Despite repeated calls to action, proposals for urban conservation are often met with surprise or scepticism. There remains a pervasive narrative in policy, practice, and the public psyche that urban environments, although useful for engaging people with nature or providing ecosystem services, are of little conservation value. We argue that the tendency to overlook the conservation value of urban environments stems from misconceptions about the ability of native species to persist within cities and towns and that this, in turn, hinders effective conservation action. However, recent scientific evidence shows that these assumptions do not always hold. Although it is generally true that increasing the size, quality, and connectivity of habitat patches will improve the probability that a species can persist, the inverse is not that small, degraded, or fragmented habitats found in urban environments are worthless. In light of these findings we propose updated messages that guide and inspire researchers, practitioners, and decision makers to undertake conservation action in urban environments: consider small spaces, recognize unconventional habitats, test creative solutions, and use science to minimize the impacts of future urban development.  相似文献

In the face of the current global ecological crisis and the threats it poses to human survival and security, the fundamental solution is to resolve the deep contradiction between conservation and economic development. We considered the 3 key and basic questions of why to protect, how much to protect, and where to protect natural areas. Human survival depends on functioning ecosystems and the ecosystem services they provide. In this regard, conserving core biodiversity conservation priority areas (BCPAs) can provide maximum conservation benefit. The goals of protected area (PA) systems globally and nationally must be clearly defined so as to sustain the survival and development of people and to coordinate and balance other objectives with this goal at the center. There is an urgent need to study, calculate, and define the extent of the natural world to ensure the well-being of people. We call this area over which natural areas of land and sea extend across the world or a country nature proportion (N%). Especially, a minimum area that ensures human survival should be protected, and we suggest that this area should cover core BCPAs so that it can achieve the maximum conservation benefit. These recommendations could be applied at global or national levels. The Chinese government proposes “developing a protected-area system composed mainly of national parks,” and it has unified the administration of PAs into a central management authority. At this key time in the reform of the PA system, should this proposal be adopted, conservation will garner the greatest social consensus and support, and planning at the national level for BCPA coverage will be improved. We believe these recommendations are critical for China and other countries and extremely important for the world because they will pave the way toward a balance between nature conservation and human development as the projected human population reaches 10 billion by 2050.  相似文献

A common goal in conservation planning is to acquire areas that are critical to realizing biodiversity goals in the most cost‐effective manner. The way monetary acquisition costs are represented in such planning is an understudied but vital component to realizing cost efficiencies. We sought to design a protected‐area network within a forested urban region that would protect 17 birds of conservation concern. We compared the total costs and spatial structure of the optimal protected‐area networks produced using three acquisition‐cost surrogates (area, agricultural land value, and tax‐assessed land value). Using the tax‐assessed land values there was a 73% and 78% cost savings relative to networks derived using area or agricultural land value, respectively. This cost reduction was due to the considerable heterogeneity in acquisition costs revealed in tax‐assessed land values, especially for small land parcels, and the corresponding ability of the optimization algorithm to identify lower‐cost parcels for inclusion that had equal value to our target species. Tax‐assessed land values also reflected the strong spatial differences in acquisition costs (US$0.33/m2–$55/m2) and thus allowed the algorithm to avoid inclusion of high‐cost parcels when possible. Our results add to a nascent but growing literature that suggests conservation planners must consider the cost surrogate they use when designing protected‐area networks. We suggest that choosing cost surrogates that capture spatial‐ and size‐dependent heterogeneity in acquisition costs may be relevant to establishing protected areas in urbanizing ecosystems.  相似文献

A key controversy in conservation is the framing of the relationship between people and nature. The extent to which the realms of nature and human culture are viewed as separate (dualistic view) or integrated is often discussed in the social sciences. To explore how this relationship is represented in the practice of conservation in Europe, we considered examples of cultural landscapes, wildlife (red deer, reindeer, horses), and protected area management. We found little support, for a dualistic worldview, where people and nature are regarded as separate in the traditional practice of conservation in Europe. The borders between nature and culture, wild and domestic, public land and private land, and between protected areas and the wider landscape were blurred and dynamic. The institutionalized (in practice and legislation) view is of an interactive mutualistic system in which humans and nature share the whole landscape. However, more dualistic ideals, such as wilderness and rewilding that are challenging established practices are expanding. In the context of modern day Europe, wilderness conservation and rewilding are not valid for the whole landscape, although it is possible to integrate some areas of low‐intervention management into a wider matrix. A precondition for success is to recognize and plan for a plurality of values concerning the most valid approaches to conservation and to plan for this plurality at the landscape scale.  相似文献

