采用冷原子吸收法,使用便携式测汞仪对实验室空气中汞的浓度进行测定,监测结果表明,环境监测实验室空气中汞的污染较为严重,主要来源于COD、氨氮、大气中氨及汞样品测定时含汞试剂及汞标液的使用和含汞废液的排放。根据对监测结果的评价和分析提出了相应的防治措施,提醒实验室的管理及分析人员,要增强环境保护意识,加强实验室的管理,减少含汞及其它有毒废液的排放,改善实验室的环境空气质量,保护分析人员的身体健康。  相似文献

Municipal Solid Waste Management (MSWM) is considered to be one of the most serious environmental issues in the Philippines. The annual waste generation was estimated at 10.6 million tonnes in 2012 and this is expected to double in 2025. The Republic Act (RA) No. 9003, widely known as the Ecological Solid Waste Management Act of 2000, provides the required policy framework, institutional mechanisms and mandate to the Local Government Units (LGUs) to achieve 25% waste reduction target through establishing an integrated solid waste management plan based on the 3Rs (reduce, reuse and recycling). Although the initial impact of the LGUs is still very limited in implementing the national mandate, this article highlights the successful experiences of Cebu, the second largest city in the Philippines, in reducing its MSW generation by more than 30% in the past three years. This study also explores the implementation process, innovative actions taken by the Cebu City Government in implementing the national mandate at local level and identifies the factors that influence the policy implementation. The findings suggest that the impacts of the national mandate can be achieved if the LGUs have the high degree of political commitment, planning and development of effective local strategies in a collaborative manner to meet with local conditions, partnership building with other stakeholders, capacity development, adequate financing and incentives, and in the close monitoring and evaluation of performance.  相似文献

Despite recent major chemical process accidents in Japan, the top management teams of firms still avoid taking costly risk reduction measures because of their low perceived impact on firm performance. The disclosure of information on accident risks might motivate managers to enhance workplace safety because of the subsequent evaluation of firms by investors in stock markets. If the disclosed risk information is newly available for investors, firms with a high risk of accidents would receive a poor evaluation by stock markets and thus managers would take risk reduction measures to prevent stock prices from declining. In this study, we conduct an event study analysis to examine whether accident risk information is already reflected in stock prices, using data on the Japanese chemical industry. The results of our event study show that the estimated cumulative average abnormal returns of firms' stocks are significantly negative after severe accidents actually occurred. This finding implies that risk information is not already reflected in the stock prices of Japanese chemical firms and that the disclosure of accident risk information has the potential to motivate the top management teams of firms to reduce their firms’ accident risk.  相似文献

The definition and utilisation of engineering indexes in the field of Municipal Solid Waste Management (MSWM) is an issue of interest for technicians and scientists, which is widely discussed in literature. Specifically, the availability of consolidated engineering indexes is useful when new waste collection services are designed, along with when their performance is evaluated after a warm-up period. However, most published works in the field of MSWM complete their study with an analysis of isolated case studies. Conversely, decision makers require tools for information collection and exchange in order to trace the trends of these engineering indexes in large experiments. In this paper, common engineering indexes are presented and their values analysed in virtuous Italian communities, with the aim of contributing to the creation of a useful database whose data could be used during experiments, by indicating examples of MSWM demand profiles and the costs required to manage them.  相似文献

The east-west density gradient and the pattern and mode of migration of the wetland exotic, purple loosestrife (Lythrum salicaria L.), were assessed in a survey of populations along the New York State Thruway from Albany to Buffalo to determine if the highway corridor contributed to the spread of this species. During the peak flowering season of late July to early August, individual colonies of purple loosestrife were identified and categorized into three size classes in parallel belt transects consisting of the median strip and highway rights-of-way on the north and south sides of the road. Data were also collected on the presence of colonies adjacent to the corridor and on highway drainage patterns. Although a distinct east-west density gradient existed in the corridor, it corresponded to the gradient on adjacent lands and was greatly influenced by a major infestation at Montezuma National Wildlife Refuge. The disturbed highway corridor served as a migration route for purple loosestrife, but topographic features dictated that this migration was a short-distance rather than long-distance process. Ditch and culvert drainage patterns increased the ability of purple loosestrife to migrate to new wetland sites. The Toxics Release Inventory (TRI) created by the 1986 Emergency Planning and Community Right-to-Know Act initially received limited attention. During the early years of its implementation, the TRI has become the basis for a national experiment in voluntaristic problem solving among citizens and industry, but that process of environmental democracy hinges on citizens' ability to actually acquire, understand, and apply the new data on industrial toxic emissions. A national study of TRI-using organizations in the public and private sectors reveals that effective citizen access depends in part on the efforts of intermediary public interest groups to bridge individual needs and right-to-know data. Although the TRI has had early success as a supplement to conventional command and control regulation, questions exist about the extent to which state and federal government should or must provide special efforts to make environmental information access work for citizens.  相似文献
