ABSTRACT: This paper outlines a sound, practical approach for making more informed decisions about environmental policy choices. It emphasizes the importance of using a structured decision process to specify and organize values, use these values to create alternatives, and assess tradeoffs to help achieve a desired balance across key objectives. Although these decision making steps are based on common sense, they are often neglected or poorly carried out as part of the complex evaluations of natural resource options. We discuss several reasons for this frequent neglect of decision making principles and provide examples from recent water use planning projects to demonstrate some of the benefits of using a structured, decision focused approach: new and better solutions, increased and more productive participation by stakeholders, and greater defensibility and acceptance of the resource management evaluation process and its conclusions.  相似文献

ABSTRACT: Many urban and suburban communities in the Midwest are seeking to establish sustainable, morphologically and hydraulically varied, yet dynamically stable fluvial systems that are capable of supporting healthy, biologically diverse aquatic ecosystems — a process known as stream naturalization. This paper describes an integrated research program that seeks to develop a scientific and technological framework to support two stream naturalization projects near Chicago, Illinois. The research program integrates theory and methods in fluvial geomorphology, aquatic ecology, hydraulic engineering and social theory. Both the conceptual and the practical challenges of that integration are discussed. Scientific and technical support emphasize the development of predictive tools to evaluate the performance of possible naturalization designs at scales most appropriate to community based projects. Social analysis focuses on place based evaluations of how communities formulate an environmental vision and then, through decision making, translate this vision into specific stream naturalization strategies. Integration of scientific and technical with social components occurs in the context of community based decision making as the predictive tools are employed by project scientists to help local communities translate their environmental visions into concrete environmental designs. Social analysis of this decision making process reveals how the interplay between the community's vision of what they want the watershed to become, and the scientific perspective on what the watershed can become to achieve the community's environmental goals, leads to the implementation of specific stream naturalization practices.  相似文献

ABSTRACT: This study was designed to give insight into the values considered in environmental policy and illustrate the respondents' personal constructions related to creating policy through the development of a graphic tool. Using both qualitative and quantitative methods, this study anonymously captured the intensity of values currently held by decision makers and tracked changes in values over time. Data were acquired through observations of and interviews with stakeholders in a five‐year wetland mitigation bank permitting process at the Galveston District of the U.S. Army Corps of Engineers. The study included public and private sector respondents in both governmental and nongovernmental roles. The resulting representations of professional and personal stakeholders' values can be used as a tool for improving information exchange in policy negotiation and provides insight into the complexity of individual and corporate perceptions of a policy issue.  相似文献

ABSTRACT: The aim of this paper is to present a multicriteria methodology for decision aid at the stage of programming a water supply system (WSS) for a rural area. The programming stage is an intermediate one between planning and designing water supply facilities, and can be decomposed into two problems: (a) setting up a priority order of water users, taking into account socio-economic criteria; and (b) choosing the best technical variant of the WSS. Among the criteria considered for the latter problem, there is a criterion of distance between the socio-economic priorities of users and the precedence orders of users according to the technical programming, which plays a coordinating role between problems (a) and (b). ABSTRACT: Six applications of multiobjective decision making techniques for finding optimal or satisfying operating rules for reservoir systems are presented. The examples include situations with hydropower vs. water supply (for irrigation), flood control vs. low flow augmentation, selection of an operating rule, low-flow vs. reliability, and low flow and recreation vs. water quality. ABSTRACT. In 1970, the Canadian Federal Government passed the Canada Water Act which provides for a co-operative federal-provincial approach to water resource management. The purpose of this paper is to outline our definition of comprehensive planning and the approach being taken under the new legislation. Two basic premises underly the definition. They are that resource management consists of an array of problems and that the prime function of planning is to provide information for decision making. The definition of comprehensive planning is embodied in a general statement and a set of principles. The principles define the approach that should be taken to provide adequate information for decision making in today's complex environment. A brief resume of the jurisdictions for water management in Canada leads to a discussion of a joint federal-provincial comprehensive study of the Qu'Appelle River Basin in Southern Saskatchewan. The basin and the study are described briefly. This is followed by an outline of the economic and social considerations which are being incorporated into the comprehensive planning study for the basin.  相似文献

Forest growth models are useful tools for investigating the long-term impacts of logging. In this paper, the results of the rain forest growth model FORMIND were assessed by a multicriteria decision analysis. The main processes covered by FORMIND include tree growth, mortality, regeneration and competition. Tree growth is calculated based on a carbon balance approach. Trees compete for light and space; dying large trees fall down and create gaps in the forest. Sixty-four different logging scenarios for an initially undisturbed forest stand at Deramakot (Malaysia) were simulated. The scenarios differ regarding the logging cycle, logging method, cutting limit and logging intensity. We characterise the impacts with four criteria describing the yield, canopy opening and changes in species composition. Multicriteria decision analysis was used for the first time to evaluate the scenarios and identify the efficient ones. Our results plainly show that reduced-impact logging scenarios are more 'efficient' than the others, since in these scenarios forest damage is minimised without significantly reducing yield. Nevertheless, there is a trade-off between yield and achieving a desired ecological state of logged forest; the ecological state of the logged forests can only be improved by reducing yields and enlarging the logging cycles. Our study also demonstrates that high cutting limits or low logging intensities cannot compensate for the high level of damage caused by conventional logging techniques.  相似文献

What Is a Good Public Participation Process? Five Perspectives from the Public   总被引:12,自引:1,他引:11  
It is now widely accepted that members of the public should be involved in environmental decision-making. This has inspired many to search for principles that characterize good public participation processes. In this paper we report on a study that identifies discourses about what defines a good process. Our case study was a forest planning process in northern New England and New York. We employed Q methodology to learn how participants characterize a good process differently, by selecting, defining, and privileging different principles. Five discourses, or perspectives, about good process emerged from our study. One perspective emphasizes that a good process acquires and maintains popular legitimacy. A second sees a good process as one that facilitates an ideological discussion. A third focuses on the fairness of the process. A fourth perspective conceptualizes participatory processes as a power struggle—in this instance a power play between local landowning interests and outsiders. A fifth perspective highlights the need for leadership and compromise. Dramatic differences among these views suggest an important challenge for those responsible for designing and carrying out public participation processes. Conflicts may emerge about process designs because people disagree about what is good in specific contexts.  相似文献
