The core requirement of sustainability is that current economic activities should not result in an excessive burden on future
generations. This criterion is general enough to imply different decision rules for the preservation of environmental assets.
Neoclassical economics does not have a sustainability criterion for environmental assets independent of the intertemporal
efficiency criterion, which allocates environmental and man-made capital based on projected monetary benefits and costs. This
criterion is examined in terms of the feasibility of valuing the benefits of environmental assets, the substitution possibilities
between natural and man-made capital, and the ethical grounds for using efficiency as the sole determinant of the allocation
of environmental assets. An alternative ecological sustainability criterion is the preservation of safe minimum levels of
environmental assets in physical terms rather than the dollar value of a composite of natural and man-made capital. Safe minimum
standards for environmental assets constrain the efficiency criterion in order to ensure the sustainability of economic systems.
It is argued that the ecological approach to sustainability should limit the economic approach for decisions involving the

This paper is concerned with the failure of published research to provide a framework within which local technology policy could be analysed and evaluated. It firstly describes a simple model of the technological development process. Then, using this model as a base, develops a framework for analysing the main aspects of technological policies. A series of studies examined the effects of labelled meaning on affective response to housing scenes. Students at Ohio State University assessed their feelings towards imagined housing (public or private) and cities (Memphis, Houston and San Francisco). Expected differences in the affective quality were found. Responses to color photographs of specific housing scenes labelled as either private condominiums or public housing were obtained. Differences in scene-affect as a function of labelled meaning were found. Responses to housing scenes labelled as located in either Memphis, Houston or San Francisco revealed no differences in scene-affect as a function of label meaning. This latter finding was confirmed in a non-repeated measure examination. Differences in the fittingness, potency or relevance of the information provided may account for the pattern of findings. 相似文献

The petroleum industry has traditionally generated substantial revenues for governments. Where governmental power is divided, as in federations like Canada and Australia, a junior level of government normally collects royalties while the senior level levies a variety of imposts (income tax, export duties, excises on production). The combination of recent sharp reductions in prices, more price volatility and an era of freer markets has subjected existing tax and royalty systems to severe strain and has shifted attention to the design of fiscal systems that are more profit- sensitive. For the royalty element, interest focuses on net value royalties (NVRs). This paper deals with the nature and problems of NVRs. It proceeds by looking first at the application of resource rent royalties in Australia. It then focuses on recent megaproject royalty arrangements in Alberta and evaluates the degree to which Alberta's current royalty system is profit- sensitive. There has been a marked proliferation of local economic development initiatives in recent years. Enterprise Boards have proved one of the most successful of these innovations. In the early 1980s five were established. Two, the Greater London and the West Midlands Enterprise Boards, were initially designed to intervene radically within their local economies, although subsequent events moderated their activities. The remaining three in Lancashire, West Yorkshire and Merseyside, have successfully widened their operations to embrace collaborate projects with the private sector, training, boosting co‐operatives, and research. By many economic evaluations, for example, jobs supported, leverage ratios and investment per job, Enterprise Boards have performed better than other instruments of urban and regional development. The paper examines changing approaches to local economic development in the period since 1974. Initially, it proposes an ‘orthodox’ model of local economic development policies which emphasised the provision of a better industrial fabric, and of financial assistance to small, inner city firms. It suggests three recent directions of change in emphasis from this orthodox model: help in the creation of new entrepreneurs; replacement of public sector by private sector action; local authority shareholding in local firms by use of Enterprise Boards.
