Paired water samples were simultaneously activated from two different vertical positions within the approach section of a flow-control structure to determine the effect of sample intake position on nonpoint runoff parameter concentrations and subsequent event loads. Suspended solids (SS), total phosphorus (TP) and organic plus exchangeable nitrogen [(Or+Ex)-N] were consistently higher throughout each runoff event when sampled from the floor of the approach section as opposed to those samples taken at midstage. Dissolved molybdate reactive phosphorus (DMRP) and ammonium (NH4-N) concentrations did not appear to be significantly affected by the vertical difference in intake position. However, the nitrate plus nitrite nitrogen [(NO3+NO2)-N] concentrations were much higher when sampled from the midstage position.Although the concentration differences between the two methods were not appreciable, when evaluated in terms of event loads, discrepancies were evident for all parameters. Midstage sampling produced event loads for SS, TP, (Or + Ex)–N, DMRP, NH4-N, and (NO3+NO2)-N that were 44,39,35,80,71, and 181%, respectively, of floor sampling loads. Differences in loads between the two methods are attributed to the midstage position, sampling less of the bed load. ABSTRACT: Recently, Congress designated irrigated agriculture under the “nonpoint source” category, covered by Section 208 of P.L. 92-500 and involves the use of “best management practices.” Generally, the most appropriate solutions for pollution abatement from irrigated agriculture involve the delivery and use of water rather than the treatment of irrigation return flows. 1. Technological alternatives should be utilized that are sensitive to local conditions and acceptable to the farmers. 2. Informational and educational programs to assist farm operators individually and collectively must be instituted prior to the start of the project; imaginatively conceived, and continuously modified and upgraded if motivation for change is to be encouraged. 3. Technical assistance personnel should be given short courses in skills needed for working effectively with irrigators. 4. Communication techniques used for working with farmers as individuals and groups should be designed into the implementation program and evaluated. 5. Credibility and trustworthiness of Federal and state agencies in the eyes of the irrigators provide the important final ingredient in effectively implementing change and reducing nonpoint source pollution from irrigated agriculture.  相似文献

This paper reports the findings of a case study of the relative costs of a uniform standards system and an effluent fee system of water quality control. A 30-mile stretch of the Black Warrior River in Alabama is considered. The analysis demonstrates that the dischargers could reduce total pollution abatement costs by 33 percent under the suggested effluent fee system.  相似文献

: The modeling of dissolved oxygen in streams is a widely used technique, upon which a great deal of money has been spent. This paper concludes that the standard methods of DO modeling by computer are unnecessarily complex, and that for some purposes, they can be replaced without loss of accuracy by desk top BOD models. Taking as an example, a set of data used in DO modeling, it is shown (a) that the data are grossly inconsistent, (b) that simultaneous gathering of data introduces errors in streams of long travel time, (c) that much more data as to pollutant concentrations should have been obtained, and (d) that 24-hour DO data could have been dispensed with.  相似文献

ABSTRACT: The Illinois v. Milwaukee Federal District Court decision is the most far reaching application yet of the federal common law of nuisance to interstate water pollution conflicts. Although a Federal Appelate Court recently rescinded part of the district court decision, Milwaukee must still upgrade its metropolitan sewage system to a level beyond that required by federal and state regulations. The improvements must be completed with or without federal aid. The case points out the apparent inability of the Clean Water Act, the most comprehensive federal legislation affecting the nation's water quality, to deal with certain interstate water quality conflicts. The Milwaukee decision could set a precedent for similar settlements elsewhere which may in turn affect the U.S. Environmental Protection Agency's water quality clean up program. A more integrated, ecosystem conscious approach to management of shared water resources (e.g., the Great Lakes) would help reduce the need for court decisions like Illinois v. Milwaukee.  相似文献

ABSTRACT: The Environmental Protection Agency administers a construction grant program to encourage abatement of wastewater pollution by sharing with municipalities the costs of wastewater treatment facilities. The enabling legislation (P.L. 92–500) specifies that EPA's cost share will be 75% of construction costs. It further requires municipalities to collect user fees from industrial users of the facilities to repay that part of the federal grant allocable to the treatment of industrial wastewater. The municipality must return half of the user fees collected to the U.S. Treasury; the municipality is allowed to retain the remaining half. Retention by municipalities of these user fees lowers their effective cost shares and results in the following consequences: (1) a bias for municipalities to select certain kinds of abatement techniques regardless of whether or not they are the least-cost techniques from the national perspective; (2) a bias for municipalities to select larger-than-optimal scales of abatement facilities; (3) a hidden federal subsidy to industry; and (4) grants that favor industrial communities. This article examines the legislative and regulatory requirements for user charges, derives the algebraic expressions for calculating the real federal, municipal, and industrial cost shares with user fees; computes municipal cost shares for selected values of the determinant factors; evaluates efficiency and other consequences of current user fee arrangements; and concludes that the efficiency distortions brought about by the impacts of user fees on cost sharing could be eliminated by requiring that all user fees collected from industry against the federal cost share be returned to the U.S. Treasury.  相似文献

The body of information presented in this paper is directed to air pollution engineers who are concerned with the effect of indirect sources on ambient concentrations of carbon monoxide (CO). Data taken under controlled conditions are used to empirically derive and calibrate a model for predicting CO concentrations in the vicinity of roadway intersections and other points of possible vehicular congestion. Since the predicted free flow CO contribution of vehicles traveling at normal road speeds is relatively low, it is concluded that idling vehicles at points of congestion are the major cause of CO violations, and that state and federal programs should place more emphasis on relieving congestion and reducing idling emission rates in new vehicles.  相似文献

ABSTRACT: An important enforcement question is, “What should be the relationship between ‘Best Management Practices’ (BMP) and receiving-water standards?” Nonpoint pollution dischargers are concerned about implementing a BMP program, only to find themselves in violation because receiving-water standards still have not been met. They are also concerned about the procedures a regulatory agency will utilize to determine the relative success of a BMP program. Successful management of nonpoint pollution requires that these concerns be addressed. Three alternative relationships have been developed. The recommended alternative is to implement the BMP program and use standards as a measure of the effectiveness of the program. Failure to achieve the standards would lead to a reevaluation of the BMP program. Enforcement activities against nonpoint dischargers would be restricted to the failure on their part to implement the previously agreed upon BMP program. Recommendations are also made as to measures regulatory agencies should take if their procedures to judge the relative success of a BMP program are to be technically and politically effective.  相似文献

ABSTRACT: Current policies for correcting the problem of irrigation return flow pollution tend to attack the symptoms of the problem, rather than its cause. The present institutional arrangement for allocating irrigation water is seen as the source of the problem. This paper examines the water quality benefits of altering the institutional arrangement to allow for irrigation water transfers through a rental market. It is conceptualized that by creating a water rental market an opportunity cost would be associated with the use of irrigation water such that profit maximizing farmers would be induced to use his water supply more efficiently and rent the surplus to other irrigators, thus reducing return flow pollution. It is shown that a water rental market could increase water quality in the Yakima River in southcentral Washington by 31 percent as well as increase farm incomes and crop production.  相似文献

Relative to manufacturing, service activities are often considered by planners and officials to generate considerably less environmental pollution. This hypothesis is tested by means of an examination of the economic linkages of both manufacturing and service activities and of the resulting direct and indirect emissions of five air pollutants per dollar of output in the California statewide air basin and in four regional basins within the state. Overall acceptance or rejection of the hypothesis depends in part on the particular pollutant and air basin considered but, most importantly, on the judgement as to what activities are to be considered as service activities.This paper is based on research sponsored by the California Air Resources Board under Agreement A7-143-30.  相似文献
