Experts can provide valuable information to fill knowledge gaps in published research on management effectiveness, particularly for threatened ecosystems, for which there is often limited evidence and the need for prompt intervention to ensure their persistence. One such ecosystem, alpine peatland, is threatened by climate change and other pressures, provides vital ecosystem services, and supports unique biodiversity. In a workshop, we gathered and synthesized into an accessible format information from experts on interventions used, threat context, and intervention effectiveness for Australian alpine peatland and used this knowledge to evaluate local relevance of the global literature for this threatened ecosystem. Experts identified 15 interventions used to conserve Australian peatlands, most of which enhanced or restored peatland condition and effectively addressed diverse threats. Experts’ perspectives and global studies were strongly aligned, suggesting that research on peatland management may be broadly relevant across contexts, despite the distinct characteristics of Australian systems. Our workshop-based expert elicitation approach provided insights into current management practices unavailable in the literature.  相似文献

Conservation outcomes are uncertain. Agencies making decisions about what threat mitigation actions to take to save which species frequently face the dilemma of whether to invest in actions with high probability of success and guaranteed benefits or to choose projects with a greater risk of failure that might provide higher benefits if they succeed. The answer to this dilemma lies in the decision maker's aversion to risk—their unwillingness to accept uncertain outcomes. Little guidance exists on how risk preferences affect conservation investment priorities. Using a prioritization approach based on cost effectiveness, we compared 2 approaches: a conservative probability threshold approach that excludes investment in projects with a risk of management failure greater than a fixed level, and a variance‐discounting heuristic used in economics that explicitly accounts for risk tolerance and the probabilities of management success and failure. We applied both approaches to prioritizing projects for 700 of New Zealand's threatened species across 8303 management actions. Both decision makers’ risk tolerance and our choice of approach to dealing with risk preferences drove the prioritization solution (i.e., the species selected for management). Use of a probability threshold minimized uncertainty, but more expensive projects were selected than with variance discounting, which maximized expected benefits by selecting the management of species with higher extinction risk and higher conservation value. Explicitly incorporating risk preferences within the decision making process reduced the number of species expected to be safe from extinction because lower risk tolerance resulted in more species being excluded from management, but the approach allowed decision makers to choose a level of acceptable risk that fit with their ability to accommodate failure. We argue for transparency in risk tolerance and recommend that decision makers accept risk in an adaptive management framework to maximize benefits and avoid potential extinctions due to inefficient allocation of limited resources. Establishing protected areas (PAs) is an essential strategy to reduce biodiversity loss. However, many PAs do not provide adequate protection due to poor funding, inadequate staffing and equipment, and ineffective management. As part of China's recent economic growth, the Chinese government has significantly increased investment in nature reserves over the past 20 years, providing a unique opportunity to evaluate whether PAs can protect threatened species effectively. We compiled data from published literature on populations of gibbons (Hylobatidae), a threatened taxon with cultural significance, that occurred in Chinese reserves after 1980. We evaluated the ability of these PAs to maintain gibbon habitat and populations by comparing forest cover and human disturbance between reserves and their surrounding areas and modeling the impact of reserve characteristics on gibbon population trends. We also assessed the perspective of reserve staff concerning PA management effectiveness through an online survey. Reserves effectively protected gibbon habitat by reducing forest loss and human disturbance; however, half the reserves lost their gibbon populations since being established. Gibbons were more likely to survive in reserves established more recently, at higher elevation, with less forest loss and lower human impact, and that have been relatively well studied. A larger initial population size in the 1980s was positively associated with gibbon persistence. Although staff of all reserves reported increased investment and improved management over the past 20–30 years, no relationship was found between management effectiveness and gibbon population trends. We suggest early and emphatic intervention is critical to stop population decline and prevent extinction.  相似文献

