The Road Erosion and Delivery Index (READI) is a new geographic information system–based model to assess erosion and delivery of water and sediment from unpaved road networks to streams. READI quantifies the effectiveness of existing road surfacing and drain placements in reducing road sediment delivery and guides upgrades to optimize future reductions. Roads are draped on a digital elevation model and parsed into hydrologically distinct segments. Segments are further divided by engineered drainage structures. For each segment, a kinematic wave approximation generates runoff hydrographs for specified storms, with discharge directly to streams at road–stream crossings and onto overland‐flow plumes at other discharge points. Plumes are attenuated by soil infiltration, which limits their length, with delivery occurring if plumes intersect streams. Sediment production and sediment delivery can be calculated as a relative dimensionless index. READI predicts only a small proportion of new drains and new surfacing results in the majority of sediment delivery reductions. The model illustrates how the spatial relationships between road and stream networks, controlled by topography and network geometries, influence patterns of road–stream connectivity. READI was applied in seven northern California basins. The model was also applied in a recent burn area to examine how reduced hillslope infiltration can result in increased hydrologic connectivity and sediment delivery.  相似文献

Abstract: In the United States, voluntary incentive programs that aid conservation of plant and wildlife species on private lands provide a structural solution to the problem of protecting endangered species by reducing costs and enhancing benefits to landowners. We explored the potential for incentives to encourage landowners to manage land cover for the benefit of endangered songbirds in central Texas (U.S.A.) by asking landowners to indicate their preferences for financial incentives, technical assistance, and regulatory assurances. We identified owners of potential songbird habitat and collected data in face‐to‐face interviews and self‐administered questionnaires. We used a latent‐class stated‐choice model to identify 3 classes of landowners whose choices varied on the basis of their attitudes and perceived social norms: (1) strong positive attitude, perceived social pressure to participate, and willing to participate with relatively few incentives, (2) weak positive attitude, perceived no social pressure to participate, and required strongest incentives, and (3) negative attitude, perceived social pressure not to enroll, and unwilling to participate regardless of incentive structure. Given this heterogeneity in preferences, conservation incentives may increase management of land cover to benefit endangered species on private lands to some degree; however, exclusive reliance on incentives may be insufficient. Promoting conservation on private lands may be enhanced by integrating incentives into an approach that incorporates other strategies for conservation, including social networks and collaborative processes that reinforce social norms.  相似文献

The Soil and Water Assessment Tool (SWAT) is one of the most widely used watershed models for simulating hydrology in response to agricultural management practices. However, limited studies have been performed to evaluate the SWAT model's ability to estimate daily and monthly evapotranspiration (ET) in semiarid regions. ET values were simulated using ArcSWAT 2012 for a lysimeter field managed under dryland conditions at the USDA‐ARS Conservation and Production Research Laboratory at Bushland, Texas, and compared with measured lysimeter values from 2000 to 2010. Two scenarios were performed to compare SWAT's performance: (1) use of default plant leaf area index (LAI) values in the embedded plant database and (2) adjusted LAI values. Scenario 1 resulted in an “unsatisfactory” Nash‐Sutcliffe efficiency (NSE) of 0.42 and 0.38 for the calibration and validation periods, respectively. Scenario 2 resulted in a “satisfactory” NSE value for the calibration period while achieving a “good” NSE of 0.70 for the validation period. SWAT generally underestimated ET at both the daily and monthly levels. Overestimation during fallow years may be due to the limitations of the pothole function used to simulate furrow diking. Users should be aware of potential errors associated with using default LAI parameters. Inaccuracies in ET estimation may also stem from errors in the plant stress functions, particularly when evaluating water management practices for dryland watersheds.  相似文献

