Abstract: Despite the growing interest in conservation approaches that include payments for environmental services (PES), few evaluations of the influence of such interventions on behaviors of individuals have been conducted. We used self‐reported changes in six legal and illegal forest‐use behaviors to investigate the way in which a PES for biodiversity conservation intervention in Menabe, Madagascar, influenced behavior. Individuals (n =864) from eight intervention communities and five control communities answered questions on their forest‐use behaviors before and after the intervention began, as well as on their reasons for changing and their attitudes to various institutions. The payments had little impact on individuals’ reported decisions to change behaviors, but it had a strong impact on individuals’ attitudes. Payments appeared to legitimize monitoring of behaviors by the implementing nongovernmental organization (NGO), but did not act as a behavioral driver in their own right. Although there were no clear differences between changes in behaviors in the intervention and control communities, the intervention did influence motivations for change. Fear of local forest associations and the implementing NGO were strong motivators for changing behavior in communities with the PES intervention, whereas fear of the national government was the main reason given for change in control communities. Behavioral changes were most stable where fear of local organizations motivated the change. Our results highlight the interactions between different incentives people face when making behavioral decisions and the importance of considering the full range of incentives when designing community‐based PES interventions.  相似文献

The July 2006 war waged by Israel on Lebanon caused an estimated USD 1 billion of direct (financial) damage to infrastructure. However, it generated also significant indirect (economic/inter-temporal) costs. One sector that suffered considerably in this respect was agriculture, the main source of income for 30–40 per cent of Lebanese. This paper's main objective is to develop a methodology to estimate the total—direct and indirect—cost of the war to agricultural crop production, using an area of south Lebanon as a focal point. The indirect loss assessment viewed inter-temporal reductions in crop production values as the opportunity cost of not working fields due to the presence of unexploded ordnance (UXO). Various crops were evaluated for two scenarios (50 and 100 per cent damage due to UXO) over UXO-clearance periods of five and 10 years. The results indicate that any damage estimates that include only direct losses will under-estimate total losses by 80 and 87 per cent for the five- and 10-year periods, respectively.  相似文献

针对库存弹药安全的特殊性,在分析国内外库存弹药典型事故案例的基础上,指出FTA、ETA等传统概率计算方法存在的局限。提出一种基于模糊影响图(FID)的库存弹药事故概率分析方法,并对FID模型的构建过程和算法进行概述;以弹药被盗事故作为实例分析,并得到事故概率分布图和累积概率曲线。结果表明,FID的算法理论及建模过程能较好地克服FTA、ETA等传统方法的局限性,实例分析指出弹药被盗事故在10-4数量级的隶属度最高,且事故发生概率更趋向于10-3~10-1数量级,从而得到一旦仓库安全防范措施不到位,就很有可能发生弹药被盗事故的结论。  相似文献

In Bureaucratizing the Good Samaritan , Waters (2001) argues that bureaucratic rationality distracts humanitarian agencies from the needs of the people they are supposed to assist, in favour of other values that their institutional frameworks dictate. We test his claim by investigating the response to the Pakistan 2005 earthquake. One of us (Dittemore) worked with the United Nations Joint Logistics Centre in the theatre, managing a relief cargo shipment database. The response, known as 'Operation Winter Race', was hampered by extreme logistical challenges, but ultimately succeeded in averting a second disaster resulting from cold and starvation. We use statistical models to probe whether survivor needs significantly guided decisions to deliver relief to affected communities. Needs assessments remained incomplete and incoherent. We measure needs through proxy indicators and integrate them, on a Geographic Information System (GIS) platform, with logistics and relief delivery data. We find that, despite strong logistics effects, needs orientations were significant. However, the strength of decision factors varies between commodity types (food versus clothing and shelter versus reconstruction materials) as well as over the different phases of the response. This study confirms Thomas's observation that logistics databases are rich 'repositories of data that can be analyzed to provide post-event learning' (Thomas, 2003, p. 4). This article is an invitation for others to engage in creative humanitarian data management.  相似文献

