Arctic Wilderness Policy in the United States and Finland

The United States and Finland have passed laws to classify and manage Arctic wilderness areas, but their national policies are based on different nature ideologies. Finns tend to perceive wilderness as a human-centered idea, while Americans are inclined to see the same land from a nature-based point of view. Rural residents in the Arctic, and especially indigenous peoples, use motorized vehicles for hunting and gathering in wilderness areas. Attempts of southern-based environmental groups to restrict motor use by imposing a nature-based ideology on rural residents in northern Alaska will result in high levels of political conflict. Alaska land managers need to respect the minority rights of rural residents and a study of wilderness policies in Finnish Lapland is instructive toward this end.     

论高校校园安全问题及对策

随着高等教育事业蓬勃发展,高校校园安全问题也突现出来,越来越需要人们的关注并采取有效的对策。笔者探讨了目前高校校园安全存在的问题,并提出了相应的改进措施:提高全民安全素质,进行校园安全立法,为校园安全工作提供法律保障;加强高校校园安全文化建设,增强搞好高校校园安全的责任意识,营造一种大家都关注高校校园安全的氛围,在预防上下功夫。另外还强调,高校安全问题不仅仅是学校自身的问题,而是全社会的问题,因此,需要整个社会的关注、支持和维护。     

上海城市地下空间开发利用管理法制体系研究

部分国家或地区地下空间开发利用管理具有相对完善和系统的法律体系。上海市城市地下空间开发利用管理法制是分散的、不是很完备,影响了上海市城市地下空间开发利用。在国家层面的法律没有制定之前,上海市应该采取必要的措施,制定相应的地方规章或地方性法规,推动城市地下空间开发利用管理的法制建设。     

浅论生态环境立法的整合

我国生态环境立法一直受到非理性思路的影响,不同程度地存在着诸如体系不完善、法律规定操作性不强、法律条文之间相互冲突等问题.因此要注重环境法与自然资源法之间的融合及生态环境立法的现实性,消除现行生态环境立法中的法律规定互相矛盾冲突的现象.     

论可持续发展战略与我国的环境立法

可持续发展战略自从被提出以来立即成为了各个学科的焦点,环境法学也不例外,它集中地反映了环境法学的伦理价值取向.当前我国环境立法正进入以填补立法空白和法律制度的完善、创新为基本目标的新阶段.在新的历史时期应以可持续发展战略的思想为指导,完善我国环境立法.     

河北省节约用水立法研究

我省是水资源严重缺乏的省份，节水已经成为解决我省缺水问题最有效的战略举措。我省现有的节水法规已经不能满足节水工作的需要，因此我省应当尽快出台新的节水法规。     

Stream corridor management in the Pacific Northwest: II. Management strategies

King County, Washington is part of the rapidly growing Pacific Northwest region. Analysis of past and current federal, state, and county regulations and administation reveals how stream corridors have been protected to date. This article draws on scientific literature and a case study to suggest future management strategies and guidelines for controlling development in King County watersheds.

RESOLVING INTERSTATE WATER CONFLICTS IN THE EASTERN UNITED STATES: THE RE-EMERGENCE OF THE FEDERAL-INTERSTATE COMPACT1

ABSTRACT: As population growth occurs in regions of the eastern United States that do not have abundant water supplies, new transbasin diversions may be required. Such diversions are exceptionally politically divisive and are at the core of most of the interstate water conflicts that presently exist in the eastern states. This study examines alternative means by which these conflicts might be resolved. The strengths and weaknesses of these alternatives are examined. The study concludes that the federal-interstate compact should be the preferred alternative by which interstate water conflicts in the eastern United States are resolved.     

An assessment of urban development into coastal wetlands using historical aerial photography: a case study

Like many other states in the USA, Virginia passed legislation to protect coastal wetlands with limited information on the rate and location of past wetlands conversions. This information, however, can be useful in the design of cost-effective and flexible programs for wetlands management, particularly when such information is used in combination with studies of the socioeconomic value of wetlands. This paper reports on the use of photogrammetric and interpretive methods to determine historical changes in wetlands use for Virginia Beach and Accomack counties, Virginia. Conclusions are drawn as to the use of such information in policy design and program monitoring.
