Incentive-Based Conservation Programs in Developing Countries: A Review of Some Key Issues and Suggestions for Improvements 总被引:2,自引:2,他引:0
Biodiversity conservation in developing countries has been a challenge because of the combination of rising human populations,
rapid technological advances, severe social hardships, and extreme poverty. To address the social, economic, and ecological
limitations of people-free parks and reserves, incentives have been incorporated into conservation programs in the hopes of
making conservation meaningful to local people. However, such incentive-based programs have been implemented with little consideration
for their ability to fulfill promises of greater protection of biodiversity. Evaluations of incentive-based conservation programs
indicate that the approach continually falls short of the rhetoric. This article provides an overview of the problems associated
with incentive-based conservation approaches in developing countries. It argues that existing incentive-based programs (IBPs)
have yet to realize that benefits vary greatly at different “community” scales and that a holistic conceptualization of a
community is essential to incorporate the complexities of a heterogeneous community when designing and implementing the IBPs.
The spatial complexities involved in correctly identifying the beneficiaries in a community and the short-term focus of IBPs
are two major challenges for sustaining conservation efforts. The article suggests improvements in three key areas: accurate
identification of “target” beneficiaries, greater inclusion of marginal communities, and efforts to enhance community aptitudes. 相似文献

UNITANK is a biological wastewater treatment process that combines the advantages of traditional activated sludge process and sequencing batch reactor, which is divided into Tank A, B and C. In this study, the sludge distribution and its impact on performance of UNITANK were carried out in Liede Wastewater Plant (WWTP) of Guangzhou, China. Results showed that there was a strong affiliation between Tank A and B of the system in sludge concentration distribution. The initial sludge concentration in Tank A could present the sludge distribution of the whole system. The sludge distribution was mainly influenced by hydraulic condition. Unsteady sludge distribution had an impact on variations of substrates in reactors, especially in decisive reactor, and this could lead to failure of system. Settler could partially remove substrates such as COD and NO3-N, but there was adventure of sludge deterioration. Using 1995-2006 panel data for 210 cities, this article firstly measures total factor energy efficiency for Chinese cities with constant return to scale data envelopment analysis model,and then describes the features of regional differences. The results show that the changing trend displays four "reversed U" shapes. A turning point of widening gap occurred among cities in 2000 and there was a certain convergence among four regions. Urban energy efficiency level is unstable. Cities with low efficiency and high energy input will be the focus of energy-saving and reducing emissions. 农户不规范的施药行为是引发农产品质量安全风险最直接的原因,为规范农户的施药行为,政府颁布并实施了多种政策,但大多收效甚微。农户不规范的施药行为主要表现在过量使用高毒农药、施用过程中不按规定操作以及农药残留物的处理问题上,如何针对农户不同的施药行为制定相应的政策,以达到有效规范农户施药行为的效果,这是本文研究的主要目的。文章基于全国986个农户的调查数据,运用有序logistic模型,分别回归了不同政策对农户过量施用农药的行为、不遵守施药间隔期的行为以及在施药过程中不阅读标签说明的行为的影响程度,结果表明:强令禁止高毒农药、对违反农产品安全生产进行处罚以及对收购的农产品进行检测等命令控制政策对农户是否过量施用农药的行为具有较强的规范效应,但对农户在施药过程中是否阅读标签说明的规范效果不佳;农药施用技术培训、农产品安全生产宣传教育等宣传培训的政策能有效规范农户在施药前阅读标签说明,但对农户是否过量施用农药的影响不大;以市场为基础的激励政策对农户过量施用农药、阅读标签说明以及遵守间隔期均有显著的规范效果。由此提出,政府在实施命令控制政策的同时,应加强农产品安全知识的宣传力度,定期为农户提供农药施用技术培训;由于以市场为基础的激励政策能有效弥补命令控制政策的监管漏洞,从而更有效的规范农户的施药行为,因此要建立激励惩罚机制,对使用生物农药、施用有机肥等具有正外部性的投入行为进行补贴,对使用高污染、高毒农药的行为进行征税,充分发挥市场为基础的监管政策的有效性。 相似文献

