-production processes are set-up and, conditions that relate to the expected value or benefit that the co-produced knowledge will bring across society, policy and practice.  相似文献

The designation of marine protected areas (MPAs) may have intense social and economic effects on human communities. Driven by overarching global and European policies and national legislations, current systematic conservation planning in the UK and France requires an ecosystem approach that takes into account not only nature but also the human activities that take place in an area. Here, we identified a set of 64 socioeconomic variables potentially relevant for marine and coastal stakeholders in a European context and a comprehensive set of 20 marine and coastal stakeholder categories. Ninety national organisations in the UK and France belonging to those categories and potentially affected by/interested in the designation of multiple-use MPAs were identified and surveyed. Results show that environmental NGOs, research centres, local councils, managing agencies and statutory nature conservation bodies perceived that they are positively affected by these MPAs, whereas fishers’ organisations, shipping and aggregate industrial organisations and recreational organisations perceived to be chiefly negatively affected by MPAs. On average, the ecological effects of multiple-use MPAs are perceived as ‘largely positive’, though 30% of respondents did not perceive any positive ecological effects from these MPAs. The social, economic and cultural effects of such MPAs are perceived as ‘moderately positive’. Most respondents perceived broad range (>10 km) and permanent ecological, social, economic and cultural effects from multiple-use MPA designation suggesting high societal expectations towards these areas. However, only five variables were perceived to vary in intensity after the designation of multiple-use MPAs: ‘research’, ‘environmental performance by citizens, businesses and towns’, ‘number of green businesses’, ‘tourism’ and ‘economic activities’. The most important ‘social’ variables for stakeholder organisations referred to local populations’ engagement with the MPA, tourism and research. The most important ‘economic’ variables were linked to fishing, shipping and aquaculture activities. These variables highlight relevant topics to be considered in MPA planning, designation and management processes, especially in the UK and France. There were statistically significant differences in the ratings of socioeconomic variables between many organisations belonging to the same intuitive stakeholder categories, suggesting the importance of including as wide a range of stakeholder organisations as feasible in MPA socioeconomic-related processes. Our methods and findings can help to inform and streamline ongoing and future participatory MPA planning, management and monitoring processes in Europe and in other regions with similar socioeconomic characteristics.  相似文献

Invasive alien trees impact the environment and human livelihoods. The human dimensions of such invasions are less well understood than the ecological aspects, and this is hindering the development of effective management strategies. Semi-structured interviews were undertaken to investigate the knowledge and perceptions of Prosopis between different stakeholder groups. Chi-squared tests, Welch ANOVAs, and Principle Component Analyses were run. Factors such as land tenure and proximity to invasions were especially important for explaining differences in perceptions and practices relating to Prosopis among different stakeholder groups. Most respondents were aware of Prosopis and considered it to be invasive (i.e., spreading). Costs associated with Prosopis were perceived to exceed benefits, and most stakeholders wanted to see a reduction in the abundance of Prosopis stands. The mean total cost for the management of Prosopis was US$ 1914 year−1 per farm, where costs ranged from under US$ 10 to over UD$ 500 per ha based on invasion densities and objectives for control. The findings highlight the need for more effective management interventions.  相似文献

Abstract:  Debate about the nature and appropriateness of advocacy by environmental scientists is important—it represents understanding the role of these citizens in our society. Much has been written about advocacy by scientists, and that literature describes substantial diversity in reasons why advocacy by scientists is or is not appropriate. Despite the nature of this literature there has been no comprehensive, systematic review of why some favor and others oppose advocacy by environmental scientists. Through a literature review we catalogued, categorized, and critiqued the arguments used for and against the appropriateness of advocacy by environmental scientists. Most arguments, whether for or against advocacy, are characterized by some significant deficiency. From our analysis of the literature an argument emerges that to date has never been fully articulated: that advocacy is nearly unavoidable, and that scientists, by virtue of being citizens first and scientists second, have a responsibility to advocate to the best of their abilities, to improve their advocacy abilities, and to advocate in a justified and transparent manner. We also discuss the meaning and relevance of advocacy being justified and transparent. We suggest scientists expend their efforts to better understand what constitutes appropriate advocacy and spend less effort pondering whether they should advocate .  相似文献