Every action in a conservation plan has a different level of effect and consequently contributes differentially to conservation. We examined how several community-based, marine, management actions differed in their contribution to national-level conservation goals in Fiji. We held a workshop with experts on local fauna and flora and local marine management actions to translate conservation goals developed by the national government into ecosystem-specific quantitative objectives and to estimate the relative effectiveness of Fiji's community-based management actions in achieving these objectives. The national conservation objectives were to effectively manage 30% of the nation's fringing reefs, nonfringing reefs, mangroves, and intertidal ecosystems (30% objective) and 10% of other benthic ecosystems (10% objective). The experts evaluated the contribution of the various management actions toward national objectives. Scores ranged from 0 (ineffective) to 1 (maximum effectiveness) and included the following management actions: permanent closures (i.e., all extractive use of resources prohibited indefinitely) (score of 1); conditional closures harvested once per year or less as dictated by a management plan (0.50-0.95); conditional closures harvested without predetermined frequency or duration (0.10-0.85); other management actions, such as regulations on gear and species harvested (0.15-0.50). Through 3 gap analyses, we assessed whether the conservation objectives in Fiji had been achieved. Each analysis was based on a different assumption: (1) all parts of locally managed marine areas (including closures and other management) conserve species and ecosystems effectively; (2) closures conserve species and ecosystems, whereas areas outside closures, open to varying levels of resource extraction, do not; and (3) actions that allow different levels of resource extraction vary in their ability to conserve species and ecosystems. Under assumption 1, Fiji's national conservation objectives were exceeded in all marine ecosystems; under assumption 2, none of Fiji's conservation objectives were met; and under assumption 3, on the basis of the scores assigned by experts, Fiji achieved the 10% but not the 30% objectives for ecosystems. Understanding the relative contribution of management actions to achieving conservation objectives is critical in the assessment of conservation achievements at the national level, where multiple management actions will be needed to achieve national conservation objectives.  相似文献

Conservation practice has demonstrated an increasing desire for accountability of actions, particularly with respect to effectiveness, efficiency, and impact to clearly identified objectives. This has been accompanied by increased attention to achieving adaptive management. In 2002, practitioners representing several prominent conservation nongovernmental organizations (NGOs) launched a community of practice called the Conservation Measures Partnership (CMP). The partnership CMP has worked to establish standards of conservation practice to improve accountability of conservation actions through adaptive management. The focal organizing framework for CMP has been the Open Standards for the Practice of Conservation (OS). We evaluated, through an online survey and personal interviews, the first decade of CMP and the OS. The CMP has garnered a positive reputation among agencies, NGOs, and funders and has succeeded in developing a large user base of the OS. However, CMP has not fully achieved its goal of making the OS standard operating procedure for the largest NGOs (e.g., The Nature Conservancy, World Wildlife Fund), despite it being widely used within these organizations. This lack of institutionalization is attributable to multiple causes, including an increase in the number of partially overlapping decision‐support frameworks and challenges achieving full‐cycle adaptive management. Users strongly believed the OS fosters better conservation practice and highly valued the OS for improving their practice. A primary objective of the OS is to assist practitioners to achieve full‐cycle adaptive management to better integrate learning into improving the effectiveness and efficiency of actions. However, most practitioners had not yet achieved cycle completion for their projects. To improve the effectiveness of CMP, OS, and conservation practice in general, we recommend collaborative efforts among the proponents of multiple decision‐support frameworks to foster strong institutional adoption of a common set of adaptive‐management standards for conservation accountability.  相似文献

Monitoring is critical to assess management effectiveness, but broadscale systematic assessments of monitoring to evaluate and improve recovery efforts are lacking. We compiled 1808 time series from 71 threatened and near-threatened terrestrial and volant mammal species and subspecies in Australia (48% of all threatened mammal taxa) to compare relative trends of populations subject to different management strategies. We adapted the Living Planet Index to develop the Threatened Species Index for Australian Mammals and track aggregate trends for all sampled threatened mammal populations and for small (<35 g), medium (35–5500 g), and large mammals (>5500 g) from 2000 to 2017. Unmanaged populations (42 taxa) declined by 63% on average; unmanaged small mammals exhibited the greatest declines (96%). Populations of 17 taxa in havens (islands and fenced areas that excluded or eliminated introduced red foxes [Vulpes vulpes] and domestic cats [Felis catus]) increased by 680%. Outside havens, populations undergoing sustained predator baiting initially declined by 75% but subsequently increased to 47% of their abundance in 2000. At sites where predators were not excluded or baited but other actions (e.g., fire management, introduced herbivore control) occurred, populations of small and medium mammals declined faster, but large mammals declined more slowly, than unmanaged populations. Only 13% of taxa had data for both unmanaged and managed populations; index comparisons for this subset showed that taxa with populations increasing inside havens declined outside havens but taxa with populations subject to predator baiting outside havens declined more slowly than populations with no management and then increased, whereas unmanaged populations continued to decline. More comprehensive and improved monitoring (particularly encompassing poorly represented management actions and taxonomic groups like bats and small mammals) is required to understand whether and where management has worked. Improved implementation of management for threats other than predation is critical to recover Australia's threatened mammals.  相似文献