Biodiversity conservation has been criticized for undermining or ignoring social well‐being. Currently efforts to mutually promote social justice, rural development, and biodiversity conservation, which have been contentious and yielded mixed results, continue to spread despite a general dearth of effective management strategies. We contend that social and economic concerns should be integral to conservation planning and propose that the scale of these phenomena is also critical. To evaluate the merit of this proposal, we adopted and expanded a conservation management strategy framework developed by Joel Heinen and examined how population density, economic disparity, and ethnic heterogeneity vary spatially surrounding 2 contrasting protected areas in East Africa: Kibale National Park in Uganda and Tarangire National Park in Tanzania. Analyses of demographic, wealth, and ethnicity data from regional censuses and household surveys conducted in 2009 and 2010 indicated that choice of scale (landscape or community) changed the management strategies recommended by the model. Therefore, “several small” people?park management strategies varying around a given protected area may be more appropriate than a “single large” people–park strategy applied across an entire protected area. Correspondingly, scale adjusted Heinen recommendations offered new strategies for effective conservation management within these human landscapes not incorporated in current in situ management plans. Numerous species have been pushed into extinction as an increasing portion of Earth's land surface has been appropriated for human enterprise. In the future, global biodiversity will be affected by both climate change and land‐use change, the latter of which is currently the primary driver of species extinctions. How societies address climate change will critically affect biodiversity because climate‐change mitigation policies will reduce direct climate‐change impacts; however, these policies will influence land‐use decisions, which could have negative impacts on habitat for a substantial number of species. We assessed the potential impact future climate policy could have on the loss of habitable area in biodiversity hotspots due to associated land‐use changes. We estimated past extinctions from historical land‐use changes (1500–2005) based on the global gridded land‐use data used for the Intergovernmental Panel on Climate Change Fifth Assessment Report and habitat extent and species data for each hotspot. We then estimated potential extinctions due to future land‐use changes under alternative climate‐change scenarios (2005–2100). Future land‐use changes are projected to reduce natural vegetative cover by 26‐58% in the hotspots. As a consequence, the number of additional species extinctions, relative to those already incurred between 1500 and 2005, due to land‐use change by 2100 across all hotspots ranged from about 220 to 21000 (0.2% to 16%), depending on the climate‐change mitigation scenario and biological factors such as the slope of the species–area relationship and the contribution of wood harvest to extinctions. These estimates of potential future extinctions were driven by land‐use change only and likely would have been higher if the direct effects of climate change had been considered. Future extinctions could potentially be reduced by incorporating habitat preservation into scenario development to reduce projected future land‐use changes in hotspots or by lessening the impact of future land‐use activities on biodiversity within hotspots.  相似文献

Abstract: Ocean‐going vessels pose a threat to large whales worldwide and are responsible for the majority of reported deaths diagnosed among endangered North Atlantic right whales (Eubalaena glacialis). Various conservation policies have been implemented to reduce vessel‐strike mortality in this species. The International Maritime Organization adopted the Roseway Basin Area to be avoided on the Scotian Shelf as a voluntary conservation initiative to reduce the risk of lethal vessel strikes to right whales. We initiated the Vessel Avoidance & Conservation Area Transit Experiment to evaluate the efficacy of this initiative because the effectiveness of the avoidance scheme in reducing risk without the imposition of vessel‐speed restrictions depends entirely on vessel‐operator compliance. Using a network of automatic identification system receivers, we collected static, dynamic, and voyage‐related vessel data in near real time from the Roseway Basin region for 12 months before and 6 months after the implementation of the area to be avoided. Using pre‐ and post‐implementation vessel navigation and speed data, along with right whale sightings per unit effort data, all resolved at 3′N latitude by 3′W longitude, we estimated the post‐implementation change in risk of lethal vessel strikes. Estimates of vessel‐operator voluntary compliance ranged from 57% to 87% and stabilized at 71% within the first 5 months of implementation. Our estimates showed an 82% reduction in the risk of lethal vessel strikes to right whales due to vessel‐operator compliance. We conclude that the high level of compliance achieved with this voluntary conservation initiative occurred because the area to be avoided was adopted by the International Maritime Organization. Our results demonstrate that international shipping interests are able and willing to voluntarily alter course to protect endangered whales.  相似文献

Private‐sector financial and legal transactions have long been used to protect terrestrial habitats and working landscapes, but less commonly to address critical threats in marine environments. Transferrable and marketable fishing privileges, including permits and quotas, make it possible to use private‐sector transactions as conservation strategies to address some fishery management issues. Abating the effects of bottom trawling on the seafloor and bycatch and discard associated with the practice has proven challenging. On the Central Coast of California, The Nature Conservancy (TNC), Environmental Defense Fund, local fishers and local, state, and federal authorities worked collaboratively to protect large areas of the seafloor from bottom trawling for groundfish while addressing economic impacts of trawl closures. Contingent on the adoption of trawl‐closure areas by a federal regulatory agency, TNC used private funds to purchase federal groundfish trawl permits and vessels from willing sellers. Trawl‐closure areas were designed collaboratively by combining regional biological diversity and fisheries data with local fishers’ knowledge. The private transactional strategy was designed to remedy some deficiencies in previous federal buyouts, to mitigate economic impacts from trawl closures, and to carefully align with a public regulatory process to protect “essential fish habitat” under the Magnuson‐Stevens Fishery Conservation and Management Act. This collaborative effort protected 1.5 million ha (3.8 million acres) of seafloor, reduced trawl effort in the area by 50%, and set a precedent for collaborative partnerships between conservation and fishing interests. This is the first time a large conservation organization has taken an ownership position in a fishery and demonstrates how nongovernmental organizations can invest in fisheries to improve environmental and economic performance. Abstract: Worldwide efforts have concentrated on developing monitoring methods that would enhance the assessment of progress toward achieving the 2010 conservation objectives of the Convention on Biological Diversity. Threat reduction assessment is one such method. It provides an indirect measure of the effects of a conservation project by evaluating changes in human‐induced direct threats to protected areas. We applied modified threat reduction assessments and the 2008 International Union for Conservation of Nature standardized lexicon for classification of threats to Horsh Ehden and Al‐Shouf Cedar nature reserves in Lebanon. Our goal was in part to test the suitability of this tool for improving monitoring and management effectiveness of protected forests in Lebanon. In Horsh Ehden, composite threats decreased by 24% from 1997 to 2002, and then increased from 2002 to 2009 by 78% in the core area of the reserve and by 118% in the reserve's buffer zone (surrounds core area, conservation and recreational activities allowed). In Al‐Shouf Cedar reserve threats decreased by 51% from 2006 to 2009. Management teams from both reserves have integrated the use of this method to prioritize actions for new management plans. We believe that in Lebanon and other countries with limited resources and weak monitoring programs or that are experiencing political instability threat reduction assessments could be used to improve the effectiveness of protected areas management.  相似文献
