Rethinking Community-Based Conservation   总被引:34,自引:0,他引:34  
Abstract:  Community-based conservation (CBC) is based on the idea that if conservation and development could be simultaneously achieved, then the interests of both could be served. It has been controversial because community development objectives are not necessarily consistent with conservation objectives in a given case. I examined CBC from two angles. First, CBC can be seen in the context of paradigm shifts in ecology and applied ecology. I identified three conceptual shifts—toward a systems view, toward the inclusion of humans in the ecosystem, and toward participatory approaches to ecosystem management—that are interrelated and pertain to an understanding of ecosystems as complex adaptive systems in which humans are an integral part. Second, I investigated the feasibility of CBC, as informed by a number of emerging interdisciplinary fields that have been pursuing various aspects of coupled systems of humans and nature. These fields—common property, traditional ecological knowledge, environmental ethics, political ecology, and environmental history—provide insights for CBC. They may contribute to the development of an interdisciplinary conservation science with a more sophisticated understanding of social-ecological interactions. The lessons from these fields include the importance of cross-scale conservation, adaptive comanagement, the question of incentives and multiple stakeholders, the use of traditional ecological knowledge, and development of a cross-cultural conservation ethic.  相似文献

Abstract: The use of voluntary approaches to achieve conservation goals is becoming increasingly popular. Nevertheless, few researchers have quantitatively evaluated their efficacy. In 1998 industry, government agencies, and nongovernmental organizations established a voluntary conservation program for whale watching in the northeast region of the United States, with the intent to avoid collisions with and harassment of endangered whales by commercial and recreational whale‐watching vessels. One important aspect of the program was the establishment of 3 speed zones within specific distances of whales. We wanted to determine the level of compliance with this aspect of the program to gauge its efficacy and gain insights into the effectiveness of voluntary measures as a conservation tool. Inconspicuous observers accompanied 46 commercial whale‐watching trips from 12 companies in 2003 (n= 35) and 2004 (n= 11). During each trip, vessel position and speed were collected at 5‐second intervals with a GPS receiver. Binoculars with internal laser rangefinders and digital compasses were used to record range and bearing to sighted whales. We mapped whale locations with ArcGIS. We created speed‐zone buffers around sighted whales and overlaid them with vessel‐track and speed data to evaluate compliance. Speeds in excess of those recommended by the program were considered noncompliant. We judged the magnitude of noncompliance by comparing a vessel's maximum speed within a zone to its maximum recorded trip speed. The level of noncompliance was high (mean 0.78; company range 0.74–0.88), some companies were more compliant than others (p= 0.02), noncompliance was significantly higher in zones farther from whales (p < 0.001), and operators approached the maximum speed capabilities of their vessel in all zones. The voluntary conservation program did not achieve the goal of substantially limiting vessel speed near whales. Our results support the need for conservation programs to have quantifiable metrics and frequent evaluation to ensure efficacy.  相似文献

Damage to Cauliflower Coral by Monofilament Fishing Lines in Hawaii   总被引:1,自引:0,他引:1  
Abstract:  Many fishing methods and gear types used in coral reefs cause physical damage to the reef substratum. Only recently have monofilament fishing lines been recognized as a cause of coral damage and death. We assessed the extent of damage caused by monofilament fishing lines to the cauliflower coral (  Pocillopora meandrina ) colonies in fished and adjacent unfished zones at seven sites in the main Hawaiian islands. We examined coral colonies for the presence or absence of fishing line and for the degree of damage (dead, no live coral surface; damaged, some dead coral surface; or intact, no dead coral surface) in nine 25-m2 grids. The mean proportion of colonies entangled with fishing lines in fished zones ranged from 0.18 to 0.44. The mean proportion of dead or damaged colonies was higher in fished than adjacent unfished zones, and there was a positive linear relationship between the proportion of colonies entangled with fishing lines and the proportion of dead or damaged colonies. These results indicate that monofilament fishing lines have a negative impact on the health and survival of P. meandrina colonies. Because tourism and related recreational fishing activities are expanding rapidly in many tropical states and nations, we recommend that the degrading effects of fishing lines on corals be considered in the design and management of tourism development.  相似文献

