The diffusion of environmental management in Greece through rationalist approaches: driver or product of globalisation?

Globalisation trends in economy and governance have resulted in a change in policy instruments towards harmonised initiatives, which are considered to a great extent pivotal for countries to engage with. ISO14001 is seen as constitutive of these wider concepts and is the focus here in explaining their diffusion in national contexts.This article questions the extent to where the adoption of ISO14001 in Greece is motivated by environmental sustainability or processes of economic globalisation. It indicates that in order to facilitate progress towards sustainability through environmental management, proper institutional arrangements and a legal framework must be established and executed by the government and society at large.     

实施ISO14000标准促进绿色行政和可持续发展

政府推行ISO14000标准，实施“绿色行政”，不仅能提高政府环境管理的水平，而且可以极大的提高政府的形象，并通过制定科学的、符合生态规律的发展规划，采取切实可行的、对环境友好的技术管理措施，达到保护生态环境、自然资源、实现可持续发展战略的目的。为了适应加入WTO的需要，实现环境管理和国际接轨，带动更多的企事业单位向科学的环境管理模式迈进，在政府开展ISO14000，实施“绿色行政”方面作了有益的探索。

浅谈实施ISO14001认证的经济效益

ＩＳＯ１４００１认证的根本目的是“节能降耗，减少污染，保护环境”。由于市场驱动的影响，由于实施标准必须要建立并运行环境管理体系，实施ＩＳＯ１４００１认证必然产生较大经济效益。我国１５个认证企业仅节能降耗一年间就产生５．２亿元的经济效益。

ISO14001审核中,第一阶段审核因关注组织体系的整体策划,法律法规的符合性等诸多方面因此尤为重要,如何有效地实施一阶段审核,一直是审核员不断探讨的问题.笔者在研究IAF对ISO/IEC导则66应用指南的基础上,结合自身的审核经验提出了-一阶段审核应注意的相关问题.

ISO14000环境管理体系是20世纪90年代以来国际标准化组织制定和发布的一系列环境管理标准,自体系建立以来各国企业纷纷开展ISO14000认证.从区域的开发造成对环境的影响入手,以上海某工业园区为例,提出了区域建立ISO14000环境管理体系的思路环境因素评估-确定重大环境因素-制定环境管理方案-解决环境问题.通过区域建立环境管理体系与企业相比较,归纳出建立区域环境管理体系的意义及特点,是对区域建立环境管理体系的一种探索.     

Environmental Management Systems at the Industrial Park Level in China

Environmental management systems (EMSs), such as International Organization for Standardization (ISO) 14001, can be used as a tool in China by industrial park managers to improve their environmental performance. This article uses the case of the Dalian Economic and Technological Development Zone (DETDZ) to show how to establish a comprehensive environmental management system (CEMS) according to the ISO 14001 standard at the industrial park level by considering local realities. The particularly interesting feature of this case study is the use of a CEMS (in this case, ISO 14001) by the administrative group of the DETDZ to develop a more comprehensive approach to the wide range of environmental issues that they face in running the zone. In essence the goal is to address many of the issues at the level of the zone. The incentives, benefits, and barriers associated with implementing ISO 14001 are described. However, implementation of an EMS should not be thought of as the ultimate objective for an industrial parks environmental management. The next steps include encouraging further public participation and taking an integrated approach leading to an industrial ecosystem, which can realize better environmental performance at the industrial park level.
