Economics of treatment plant staging or capacity expansions is governed by the initial water demand rate, Q0; the anticipated demand growth rate, G; the discount rate, D; the cost of operation, maintenance, and repair (OMR); the useful plant life, T, as a function of the quality of design, construction, and OMR; the treatment plant load factor, Lf; the salvage value of the plant at the end of the project period; the efficiency of the plant-staging design, eta; and the length of the project period, Ts. Various staging policies are investigated to find an optimal policy. The desirability of adopting a staging policy is governed by the magnitude of percent savings that can be achieved by adopting this policy instead of a no-staging policy. A detailed analysis of the problem shows that the percent savings because of staging increase with an increase in Q, G, D, T, and eta;. A reduction in the plant load factor increases the total costs. Information about the effect of variation in the parameters should help the planner and designer to work out an economical schedule of treatment plant capacity expansions.  相似文献

Science-policy integration is one of the many complex challenges that scientific and policy-making communities are facing. It involves knowledge sharing and exchanges among a wide range of disciplines and actors. In many instances, the lack of proper communication and of a coordination mechanism leads to research outputs not being used or simply known by policy-makers, and to policy research needs not being communicated to the scientific communities in a timely fashion. This paper discusses the integration of scientific and technological progress into the policy-making and implementation process, with emphasis on water policies. It highlights the need and complexity of developing a knowledge-based approach which would enable to lead to an operational science-policy interface linked to WISE (Water Information System for Europe), including the newly developed WISERTD webportal (). The resources of the seabed and ocean floor beyond the limits of national jurisdiction were declared the ‘common heritage of mankind’ by the United Nations General Assembly. This article discusses the mineral resources located in this area and how the commercial availability of such resources was perceived to affect national interests. Although the exploitation of these resources would have benefited all states, some more than others, such exploitation was seen to have conflicting consequences on national interests in the light of the North-South dialogue in which trade and access to raw materials played a central role. The factual basis for these different national interests is examined by a discussion of the possible impact of mineral production from the deep-seabed on world markets and the policies implemented in the Convention on the Law of the Sea to ensure these interests are evaluated.  相似文献

中国水污染防治政策很多,包括环境影响评价、"三同时"、排污收费等,但各项政策基本是分散和独立执行的,没有核心和基础的政策,不成体系,缺乏效率。基于排污许可证作为政府的执法文件的角度,论证了将分散的点源排放控制政策围绕排污许可证整合为系统的排放控制政策体系。中国已具备实施排污许可证制度的基础条件,以排污许可证制度为基础的政策整合对现有点源排放控制政策进行了修改、补充和改进,将其整合为一个系统的点源排放控制政策体系,使各级管理部门可以各司其职,协调合作;协调整合不同类型的政策手段,使命令控制、经济激励和劝说鼓励3类手段相互补充,进一步提高政策执行效率,降低政策执行成本,提高排放控制政策效果、效率,降低执法和守法成本。  相似文献

The design of heating, ventilation and air conditioning systems is still a challenging engineering task which requires experienced and informed decision-making. These systems have a great energy-saving potential at the system level rather than at the level of the individual products of which they are composed. European environmental product policies have been very useful in facilitating a homogeneous rating scheme which can be used to compare the energy performance of different products that provide the same service. This paper proposes a simplified design method which uses the performance of components that are regulated by European product policies to obtain the overall performance of heating systems in residential buildings. It is a flexible method and allows different product configurations to be assessed so as to optimise the system performance during the design phase. The method is tested on a real case study with domestic hot water and space heating systems. The case study shows the potential for improving the heating systems according to the performance levels of its products currently available in the market. Results of the domestic hot water system show that upgrading its storage tank to the maximum energy class (A+) could bring the highest energy savings ( 4162 kWh/y).  相似文献
