A mathematical model simulates the cumulative volume of debris produced from brushland watersheds. Application of this model to a 176-km2 (0.678 = mi2) watershed along the southern flank of the Central San Gabriel Mountains permits assessment of expected debris production associated with alternative fire-management policies. The political implications of simulated debris production are evaluated through a conceptual model that links interest groups to particular successional stages in brushland watersheds by means of the resources claimed by each group. It is concluded that in theory, a rotation burn policy would provide benefits to more interest groups concerned about southern California's brushland watersheds than does the current fire exclusion policy.This research was supported by the College of Agriculture and Life Sciences, University of Wisconsin-Madison, and by the Office of Water Research and Technology, USDI, under the Allotment program of Public Law 88–379, as amended, and by the University of California. ABSTRACT: The major objectives are (1) to identify the problems involved in measuring the environmental impacts of public projects from selected perspectives, and (2) to elaborate a sociological approach used in an empirical investigation in that respect. The construct of environmental impact of a planned action is generally operationalized from different perspectives and with different methodological emphases in the various disciplines. Even the term environment does not elicit agreement among users as to its exact meaning. Although there has been a steady increase in the number of studies from a sociological perspective concerning environmental problems, there is lack of sociological counsel in writing environmental impact statements. Overall, we lack sociological methodology and operational procedures for that purpose. In an attempt to bring some empirical focus to this field, attitudinal measures employed to discover how residents of a river basin perceived negative and positive environmental impacts of a proposed watershed development project are reviewed. These come from a study of creation of the Cooper Reservoir and Dam in Texas. Data on 343 heads of households m the selected areas were collected through structured questionnaires with items on personal information, a vested interest scale, a knowledge of the project scale, and an environmental impact scale. Data show that perception of impacts by residents is influenced significantly by degree of their vested interests involved. Variables for inclusion in a sociological model of environmental impact are suggested.  相似文献

Abstract: The conflict between economic growth and biodiversity conservation is understood in portions of academia and sometimes acknowledged in political circles. Nevertheless, there is not a unified response. In political and policy circles, the environmental Kuznets curve (EKC) is posited to solve the conflict between economic growth and environmental protection. In academia, however, the EKC has been deemed fallacious in macroeconomic scenarios and largely irrelevant to biodiversity. A more compelling response to the conflict is that it may be resolved with technological progress. Herein I review the conflict between economic growth and biodiversity conservation in the absence of technological progress, explore the prospects for technological progress to reconcile that conflict, and provide linguistic suggestions for describing the relationships among economic growth, technological progress, and biodiversity conservation. The conflict between economic growth and biodiversity conservation is based on the first two laws of thermodynamics and principles of ecology such as trophic levels and competitive exclusion. In this biophysical context, the human economy grows at the competitive exclusion of nonhuman species in the aggregate. Reconciling the conflict via technological progress has not occurred and is infeasible because of the tight linkage between technological progress and economic growth at current levels of technology. Surplus production in existing economic sectors is required for conducting the research and development necessary for bringing new technologies to market. Technological regimes also reflect macroeconomic goals, and if the goal is economic growth, reconciliatory technologies are less likely to be developed. As the economy grows, the loss of biodiversity may be partly mitigated with end‐use innovation that increases technical efficiency, but this type of technological progress requires policies that are unlikely if the conflict between economic growth and biodiversity conservation (and other aspects of environmental protection) is not acknowledged.  相似文献

利用衡阳市祁东县气象站1960~2013年逐日平均气温、降水观测数据,计算综合气象干旱指数。以国家标准《气象干旱等级GB/T20481~2006》为依据划分不同干旱等级、计算干旱日数、干旱强度等,在此基础上统计干旱日的年、年代际统计并作了线性分析,并为应对干旱提出了自己的建议:祁东县干旱日每年均有出现,但不同强度干旱日发生频率不同,在全球变暖大背景下,干旱日等级越高,其增幅愈明显;祁东县的平均干旱过程数为2.5次/a,一年出现2次干旱过程几率最大,无旱过程的几率为9.3%;在统计年干旱强度时,选用持续时间最长的一次有较好代表性。近54a来,干旱强度年变化可分为三高两低,目前处于干旱强度较高期;祁东县大部分年份有季节性干旱,单季旱以秋旱为主,在双季干旱中,夏秋连旱居多,历史上夏秋冬连旱出现了三次;为了应对日趋严重的干旱,需增强人们的防旱抗灾意识、加大水利设置投入、推广节水农业和提高干旱监测预警能力。  相似文献

Landscapes fulfil a multitude of ecological and social functions. Due to the fact that both traditional and everyday landscapes today face many different threats, regulatory measures have been undertaken in many countries to protect and further sustainable landscape development. They include legislation as well as economic incentives. In recent years, however, it has become clear that just to have a few laws and to spend money on subsidies is not enough. Factors other than legislation are also essential to further the sustainable development of landscapes. One of the basic factors affecting the success or failure of landscape conservation measures is public acceptance of these measures. Our project took this as its starting point. The objective was to determine which conditions and factors influence acceptance positively or negatively. To this end 22 Swiss who are directly affected by nature conservation measures, in particular by mire landscape and dry meadow conservation measures, were interviewed using qualitative interview techniques. It is shown that perception, communication, and possibilities to participate are the most decisive driving factors influencing the formation of a long-lasting acceptance. Furthermore, acceptance may be based mainly on economic criteria, on usefulness, on ecological or even aesthetic aspects. It can be shown that not all of these motivations lead to a long-lasting acceptance. Ecologically based acceptance seems the most promising because it is founded on general convictions. Economic incentives--though important--seem to generate only superficial acceptance and do not seem to be as important as is usually assumed.  相似文献
