The effects of chronic exposure to increasing levels of human‐induced underwater noise on marine animal populations reliant on sound for communication are poorly understood. We sought to further develop methods of quantifying the effects of communication masking associated with human‐induced sound on contact‐calling North Atlantic right whales (Eubalaena glacialis) in an ecologically relevant area (~10,000 km2) and time period (peak feeding time). We used an array of temporary, bottom‐mounted, autonomous acoustic recorders in the Stellwagen Bank National Marine Sanctuary to monitor ambient noise levels, measure levels of sound associated with vessels, and detect and locate calling whales. We related wind speed, as recorded by regional oceanographic buoys, to ambient noise levels. We used vessel‐tracking data from the Automatic Identification System to quantify acoustic signatures of large commercial vessels. On the basis of these integrated sound fields, median signal excess (the difference between the signal‐to‐noise ratio and the assumed recognition differential) for contact‐calling right whales was negative (?1 dB) under current ambient noise levels and was further reduced (?2 dB) by the addition of noise from ships. Compared with potential communication space available under historically lower noise conditions, calling right whales may have lost, on average, 63–67% of their communication space. One or more of the 89 calling whales in the study area was exposed to noise levels ≥120 dB re 1 μPa by ships for 20% of the month, and a maximum of 11 whales were exposed to noise at or above this level during a single 10‐min period. These results highlight the limitations of exposure‐threshold (i.e., dose‐response) metrics for assessing chronic anthropogenic noise effects on communication opportunities. Our methods can be used to integrate chronic and wide‐ranging noise effects in emerging ocean‐planning forums that seek to improve management of cumulative effects of noise on marine species and their habitats. Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. We recommend that implementation of community‐based MPAs be supplemented by designation of additional large no‐take areas specifically located to address conservation targets.  相似文献

Conservation focuses on maintaining biodiversity and ecosystem functioning, but gaps in our knowledge of species biology and ecological processes often impede progress. For this reason, focal species and habitats are used as surrogates for multispecies conservation, but species‐based approaches are not widely adopted in marine ecosystems. Reserves in the Solomon Islands were designed on the basis of local ecological knowledge to conserve bumphead parrotfish (Bolbometopon muricatum) and to protect food security and ecosystem functioning. Bumphead parrotfish are an iconic threatened species and may be a useful surrogate for multispecies conservation. They move across tropical seascapes throughout their life history, in a pattern of habitat use that is shared with many other species. We examined their value as a conservation surrogate and assessed the importance of seascape connectivity (i.e., the physical connectedness of patches in the seascape) among reefs, mangroves, and seagrass to marine reserve performance. Reserves were designed for bumphead parrotfish, but also enhanced the abundance of other species. Integration of local ecological knowledge and seascape connectivity enhanced the abundance of 17 other harvested fish species in local reserves. This result has important implications for ecosystem functioning and local villagers because many of these species perform important ecological processes and provide the foundation for extensive subsistence fisheries. Our findings suggest greater success in maintaining and restoring marine ecosystems may be achieved when they are managed to conserve surrogate species and preserve functional seascape connections. Understanding critical habitats of threatened and endemic animals is essential for mitigating extinction risks, developing recovery plans, and siting reserves, but assessment methods are generally lacking. We evaluated critical habitats of 8 threatened or endemic fish species on coral and rocky reefs of subtropical eastern Australia, by measuring physical and substratum‐type variables of habitats at fish sightings. We used nonmetric and metric multidimensional scaling (nMDS, mMDS), Analysis of similarities (ANOSIM), similarity percentages analysis (SIMPER), permutational analysis of multivariate dispersions (PERMDISP), and other multivariate tools to distinguish critical habitats. Niche breadth was widest for 2 endemic wrasses, and reef inclination was important for several species, often found in relatively deep microhabitats. Critical habitats of mainland reef species included small caves or habitat‐forming hosts such as gorgonian corals and black coral trees. Hard corals appeared important for reef fishes at Lord Howe Island, and red algae for mainland reef fishes. A wide range of habitat variables are required to assess critical habitats owing to varied affinities of species to different habitat features. We advocate assessments of critical habitats matched to the spatial scale used by the animals and a combination of multivariate methods. Our multivariate approach furnishes a general template for assessing the critical habitats of species, understanding how these vary among species, and determining differences in the degree of habitat specificity. The ocean provides food, economic activity, and cultural value for a large proportion of humanity. Our knowledge of marine ecosystems lags behind that of terrestrial ecosystems, limiting effective protection of marine resources. We describe the outcome of 2 workshops in 2011 and 2012 to establish a list of important questions, which, if answered, would substantially improve our ability to conserve and manage the world's marine resources. Participants included individuals from academia, government, and nongovernment organizations with broad experience across disciplines, marine ecosystems, and countries that vary in levels of development. Contributors from the fields of science, conservation, industry, and government submitted questions to our workshops, which we distilled into a list of priority research questions. Through this process, we identified 71 key questions. We grouped these into 8 subject categories, each pertaining to a broad component of marine conservation: fisheries, climate change, other anthropogenic threats, ecosystems, marine citizenship, policy, societal and cultural considerations, and scientific enterprise. Our questions address many issues that are specific to marine conservation, and will serve as a road map to funders and researchers to develop programs that can greatly benefit marine conservation. The efficacy of protected areas varies, partly because socioeconomic factors are not sufficiently considered in planning and management. Although integrating socioeconomic factors into systematic conservation planning is increasingly advocated, research is needed to progress from recognition of these factors to incorporating them effectively in spatial prioritization of protected areas. We evaluated 2 key aspects of incorporating socioeconomic factors into spatial prioritization: treatment of socioeconomic factors as costs or objectives and treatment of stakeholders as a single group or multiple groups. Using as a case study the design of a system of no‐take marine protected areas (MPAs) in Kubulau, Fiji, we assessed how these aspects affected the configuration of no‐take MPAs in terms of trade‐offs between biodiversity objectives, fisheries objectives, and equity in catch losses among fisher stakeholder groups. The achievement of fisheries objectives and equity tended to trade‐off concavely with increasing biodiversity objectives, indicating that it is possible to achieve low to mid‐range biodiversity objectives with relatively small losses to fisheries and equity. Importantly, the extent of trade‐offs depended on the method used to incorporate socioeconomic data and was least severe when objectives were set for each fisher stakeholder group explicitly. We found that using different methods to incorporate socioeconomic factors that require similar data and expertise can result in plans with very different impacts on local stakeholders.  相似文献