研究了二壬基萘磺酸(DNNSA)形成的微乳液从模拟含镉废水中萃取镉离子的工艺条件。分别考察了相体积比(O/A)、萃取时间、温度及萃取剂浓度对废水中镉离子萃取的影响。结果表明,萃取平衡时间为10 mim,降低温度及增加萃取剂浓度均有利于萃取。紫外光谱证实当DNNSA萃取镉时,所形成萃合物对萘环的结构无影响,且不会破坏微乳相的结构;分子荧光光谱表明镉离子对配体DNNSA有荧光猝灭作用。  相似文献

非活体生物质对水中活性艳红X-3B的吸附研究   总被引:9,自引:3,他引:6  
研究了4种非活体生物质(米酒糟、花生壳、柚子皮、稻草秸秆)对模拟废水中活性艳红X-3B的吸附条件及吸附机理。结果表明,活性艳红X-3B初始浓度为100 mg/L、pH为1.0~2.0、吸附剂浓度为10 mg/L时,4种吸附剂对活性艳红X-3B的吸附率可达到80%。吸附在60 min左右达平衡后最大吸附量的顺序为:米酒糟(58.8 mg/g)花生壳(28.0mg/g)柚子皮(23.6 mg/g)稻草秸秆(19.5 mg/g)。在达最大吸附率时,米酒糟的用量可减少一半、pH范围可宽为1.0~6.0,且吸附量是另三者的2倍以上。综合比较,米酒糟具有较强的吸附废水中活性艳红X-3B的能力,可作为废水中活性染料的吸附剂使用。而花生壳、柚子皮和稻草秸秆的吸附能力相对较弱,不是理想的吸附材料。数学模型模拟表明,米酒糟和柚子皮的吸附过程更符合Freundlich方程,而花生壳和稻草秸秆更符合Langmuir方程;动力学研究表明4种吸附剂的吸附拟合更符合拟二级动力学方程。  相似文献

通过厌氧折流板反应器(ABR)处理硫酸盐有机废水的实验数据对BP神经网络进行训练,建立了ABR处理硫酸盐有机废水的BPNN模型,通过测试对比,找出了较优训练函数为traingda,较优训练次数为1 900.利用分割连接权值法(PCW)对影响出水SO42-和COD的主要因素进行分析,结果显示进水COD、SO42-、pH、COD/SO42-和HRT对出水SO42-和COD均产生一定影响,其中进水pH对出水SO42-和COD的影响最大,相对重要性(RI)指数分别为30.79%和23.44%;并通过样本试验数据分别建立了对SO42-和COD去除率的限制因子仿真模型,为预测硫酸盐有机废水的厌氧处理过程提供指导.  相似文献

Territorial user rights for fisheries have been advocated as a way to achieve sustainable resource management. However, few researchers have empirically assessed their potential as ancillary marine conservation instruments by comparing them to no‐take marine protected areas. In kelp (Lessonia trabeculata) forests of central Chile, we compared species richness, density, and biomass of macroinvertebrates and reef fishes among territorial‐user‐right areas with low‐level and high‐level enforcement, no‐take marine protected areas, and open‐access areas in 42 100‐m subtidal transects. We also assessed structural complexity of the kelp forest and substratum composition. Multivariate randomized permutation tests indicated macroinvertebrate and reef fish communities associated with the different access regimes differed significantly. Substratum composition and structural complexity of kelp forest did not differ among access regimes. Univariate analyses showed species richness, biomass, and density of macroinvertebrates and reef fishes were greater in highly enforced territorial‐user‐right areas and no‐take marine protected areas than in open‐access areas. Densities of macroinvertebrates and reef fishes of economic importance were not significantly different between highly enforced territorial‐user‐right and no‐take marine protected areas. Densities of economically important macroinvertebrates in areas with low‐level enforcement were significantly lower than those in areas with high‐level enforcement and no‐take marine protected areas but were significantly higher than in areas with open access. Territorial‐user‐right areas could be important ancillary conservation instruments if they are well enforced. 采用臭氧辅助光芬顿法处理电镀添加剂生产废水,考察双氧水、FeSO4·7H2O、pH和反应时间等因素对废水COD和UV254去除的影响。实验结果表明,pH=4,臭氧通入量为0.25 g,双氧水的投加量93.3 mL/L,FeSO4·7H2O投加量为5.3 g/L,最佳反应时间为30 min,COD和UV254去除率分别达到92.64%和87.95%。这表明,臭氧辅助光芬顿法对电镀添加剂生产废水处理效果显著,处理时间大大减少。  相似文献
