节能减排的现状分析及其路径选择

处理好发展经济与保护环境的关系,尤其是项目建设与节能减排的关系,这是实现可持续发展的关键。近年来,一些地区和城市,把节能减排作为促进科学发展的重要手段,推进经济可持续发展,取得了可喜的成绩。但是,也存在着不少障碍。在肯定对节能减排初见成效的基础上,对节能减排障碍进行了剖析,为了加大节能减排与环境保护力度,阐述了国家节能减排的行业政策,提出了节能减排的十项路径选择。     

Heavy metal exposure reduces hatching success of Acartia pacifica resting eggs in the sediment

The potential effects of three heavy metals （Cu, Pb, and Cd） on hatching success ofAcartia pacifica resting eggs in the sediment of Xiamen Bay were experimentally investigated. The number ofA. pacifica nauplii hatched from the sediment sharply decreased with the increase of metal concentration and exposure time from 3 to 30 d. An increase of the Cu concentration from 34.8 to 348 mg/kg, reduced the number of hatched nauplii by 46.6%-100%. An increase of the Pb concentration from 75.2 to 752 mg/kg, reduced the number of hatched nauplii by 21.4%-78.9%. An increase of the Cd concentration from 0.68 to 6.8 mg/kg, reduced the number of hatched nauplii by 31.6%-94.7%. The number of nauplii also significantly decreased with the increase of mixed-metal concentration and exposure time in the mixed-metal test. Trimmed Spearman-Karber analysis gave sediment metal 72-h LC50 values of 1.25 mmol Cu/kg, 1.73 mmol Pb/kg, and 0.054 mmol Cd/kg, which suggested that Cd was the most toxic to A. pacifica resting eggs in the three tested metals. The results indicate that heavy metals with higher concentrations can reduce recruitment of A. pacifica nauplii from benthic resting eggs to planktonic population.     

Male reproductive success in free-ranging feral horses

In the social organization of feral horses, adult males compete to monopolize groups or bands of females, sometimes called harems. Alternative male strategies are to remain alone or with other bachelors or, less commonly, to accept subordinate status within a harem. The hypothesis that dominant harem stallion status confers a reproductive advantage was tested in free-ranging feral horses. The presence of foals in harems headed by vasectomized (VSX) versus intact stallions was used to assess the ability of these stallions to control reproduction in their harems. Of harems headed by VSX stallions, 17 and 33% contained foals during years 2 and 3 post-treatment, respectively. In contrast, 86 and 80% of harems headed by non-VSX stallions contained foals in those years. Acquisition of pregnant mares appeared more likely than sneak copulations by bachelor stallions to account for foals in harems with a single stallion. However, most foals were born into harems that included a subordinate stallion, an occurrence that was undoubtedly exacerbated by the extended breeding season resulting from the sterility of the harem stallion. Thus, in comparing alternative reproductive tactics, bachelors appeared less successful than subordinate stallions within a harem. However, the highest reproductive success was achieved by the harem stallion, further demonstrating that alternative tactics are not equally profitable. 在“九五”期间 ,江苏省地震局深入调查研究 ,把握主要矛盾 ,深化各项改革 ,狠抓实事实办 ,强化政府行政职能 ,加强宣传力度 ,加强地方地震机构建设 ,注重规划和计划的制订与实施 ,不断理顺拨款渠道 ,健全地方财政对地震事业投入的预算体制 ,健全行政规章、规范管理行为 ,加强法规建设、强化法制管理。经努力 ,各项工作取得了明显成效 ,1 996～ 1 999年 ,全局各类经费总来源为前 4年的 3 1倍 ;地震监测系统的数字化、通讯系统的计算机网络化、分析预报系统的应急决策指挥系统现代化建设取得明显进展。地震监测预报工作为保障全省经济建设顺利进行 ,维护社会稳定作出重要贡献。全局职工的住房得到明显改善 ,4年中在宁职工人均增加住房面积约 2 0m2 。人均总收入也较从前有大幅度提高。新建园艺绿地面积约 4 0 0 0m2 。工作体会主要是 ,领导班子同心协力是搞好工作的关键 ,广大职工的积极性是搞好工作的基础 ,各级领导坚持“两手抓”是搞好工作的根本 ,领导干部始终不懈地讲学习、讲政治、讲正气是搞好工作的前提