Transdisciplinary approaches are becoming increasingly adopted as a way to research complex socio-environmental problems. Conceptually, transdisciplinarity aims to foster meaningful knowledge co-production through integrative and participatory processes that bring together diverse actors, disciplines, and knowledge bases. In practice, transdisciplinarity is more ambiguous. While there is a growing body of literature on such approaches, there remains no widely-accepted definition, concrete framework, or empirical strategy for how to carry out a transdisciplinary project. We propose that this lack of explicit structure and entrenched meaning leaves space for transdisciplinary approaches to be shaped by the evolving network of participating scientists and stakeholders, according to their perspectives of the approach and what it embodies. Here, we examine the perspectives of a diverse group of actors (n = 42) embarking on a 10-year transdisciplinary research project focused on building resilience to natural hazards and disasters in New Zealand. We present the findings of qualitative surveys and group interviews that investigate stakeholders’ and scientists’ early perspectives of transdisciplinary, or co-created, research. The study represents the first stage of longitudinal research that will continue over the course of the project. Results show that early actors in the project share an overall consistent understanding of co-created research. Participants described a process that integrated diverse people and knowledge; created benefits on both a social and personal level; fostered clear, two-way dialogue; and overcame pragmatic and intrinsic challenges. Collectively, participants agreed with adopting transdisciplinary approaches to natural hazard, risk, and resilience research, with stakeholders showing a stronger degree of agreement than scientists. While attitudes towards transdisciplinarity were overall positive, a number of underlying conflicts emerged in regards to carrying out new modes of knowledge production within traditional social and institutional structures. These conflicts result in a tension that is felt by actors involved in transdisciplinary projects early on, and in some cases, influences perception of their ability to fully participate in such an approach. Evaluating actor perspectives and expectations early in the transdisciplinary process can give insight into how attitudes, expectations, and conflicts might shape transdisciplinary efforts, and can provide relevant parameters for assessing change over time.  相似文献

There have been many calls in policy and academia for more inclusiveness in science-policy interfaces, but there is as yet insufficient clarity as to what such inclusiveness means and how to achieve it in the context of international organisations. This paper analyses how inclusive the IPCC is across geographies and stakeholders. Building on the distinction between access and active participation, it examines the involvement of developing countries and NGOs in the Panel’s assessment process.The analysis shows that more inclusive institutional set-ups in international science-policy organisations do not automatically lead to greater credibility, salience and legitimacy of knowledge production processes (Mitchell et al., 2006). For instance, inclusive access does not per se guarantee active participation as the latter depends on a variety of factors including resources and the capacity of actors to engage. Furthermore, in institutional contexts the idea of inclusiveness is necessarily subject to operational interpretations. How these interpretations relate to the representativeness of those who participate in the process affects the relevance of knowledge to its users’ needs. Finally, there are political elements to inclusiveness as more powerful actors may be unwilling to renegotiate the balance of power to expand access to stakeholders.The paper concludes that these nuances should be taken into account in the IPCC and other international science-policy institutions. It also urges the Panel to address the developing country participation gap and explore institutional avenues for expanding access to non-state stakeholders in order to increase the credibility, salience and legitimacy of its processes and shift to solutions-oriented assessments.  相似文献

Collaborative efforts are increasingly being used to address complex environmental problems, both in the United States and abroad. This is especially true in the growing field of collaborative watershed management, where diverse stakeholders work together to develop and advance water-quality goals. Active citizen participation is viewed as a key component, yet groups often struggle to attract and maintain citizen engagement. This study examined citizen participation behavior in collaborative watershed partnerships by way of a written survey administered to citizen members of 12 collaborative watershed groups in Ohio. Results for the determination of who joins such groups were consistent with the dominant-status model of participation because group members were not demographically representative of the broader community. The dominant-status model, however, does not explain which members are more likely to actively participate in group activities. Instead, individual characteristics, including political activity, knowledge, and comfort in sharing opinions with others, were positively correlated with active participation. In addition, group characteristics, including government-based membership, rural location, perceptions of open communication, perceptions that the group has enough technical support to accomplish its goals, and perceived homogeneity of participant opinions, were positively correlated with active participation. Overall, many group members did not actively participate in group activities.  相似文献