The very significant impact of European legislation (Directive 91/414/EEC) on the authorization of plant protection products is reviewed herein, which has resulted in withdrawal of 704 active substances (AS) out of 889 assessed so far. The list of currently approved 276 AS includes 194 AS “existing” in the market before 1993 and 82 “new” AS introduced during the last 15 years. Results of toxicity characterization of the approved AS are also summarized, utilizing several well-known databases. Although significant data gaps exist for a rather large part of the approved AS, it is found that 84 AS are positive for at least one health effect (after chronic and/or acute exposure) including carcinogenicity, reproductive and neuro-developmental disorders, as well as endocrine disruption. The toxicity characterization results of this study are compared to those of recent assessments by other organizations (KemI, the Swedish Chemicals Agency, and the Pesticide Safety Directorate of the UK), where interpretation and use is made of AS “cut-off” criteria foreseen in new EU legislation. These studies report a comparatively smaller AS number with positive toxicity characterization. The possibility of some additional AS withdrawal in the near future, combined with the rather small rate of new AS introduction (approx. 5 per year) suggest that the list of approved AS over the next 10–15 years may not change very drastically. Consideration of the above trends is necessary and instructive in evaluating results of existing health impact assessment (HIA) studies, as well as in planning new ones. Due to the very drastic change in the number and type of marketed AS, that took place within the past 8–9 years, it is suggested that new HIA studies (based on epidemiological data after year 2000) should focus on a rather short time frame and, therefore, on appropriate cohort groups, e.g. young children. Recreational uses of unsurfaced trails inevitably result in their degradation, with the type and extent of resource impact influenced by factors such as soil texture, topography, climate, trail design and maintenance, and type and amount of use. Of particular concern, the loss of soil through erosion is generally considered a significant and irreversible form of trail impact. This research investigated the influence of several use-related, environmental, and managerial factors on soil loss on recreational trails and roads at Big South Fork National River and Recreation Area, a unit of the U.S. National Park Service. Regression modeling revealed that trail position, trail slope alignment angle, grade, water drainage, and type of use are significant determinants of soil loss. The introduction of individual and groups of variables into a series of regression models provides improved understanding and insights regarding the relative influence of these variables, informing the selection of more effective trail management actions. Study results suggest that trail erosion can be minimized by avoiding “fall-line” alignments, steep grades, and valley-bottom alignments near streams, installing and maintaining adequate densities of tread drainage features, applying gravel to harden treads, and reducing horse and all-terrain vehicle use or restricting them to more resistant routes. 相似文献

An Assessment of Stakeholder Perceptions and Management of Noxious Alien Plants in Spain 总被引:1,自引:1,他引:0
Despite biological invasions being a worldwide phenomenon causing significant ecological, economic, and human welfare impacts,
there is limited understanding regarding how environmental managers perceive the problem and subsequently manage alien species.
Spanish environmental managers were surveyed using questionnaires to (1) analyze the extent to which they perceive plant invasions
as a problem; (2) identify the status, occurrence, and impacts of noxious alien plant species; (3) assess current effort and
expenditure targeting alien plant management; and, finally, (4) identify the criteria they use to set priorities for management.
In comparison to other environmental concerns, plant invasions are perceived as only moderately problematic and mechanical
control is the most valued and frequently used strategy to cope with plant invasions in Spain. Based on 70 questionnaires
received, 193 species are considered noxious, 109 of which have been the subject of management activities. More than 90% of
species are found in at least one protected area. According to respondents, the most frequently managed species are the most
widespread across administrative regions and the ones perceived as causing the highest impacts. The perception of impact seems
to be independent of their invasion status, since only half of the species identified as noxious are believed to be invasive
in Spain, while 43% of species thought to only be casual aliens are causing a high impact. Records of management costs are
poor and the few data indicate that the total actual expenditure amounted to 50,492,437 € in the last decade. The majority
of respondents stated that management measures are insufficient to control alien plants due to limited economic resources,
lack of public awareness and support, and an absence of coordination among different public administrations. Managers also
expressed their concern about the fact that much scientific research is concerned with the ecology of alien plants rather

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking. 相似文献