The awareness of the need for robust impact evaluations in conservation is growing and statistical matching techniques are increasingly being used to assess the impacts of conservation interventions. Used appropriately matching approaches are powerful tools, but they also pose potential pitfalls. We outlined important considerations and best practice when using matching in conservation science. We identified 3 steps in a matching analysis. First, develop a clear theory of change to inform selection of treatment and controls and that accounts for real-world complexities and potential spillover effects. Second, select the appropriate covariates and matching approach. Third, assess the quality of the matching by carrying out a series of checks. The second and third steps can be repeated and should be finalized before outcomes are explored. Future conservation impact evaluations could be improved by increased planning of evaluations alongside the intervention, better integration of qualitative methods, considering spillover effects at larger spatial scales, and more publication of preanalysis plans. Implementing these improvements will require more serious engagement of conservation scientists, practitioners, and funders to mainstream robust impact evaluations into conservation. We hope this article will improve the quality of evaluations and help direct future research to continue to improve the approaches on offer.  相似文献

Abstract: Different deforestation agents, such as small farmers and large agricultural businesses, create different spatial patterns of deforestation. We analyzed the proportion of deforestation associated with different‐sized clearings in the Brazilian Amazon from 2002 through 2009. We used annual deforestation maps to determine total area deforested and the size distribution of deforested patches per year. The size distribution of deforested areas changed over time in a consistent, directional manner. Large clearings (>1000 ha) comprised progressively smaller amounts of total annual deforestation. The number of smaller clearings (6.25–50.00 ha) remained unchanged over time. Small clearings accounted for 73% of all deforestation in 2009, up from 30% in 2002, whereas the proportion of deforestation attributable to large clearings decreased from 13% to 3% between 2002 and 2009. Large clearings were concentrated in Mato Grosso, but also occurred in eastern Pará and in Rondônia. In 2002 large clearings accounted for 17%, 15%, and 10% of all deforestation in Mato Grosso, Pará, and Rondônia, respectively. Even in these states, where there is a highly developed agricultural business dominated by soybean production and cattle ranching, the proportional contribution of large clearings to total deforestation declined. By 2009 large clearings accounted for 2.5%, 3.5%, and 1% of all deforestation in Mato Grosso, Pará, and Rondônia, respectively. These changes in deforestation patch size are coincident with the implementation of new conservation policies by the Brazilian government, which suggests that these policies are not effectively reducing the number of small clearings in primary forest, whether these are caused by large landholders or smallholders, but have been more effective at reducing the frequency of larger clearings.  相似文献

Abstract: Worldwide efforts have concentrated on developing monitoring methods that would enhance the assessment of progress toward achieving the 2010 conservation objectives of the Convention on Biological Diversity. Threat reduction assessment is one such method. It provides an indirect measure of the effects of a conservation project by evaluating changes in human‐induced direct threats to protected areas. We applied modified threat reduction assessments and the 2008 International Union for Conservation of Nature standardized lexicon for classification of threats to Horsh Ehden and Al‐Shouf Cedar nature reserves in Lebanon. Our goal was in part to test the suitability of this tool for improving monitoring and management effectiveness of protected forests in Lebanon. In Horsh Ehden, composite threats decreased by 24% from 1997 to 2002, and then increased from 2002 to 2009 by 78% in the core area of the reserve and by 118% in the reserve's buffer zone (surrounds core area, conservation and recreational activities allowed). In Al‐Shouf Cedar reserve threats decreased by 51% from 2006 to 2009. Management teams from both reserves have integrated the use of this method to prioritize actions for new management plans. We believe that in Lebanon and other countries with limited resources and weak monitoring programs or that are experiencing political instability threat reduction assessments could be used to improve the effectiveness of protected areas management.  相似文献

Climate change is a key threat to biodiversity. To conserve species under climate change, ecologists and conservation scientists suggest 2 main conservation strategies regarding land use: supporting species’ range shifts to enable it to follow its climatic requirements by creating migration pathways, such as corridors and stepping stones, and conserving climate refugia (i.e., existing habitat areas that are somewhat buffered from climate change). The policy instruments that could be used to implement these conservation strategies have yet to be evaluated comprehensively from an economic perspective. The economic analyses of environmental policy instruments are often based on ecological effectiveness and cost-effectiveness criteria. We adapted these general criteria to evaluate policy instruments for species’ conservation under climate change and applied them to a conceptual analysis of land purchases, offsets, and conservation payments. Depending on whether the strategy supporting species’ range shifts or conserving climate refugia is selected, the evaluation of the policy instruments differed substantially. For example, to ensure ecological effectiveness, habitat persistence over time was especially important for climate refugia and was best achieved by a land-purchase policy instrument. In contrast, for the strategy supporting range shifts to be ecologically effective, a high degree of flexibility in the location of conserved sites was required to ensure that new habitat sites can be created in the species’ new range. Offset programs were best suited for that because the location of conservation sites can be chosen comparatively freely and may also be adapted over time.  相似文献
