"十一五"规划纲要中明确提出了主要污染物排放总量减少10%的战略目标,合理进行SO2削减是实现这一目标的基础。运用基于生产前沿的DEA模型计算了我国东部地区11个省、直辖市1990到2007年18年间的SO2有效削减百分比。计算结果显示,经济越发达、产业结构越优化的地区,该值越小。1990~2007年间的平均SO2有效削减百分比上海、广东、福建、海南最小,一直为0。北京、天津、浙江、江苏较低,平均SO2有效削减百分比分别为13.83%、15.31%、18.36%、21.14%,而河北、山东最高,分别为39.81%、32.00%,应该加强这些地区的SO2削减,采取措施提高SO2排放效率。  相似文献

Protected areas present a global heritage. Assessing conservation achievements in protected areas is of crucial importance with respect to the on-time delivery of international biodiversity conservation targets. However, monitoring data from publicly accessible databases for comparative studies of conservation achievements in the protected areas of the world are very scarce, if not non-existent. At first glance this is surprising because, with regards to protected areas, at least according to well established protected area management guidelines and widely accepted public mandates, a great deal of monitoring work and data gathering is to be conducted. This would imply that data on changes of biodiversity in protected areas could be expected to exist, and the constant progress in information technologies and Web tools engenders hope that some of it might even be available online for the global public. This review article presents the results of an extensive online search and review of existing monitoring data from freely accessible online databases for its use in an assessment of conservation achievements in a larger sample of protected areas. Results show two contrary sides to the status quo of accessible data from the World Wide Web for conservation science: data overkill and data scarcity with poor metadata provision. While ever more research is, in fact, based on open-access online data, such as extrapolations of species ranges used in conservation management and planning, it remains almost impossible to obtain a basic set of information for an assessment of conservation achievements within a larger number of protected areas. This awareness has triggered a detailed discussion about the discrepancies in sharing data at the level of protected areas; mismatching relationships between expected activities in protected areas and the capacity for delivering these requirements are certainly among the main challenges. In addition, the fear of data misuse potentially resulting in harm for nature, careers, and competencies still seems to be a critical barrier strictly controlling the willingness to share data. Various initiatives aimed at tackling technical and cultural obstacles are introduced and discussed to reach the goal of a modern resource management based on adaptive management using digital opportunities of the new millennium for a sustainable global village.  相似文献

Much of the scientific literature in existence today is based on model systems and case studies, which help to split research into manageable blocks. The impact of this research can be greatly increased in meta-analyses that combine individual studies published over time to identify patterns across studies; patterns that may go undetected by smaller studies and that may not be the main subject of investigation. However, many potentially useful studies fail to provide sufficient data (typically means, true sample sizes, and measures of variability) to permit meta-analysis. Authors of primary research studies should provide these summary statistics as a minimum, and editors should require them to do so. By putting policies in place that require these summary statistics to be included, or even those that require raw data, editors and authors can maximize the legacy and impact of the research they publish beyond that of their initial target audience.  相似文献

In environmental monitoring, variables with analytically non-detected values are commonly encountered. For the statistical evaluation of these data, most of the methods that produce a less biased performance require specific computer programs. In this paper, a statistical method based on the median semi-variance (SemiV) is proposed to estimate the position and spread statistics in a dataset with single left-censoring. The performances of the SemiV method and 12 other statistical methods are evaluated using real and complete datasets. The performances of all the methods are influenced by the percentage of censored data. In general, the simple substitution and deletion methods showed biased performance, with exceptions for L/2, Inter and L/√2 methods that can be used with caution under specific conditions. In general, the SemiV method and other parametric methods showed similar performances and were less biased than other methods. The SemiV method is a simple and accurate procedure that can be used in the analysis of datasets with less than 50% of left-censored data.  相似文献

Wildlife-vehicle collisions (WVCs) pose a significant safety and conservation concern in areas where high-traffic roads are situated adjacent to wildlife habitat. Improving transportation safety, accurately planning highway mitigation, and identifying key habitat linkage areas may all depend on the quality of WVC data collection. Two common approaches to describe the location of WVCs are spatially accurate data derived from global positioning systems (GPS) or vehicle odometer measurements and less accurate road-marker data derived from reference points (e.g., mile-markers or landmarks) along the roadside. In addition, there are two common variable types used to predict WVC locations: (1) field-derived, site-specific measurements and (2) geographic information system (GIS)-derived information. It is unclear whether these different approaches produce similar results when attempting to identify and explain the location of WVCs. Our first objective was to determine and compare the spatial error found in road-marker data (in our case the closest mile-marker) and landmark-referenced data. Our second objective was to evaluate the performance of models explaining high- and low-probability WVC locations, using congruent, spatially accurate (<3-m) and road-marker (<800-m) response variables in combination with field- and GIS-derived explanatory variables. Our WVC data sets were comprised of ungulate collisions and were located along five major roads in the central Canadian Rocky Mountains. We found that spatial error (mean ± SD) was higher for WVC data referenced to nearby landmarks (516 ± 808 m) than for data referenced to the closest mile-marker data (401 ± 219 m). The top-performing model using the spatially accurate WVC locations contained all explanatory variable types, whereas GIS-derived variables were only influential in the best road-marker model and the spatially accurate reduced model. Our study showed that spatial error and sample size, using road-marker data for ungulate species, are important to consider for model output interpretation, which will impact the appropriate scale on which to apply modeling results. Using road-marker references <1.6 km or GPS-derived data locations may represent an optimal compromise between data acquisition costs and analytical performance. With the collectivization of the Chinese oil industry, oil companies have been expanding in size. However, the intensified differences in the safety performance of subsidiaries have severely hindered the collaborative management of the headquarters. Understanding the safety status of each member is urgent for parent companies and their subsidiaries to identify gaps and make improvements. A unified set of safety performance indicators and a practical measurement tool are essential for the Chinese oil industry. Hence, this study identified a set of safety performance indicators encompassing both leading and lagging indicators using data envelopment analysis (DEA) and entropy weight method (EWM) to reveal the critical factors affecting the safety performance of the oil industry. A total of 300 front-line workers from eight subsidiaries of an oil company participated in the survey. The identified indicators were preliminarily weighted using EWM. Then, DEA was employed to measure the safety performance of the eight subsidiaries, demonstrating that management commitment was the most crucial factor in distinguishing safety performance; safety culture was more differentiated than risk management. Safety performance was not entirely positively correlated with safety investments, but the reasonable allocation of safety resources played a vital role. In addition, the weaknesses in each subsidiary's safety management were identified, and the quantitative effects of each leading indicator on safety performance were obtained.  相似文献

Rapid economic growth and urbanization in China have resulted in great water consumption in recent years. China has been facing increasingly severe water shortage crisis, especially in urban areas. This paper focuses on performance analysis for regional urban water use and wastewater decontamination systems in China. To this end, a DEA-based approach is developed. In the proposed approach, the efficiency of the system is decomposed into water use efficiency and wastewater decontamination efficiency. In the wastewater decontamination sub-system, the purified wastewater (reusable water) is treated as a desirable output; while in the water use sub-system, it is incorporated as a fixed input, which cannot be decreased in the process of efficiency optimization. The efficiency of the system is defined as the average of the two sub-systems’ efficiencies. The proposed approach can find inefficiencies caused by the internal factors between sub-systems, which cannot be identified using the traditional DEA approaches. We finally apply the proposed approach to analyze the efficiencies of regional urban water use and wastewater decontamination systems in China. Based on the application results, some findings and implications for efficiency improvement of urban water management in China are achieved.  相似文献