Rural, forested areas throughout the United States are experiencing strong housing growth with potentially detrimental impacts on the environment. In this paper, we quantify housing growth in Northern Wisconsin over the last sixty years to determine if growth rates were higher near public lands, which may represent an important recreational amenity. We used data from the U.S. Census to produce decadal housing density estimates, “backcasts,” from 1940 to 2000 for northern Wisconsin to examine “rural sprawl” in northern Wisconsin and its relationship to forested areas and public lands. We integrated housing density estimates with the 1992/1993 National Land Cover Dataset to examine the relationship between rural sprawl and land cover, especially forests. Between 1940 and 2000, private land with <2 housing units/km2 decreased from 47% to 21% of the total landscape. Most importantly, housing growth was concentrated along the boundaries of public lands. In 14 of the 19 counties that we studied, housing growth rates within 1 km of a public land boundary exceeded growth rates in the remainder of the county, and three of the five counties that did not exhibit this pattern, were the ones with the least amount of public land. Future growth can be expected in areas with abundant natural amenities, highlighting the critical need for additional research and effective natural resource management and regional planning to address these challenges.  相似文献

Wildlife corridors aim to promote species’ persistence by connecting habitat patches across fragmented landscapes. Their implementation is limited by patterns of land ownership and complicated by differences in the jurisdictional and regulatory authorities under which lands are managed. Terrestrial corridor conservation requires coordination across jurisdictions and sectors subject to site-specific overlapping sources of legal authority. Mapping spatial patterns of legal authority concurrent with habitat condition can illustrate opportunities to build or leverage capacity for connectivity conservation. Streamside areas provide pragmatic opportunities to leverage existing policy mechanisms for riverine and terrestrial habitat connectivity across boundaries. Conservation planners and practitioners can make use of these opportunities by harmonizing actions for multiple conservation outcomes. We formulated an integrative, data-driven method for mapping multiple sources of legal authority weighted by capacity for coordinating terrestrial habitat conservation along streams. We generated a map of capacity to coordinate streamside corridor protections across a wildlife habitat gap to demonstrate this approach. We combined values representing coordination capacity and naturalness to generate an integrated legal-ecological resistance map for connectivity modeling. We then computed least-cost corridors across the integrated map, masking the terrestrial landscape to focus on streamside areas. Streamside least-cost corridors in the integrated, local-scale model diverged (∼25 km) from national-scale least-cost corridors based on naturalness. Spatial categories comparing legal- and naturalness-based resistance values by stream reach highlighted potential locations for building or leveraging existing capacity through spatial coordination of policy mechanisms or restoration actions. Agencies or nongovernmental organizations intending to restore or maintain habitat connectivity across fragmented landscapes can use this approach to inform spatial prioritization and build coordination capacity. Offset schemes help avoid or revert habitat loss through protection of existing habitat (avoided deforestation), through the restoration of degraded areas (natural regrowth), or both. The spatial scale of an offset scheme may influence which of these 2 outcomes is favored and is an important aspect of the scheme's design. However, how spatial scale influences the trade-offs between the preservation of existing habitat and restoration of degraded areas is poorly understood. We used the largest forest offset scheme in the world, which is part of the Brazilian Forest Code, to explore how implementation at different spatial scales may affect the outcome in terms of the area of avoided deforestation and area of regrowth. We employed a numerical simulation of trade between buyers (i.e., those who need to offset past deforestation) and sellers (i.e., landowners with exceeding native vegetation) in the Brazilian Amazon to estimate potential avoided deforestation and regrowth at different spatial scales of implementation. Allowing offsets over large spatial scales led to an area of avoided deforestation 12 times greater than regrowth, whereas restricting offsets to small spatial scales led to an area of regrowth twice as large as avoided deforestation. The greatest total area (avoided deforestation and regrowth combined) was conserved when the spatial scale of the scheme was small, especially in locations that were highly deforested. To maximize conservation gains from avoided deforestation and regrowth, the design of the Brazilian forest-offset scheme should focus on restricting the spatial scale in which offsets occur. Such a strategy could help ensure conservation benefits are localized and promote the recovery of degraded areas in the most threatened forest landscapes.  相似文献

