No energy technology is risk free when all aspects of its utilization are taken into account. Every energy technology has some attendant direct and indirect health and safety concerns. Solar technologies examined in this paper are wind, ocean thermal energy gradients, passive, photovoltaic, satellite power systems, low- and high-temperature collectors, and central power stations, as well as tidal power. For many of these technologies, insufficient historical data are available from which to assess the health risks and environmental impacts. However, their similarities to other projects make certain predictions possible. For example, anticipated problems in worker safety in constructing ocean thermal energy conversion systems will be similar to those associated with other large-scale construction projects, like deep-sea oil drilling platforms. Occupational hazards associated with photovoltaic plant operation would be those associated with normal electricity generation, although for workers involved in the actual production of photovoltaic materials, there is some concern for the toxic effects of the materials used, including silicon, cadmium, and gallium arsenide.Satellite power systems have several unique risks. These include the effects of long-term space travel for construction workers, effects on the ozone layer and the attendant risk of skin cancer in the general public, and the as-yet-undetermined effects of long-term, low-level microwave exposure. Hazards may arise from three sources in solar heating and cooling systems: water contamination from corrosion inhibitors, heat transfer fluids, and bactericides; collector over-heating, fires, and out-gassing and handling and disposal of system fluids and wastes. Similar concerns exist for solar thermal power systems. Even passive solar systems may increase indoor exposure levels to various air pollutants and toxic substances, eitherdirectly from the solar system itself or indirectly by trapping released pollutants from furnishings, building materials, and indoor combustion.Operated by Union Carbide Corporation under contract W-7405-eng-26 for the U.S. Department of Energy. 相似文献

ABSTRACT: Increasing energy costs encourage more efficient energy use, including the better use of reject heat from electrical generating stations. Whether it pays to use this heat depends on the price charged. There is to date no relevant market in Canada. This paper estimates lower and upper bounds on the price for reject heat as a first step in determining market feasibility. Price would then be resolved by negotiation. For the case study of Ontario greenhouses, the differential between lower and upper bounds is substantial. ABSTRACT Firstly, on the basis of literature research, sort out and summarize the critical coupling relationship among the upstream, middle, and downstream enterprises in the wind power industry chain. Secondly, the evaluation index system of coupling coordination degree of China’s wind power industry chain was established. Based on entropy weight method and subsystem efficiency function, the capacity coupling (CC) coefficient model of wind power industry chain subsystem was established. ABSTRACTThis paper offers a conceptual examination of the power-effects of transparency, as information disclosure, on those making accountability claims against actors deemed to be causing significant environmental harm. Informed by Lukes’s ([2005]. Power: A radical view (second edition). Basingstoke: Palgrave Macmillan.) multi-dimensional theory of power, I review recent scholarship to interrogate four hypotheses positing empowerment for accountability claimants arising from the disclosure of sustainability information. Across public and private governance forms, academic research suggests that information disclosure promotes the communication of the sustainability interests of affected parties, and in some cases enhances the capacity of these parties to evaluate justifications provided by relevant power-wielders. However, evidence is weaker that disclosure of sustainability information empowers accountability claimants to sanction or otherwise steer those responsible; and there is little support that transparency fosters wider political interrogation of the configurations of authority producing environmental harm. Differentiating between behavioural and non-behavioural understandings of power allows an evaluation of these research findings on the power-related effects of information disclosure. 相似文献

ABSTRACT. The Heat Storage Well concept evolved at TEMPO in 1972. Technical, economic, institutional, and legal aspects of implementing the concept are being studied. Heat Storage Wells offer the possibility of conserving a substantial part of the heat energy now wasted in generating electricity and of reducing thermal pollution caused by the waste heat. Large thermal electric power plants would produce heat at useful temperatures such as 300–400°F. Combined electric- and heat-generating systems will require low-cost, low-loss storage of large amounts of hot water for periods of 90 to 180 days to serve both electric loads and seasonally-varying heat loads. Compared to conventional electricity-only systems, combined electricity-heat systems can save more than 20 percent in energy, reduce the cost of both electricity and heat, and eliminate the need for cooling water or towers. Possibilities for changes in legal and institutional practices are suggested, such as making resource-allocation decisions on the basis of energy units rather than dollars. 相似文献