Abstract:  Central America is exceptionally rich in biodiversity, but varies widely in the attention its countries devote to conservation. Protected areas, widely considered the cornerstone of conservation, were not always created with the intent of conserving that biodiversity. We assessed how well the protected-area system of Central America includes the region's mammal diversity. This first required a refinement of existing range maps to reduce their extensive errors of commission (i.e., predicted presences in places where species do not occur). For this refinement, we used the ecological limits of each species to identify and remove unsuitable areas from the range. We then compared these maps with the locations of protected areas to measure the habitat protected for each of the region's 250 endemic mammals. The species most vulnerable to extinction—those with small ranges—were largely outside protected areas. Nevertheless, the most strictly protected areas tended toward areas with many small-ranged species. To improve the protection coverage of mammal diversity in the region, we identified a set of priority sites that would best complement the existing protected areas. Protecting these new sites would require a relatively small increase in the total area protected, but could greatly enhance mammal conservation.  相似文献

It is difficult for public agencies to make optimal reserve-site selections without knowing how new public reserves might influence the configuration of private conservation. Private land trusts protect much land in the USA, but little is known about how private groups respond to conservation decisions made by other conservation agents. To fill that gap, we analyze township-level spatial data on conservation in California, Illinois, and Massachusetts to explore relationships between the location of private and public conservation land. Using linear spatial-econometric models and Bayesian spatial probit models, we find evidence that private-protected acres are clustered together in space. In California, it appears that private land conservation is attracted towards places where the government has reserves. In Illinois and Massachusetts, however, it appears that private conservation shifts away from townships with government reserves due to a mixture of spatial repulsion and simple acreage displacement.  相似文献

Free, prior, and informed consent (FPIC) is now a globally established norm and is a condition of equitable engagement with Indigenous peoples and local communities in biodiversity conservation. However, implementation is frequently questioned in terms of its efficacy in top-down-driven governance contexts. Local officials represent core voices often absent from mainstream discourse. Conservation practices are framed by local discourses, value frameworks, and relationships that offer critical opportunities to tailor localized consent processes. Relative to an FPIC process for a prospective World Heritage Site in Hin Nam No National Park, Laos, we examined the importance of mediation by local officials in a comanagement context. The mediation led to commitments to address long-standing community grievances and reconcile conservation and development relationships in the area. Building the capacity of local officials as critical duty-bearers helped shape rights-based conservation and development outcomes. Enhancing nonconfrontational mechanisms for rights holders to air concerns and dialogue spaces for duty-bearers to respond plays a key role in this respect.  相似文献

Conservation policies often promote land privatization to reduce incentives for deforestation. However, empirical evidence on the relationship between land-tenure form and forest conservation outcomes is inconclusive. We combined key informant mapping and geospatial analyses to test the association between the area under tenure and the area deforested by extra-local private and local nonprivate agents in the Argentine Dry Chaco over four decades (1976–2016). The study area is a typical commodity production frontier within a global deforestation hotspot. We found a strong spatial and temporal coupling between the area under tenure and the area deforested by extra-local private agents from 1987 to 2006, when a 59% increase in the former was accompanied by a 508% increase in the latter. Local private agents maintained high levels of forest cover, similarly to local nonprivate agents. Our findings have implications for the adaptive design of the Forest Law in the Argentine Dry Chaco.  相似文献

由于人口的增长和人类经济活动的加剧,致使生物多样性受到了严重的威胁,引起国际社会的普遍关注.生物多样性是生物及其与环境形成的生态复合体以及与此相关的各种生态过程的总和,具有十分重要的价值,是人类生存的物质基础.各国政府和有关的国际组织积极投入到保护生物多样性的全球行动中.为了促进保护工作,国内外都开展了相关的研究工作.综观该领域的研究现状,可以看出以下7个方面已成为当前生物多样性研究的热点:①生物多样性的调查、编目及信息系统的建立;②人类活动对生物多样性的影响;③生物多样性的生态系统功能;④生物多样性的长期动态监测;⑤物种濒危机制及保护对策的研究;⑥栽培植物与家养动物及其野生近缘的遗传多样性研究;⑦生物多样性保护技术与对策.结合我国的具体情况,建议优先考虑以下4个方面的研究:①生物多样性的调查、编目与动态监测;②物种濒危机制及保护对策的研究;③生物多样性的生态系统功能与生态系统管理;④栽培植物与家养动物及其野生近缘的遗传多样性研究.  相似文献