High costs of land in agricultural regions warrant spatial prioritization approaches to conservation that explicitly consider land prices to produce protected‐area networks that accomplish targets efficiently. However, land‐use changes in such regions and delays between plan design and implementation may render optimized plans obsolete before implementation occurs. To measure the shelf life of cost‐efficient conservation plans, we simulated a land‐acquisition and restoration initiative aimed at conserving species at risk in Canada's farmlands. We accounted for observed changes in land‐acquisition costs and in agricultural intensity based on censuses of agriculture taken from 1986 to 2011. For each year of data, we mapped costs and areas of conservation priority designated using Marxan. We compared plans to test for changes through time in the arrangement of high‐priority sites and in the total cost of each plan. For acquisition costs, we measured the savings from accounting for prices during site selection. Land‐acquisition costs and land‐use intensity generally rose over time independent of inflation (24–78%), although rates of change were heterogeneous through space and decreased in some areas. Accounting for spatial variation in land price lowered the cost of conservation plans by 1.73–13.9%, decreased the range of costs by 19–82%, and created unique solutions from which to choose. Despite the rise in plan costs over time, the high conservation priority of particular areas remained consistent. Delaying conservation in these critical areas may compromise what optimized conservation plans can achieve. In the case of Canadian farmland, rapid conservation action is cost‐effective, even with moderate levels of uncertainty in how to implement restoration goals.  相似文献

Drought is a complex and highly destructive natural phenomenon that affects portions of the United States almost every year, and severe water deficiencies can often become catastrophic for agricultural production. Evapotranspiration (ET) by crops is an important component in the agricultural water budget; thus, it is advantageous to include ET in agricultural drought monitoring. The main objectives of this study were to (1) conduct a literature review of drought indices with a focus to identify a simple but simultaneously adequate drought index for monitoring agricultural drought in a semiarid region and (2) using the identified drought index method, develop and evaluate time series of that drought index for the Texas High Plains. Based on the literature review, the Standardized Precipitation‐Evapotranspiration Index (SPEI) was found to satisfy identified constraints for assessing agricultural drought. However, the SPEI was revised by replacing reference ET with potential crop ET to better represent actual water demand. Data from the Texas High Plains Evapotranspiration network was used to calculate SPEIs for the major irrigated crops. Trends and magnitudes of crop‐specific, time‐series SPEIs followed crop water demand patterns for summer crops. Such an observation suggests that a modified SPEI is an appropriate index to monitor agricultural drought for summer crops, but it was found to not account for soil water stored during the summer fallow period for winter wheat.  相似文献

Changes in forest and agricultural land management practices have the potential to increase carbon (C) storage by terrestrial systems, thus offsetting C emissions to the atmosphere from energy production. This study assesses that potential for three terrestrial management practices within the state of Virginia, USA: afforestation of marginal agricultural lands; afforestation of riparian agricultural lands; and changing tillage practices for row crops; each was evaluated on a statewide basis and for seven regions within the state. Lands eligible for each practice were identified, and the C storage potential of each practice on those lands was estimated through a modeling procedure that utilized land-resource characteristics represented in Geographic Information System databases. Marginal agricultural lands’ afforestation was found to have the greatest potential (1.4 Tg C yr−1, on average, over the first 20 years) if applied on all eligible lands, followed by riparian afforestation (0.2 Tg C yr−1 over 20 years) and tillage conversion (0.1 Tg C yr−1 over 14 years). The regions with the largest potentials are the Ridge and Valley of western Virginia (due to extensive areas of steep, shallow soils) and in the Mid-Atlantic Coastal Plain in eastern Virginia (wet soils). Although widespread and rapid implementation of the three modeled practices could be expected to offset only about 3.4% of Virginia’s energy-related CO2 emissions over the following 20 years (equivalent to about 8.5% of a Kyoto Treaty–based target), they could contribute to achievement of C-management goals if implemented along with other mitigation measures.  相似文献