Marine protected areas (MPAs) cover 3–7% of the world's ocean, and international organizations call for 30% coverage by 2030. Although numerous studies show that MPAs produce conservation benefits inside their borders, many MPAs are also justified on the grounds that they confer conservation benefits to the connected populations that span beyond their borders. A network of MPAs covering roughly 20% of the Channel Islands National Marine Sanctuary was established in 2003, with a goal of providing regional conservation and fishery benefits. We used a spatially explicit bioeconomic simulation model and a Bayesian difference-in-difference regression to examine the conditions under which MPAs can provide population-level conservation benefits inside and outside their borders and to assess evidence of those benefits in the Channel Islands. As of 2017, we estimated that biomass densities of targeted fin-fish had a median value 81% higher (90% credible interval: 23–148) inside the Channel Island MPAs than outside. However, we found no clear effect of these MPAs on mean total biomass densities at the population level: estimated median effect was –7% (90% credible interval: –31 to 23) from 2015 to 2017. Our simulation model showed that effect sizes of MPAs of <30% were likely to be difficult to detect (even when they were present); smaller effect sizes (which are likely to be common) were even harder to detect. Clearly, communicating expectations and uncertainties around MPAs is critical to ensuring that MPAs are effective. We provide a novel assessment of the population-level effects of a large MPA network across many different species of targeted fin-fish, and our results offer guidance for communities charged with monitoring and adapting MPAs.

The sustained decline in marine fisheries worldwide underscores the need to understand and monitor fisheries trends and fisher behavior. Recreational fisheries are unique in that they are not subject to the typical drivers that influence commercial and artisanal fisheries (e.g., markets or food security). Nevertheless, although exposed to a different set of drivers (i.e., interest or relaxation), recreational fisheries can contribute to fishery declines. Recreational fisheries are also difficult to assess due to an absence of past monitoring and traditional fisheries data. Therefore, we utilized a nontraditional data source (a chronology of spearfishing publications) to document historical trends in recreational spearfishing in Australia between 1952 and 2009. We extracted data on reported fish captures, advertising, and spearfisher commentary and used regression models and ordination analyses to assess historical change. The proportion of coastal fish captures reported declined approximately 80%, whereas the proportion of coral reef and pelagic fish reports increased 1750% and 560%, respectively. Catch composition shifted markedly from coastal temperate or subtropical fishes during the 1950s to 1970s to coral reef and pelagic species in the 1990s to 2000s. Advertising data and commentary by spearfishers indicated that pelagic fish species became desired targets. The mean weight of trophy coral reef fishes also declined significantly over the study period (from approximately 30–8 kg). Recreational fishing presents a highly dynamic social–ecological interface and a challenge for management. Our results emphasize the need for regulatory agencies to work closely with recreational fishing bodies to observe fisher behavior, detect shifts in target species or fishing intensity, and adapt regulatory measures.
